Please adhere to the implementation of our previous instructions listed below in the interest of the public good and to avoid
any violation that disrupts the course of our work and exposes the administration to unnecessary responsibility.
First / We have noticed with great regret that some school administrations do not adhere to the dates and attendance times
specified for them by this department for the purpose of matching, auditing, or replacing old records, in addition to
delays in responding to our communications.
The public interest dictates adherence to deadlines and correspondence without procrastination.
Second / Some school administrations provide other schools with various materials. This must be preceded by obtaining
the approval of this department for both the receiving and delivering schools on one hand, and on the other hand,
this department must be officially informed by the receiving school (according to the form sent to you).
Third / When conducting the handover process between the old and the new, the books must be signed along with the signature
of the principal on each of those lists, including the date of the handover process.
Fourth / Donated materials (regardless of the source of the donation) are entered into the school records and are considered part of the government
assets, and the status of personal or private ownership is nullified because the intent of the donation was for the benefit and need
of the school. Please report and provide this department with the serial numbers of the furniture.
Fifth / It is noted that the write-off letters received by school administrations are characterized by striking out and deduction as a result of damage,
loss, or cancellation according to the followed formal methods. Despite this, their serial numbers are not canceled
or replaced by other letters. When conducting the handover process, the sequence of each book given by the official
record should be listed, and new serial numbers should not be given according to desire and the number of what was actually mailed.
Sixth / Do not use colored pens, ink, or pencils in listing materials in the school records; rely
on ink pens only. When any error occurs in the entry, the person concerned shall initial the strike-out while mentioning their
explicit name, the date of the error, and its causes. We also emphasize the necessity of deliberation and accuracy in transferring or entering materials
and avoiding errors or strike-outs.
Seventh / The necessity for school administrations to conduct an internal inventory for the purpose of establishing the actual needs of the school for
furniture and supplies, and informing us at the end of each academic year of materials surplus to their needs for the purpose of utilizing them
for other schools.
Eighth / In the case of every record established according to observed instructions, no school administration may cancel that page and transfer the materials
to another page without the knowledge and approval of this department. As for the case of a page being full of materials, the remainder may be listed
on another page, provided that it occupies the notes following each name of any material.
Ninth / When conducting the handover process, the materials of each record are described in a separate list from the assets of each record, and the
list of laboratory materials is taken and sent to the concerned party (Directorate of Laboratories).
Tenth / The necessity of performing maintenance and upkeep for school property, which is part of the state treasury property, and taking
the necessary measures to monitor it against everything that exposes it to damage, and relying on submitting requests for approval for purchase
or receipt according to the needs of this school, as well as the necessity of modesty in estimating price and quality.
Hoping for compliance with these instructions of ours, as we are confident in this directorate and the school administration, which is characterized by accuracy and the level of mutual
cooperation to serve the public interest and provide the simplest methods of organization.

The Ministry of Interior - Societies, in its statement No. 1300 dated 12 / 6 / 1960, has approved the conduct of a subscription
to collect an amount of (10,000) ten thousand dinars through voluntary donations to help students hospitalized in
Al-Tuwaitha Hospital for a period of one year from the date of issuance of this statement, provided that (5,000) dinars of the collected amount is allocated
to the Arab Liberation Front. Note that most of these students are in a bad financial situation, so we call upon our brothers, the male and female teachers,
and all our student children to extend a helping hand to our brother students hospitalized in
Al-Tuwaitha Hospital and to our sons stationed on the fighting front. The High Committee in this Directorate has been formed as follows:

Subject / Preparation for the Educational Aids Festival
An educational aids festival for all governorates will be held in Baghdad in the month of April of the year
1971, and we will inform you of the date, location, and duration of the festival days when we have accurate information from the Directorate
of General Technical Affairs / Directorate of Educational Aids in the Ministry of Education. Therefore, all teachers
(male and female) belonging to this directorate must contribute to the festival, each according to their subject,
under the following conditions:
1- The aid must be innovative and not repetitive.
2- The aid must be made from environmental materials available in the teacher's surroundings.
3- The aid must be simplified, not complex, and can be made by others.
4- The aid should not cost an exorbitant amount.
5- There is no objection to more than one person participating in the production of an aid that deserves it.
The Educational Aids Division is ready to answer any inquiry or guidance, and contact shall be
through the school administration or by telephone to provide technical advice to produce the aid in the correct scientific and technical
manner, and we remind school administrations of our letter No. 60915 on 25 / 10 / 1970 regarding the subject.
We emphasize that participation in the aforementioned festival is mandatory, and the maximum limit for participation is (10)
pieces of educational aids if they are small in size and (5) pieces if they are large in size.
A committee will be formed to select the suitable productions. Individual prizes will be awarded to the winners and to the winning schools
with distinction. The department at the directorate will be ready to receive what is sent to it starting from the first week after the
mid-year break so that we can select the exhibits and prepare for the aforementioned festival. There will be other activities
such as showing films and holding seminars during the festival days. Anyone who has an activity related to the mentioned festival should contact the directorate
for the purpose of participating in it in the aforementioned festival. And God is the Granter of success.

The primary goal of organizing sports competitions is honorable competition and showcasing the latent

First - The plastic arts exhibition for schools in the Rusafa sector (from Tahrir Square to the New ⟦Bridge⟧)
and schools in Al-Thawra neighborhood and other neighborhoods located on the left bank of the canal will be opened
by the Director of Education for Baghdad Governorate / Rusafa at the Commercial Preparatory School for Girls near
the New ⟦Bridge⟧ at four o'clock in the afternoon on Sunday 27 / 12 / 1970 and yesterday on
Saturday 26 / of it. Please be informed and consider this letter as an invitation to school administrations and teachers
of art education participating in this exhibition, and work on having a team of your talented students visit
it during its display period, which will continue until Thursday, 31 / 12 / 1970, from nine o'clock
in the morning until four o'clock in the afternoon.
Second - The plastic arts exhibition for Adhamiya schools (from the New Bridge to the canal and the Tigris River)
will be held at Al-Manhaj Mixed Primary School (Tel 29260) and not in the hall of the Institute of Accounting
past ... and the date for receiving the exhibits of the concerned schools will begin at Al-Manhaj Mixed School
at nine o'clock on the morning of Monday 28 / 12 / 1970 until Thursday 31 / 12 / 70 and during
official working hours. Please be informed and note the following :-
A - The Director of Education for Baghdad Governorate / Rusafa will kindly open it at
Al-Manhaj Mixed School at four o'clock in the afternoon on Sunday 10 / 1 / 1971.
B - Consider this letter as an invitation to school administrations and art education teachers participating
in this exhibition.
C - Work on having a team of your talented students visit the exhibition during its display period, which will continue until
Thursday 15 / 1 / 1971 from nine o'clock in the morning until four o'clock in the afternoon.
D - The exhibition is held under the slogan (Art and Revolution) and the number of exhibits submitted by each school
shall not exceed ten diverse artistic products (painting, knitting, sculpture, handicrafts .... etc).

First -- Upon the opening of the Fine Arts Exhibition for the Southern Sector schools at Al-Jumhuriya Secondary School for Girls on
12/13/1970, it was noted with great regret the absence of the directors and teachers of art education or the directors
and headmistresses of the schools participating in the exhibition, despite our distribution of invitation cards to them.
Our directorate emphasizes the attendance of those representing the school in the matter at the opening of the ⟦illegible⟧ exhibition.
This letter of ours serves as an invitation to attend the upcoming opening ceremonies for the schools concerned.
Second -- The Rusafa sector exhibition (all schools located between Tahrir Square, the Iron Bridge, and Al-Andalus Square
and the rest of the neighborhoods located on the left bank of the canal) will be held at the Commerce Preparatory School for Boys ⟦illegible⟧

A -- The exhibition committee receives the students' products during official working hours in the same hall starting from Sunday
12/13/1970 until Thursday the 17th of the same month.
B -- The exhibition opens at four o'clock in the afternoon on Saturday the 26th of the same month and remains open for a week.
Teachers of art education in the schools of this sector are requested to attend
the opening ceremony as indicated above, and it is necessary for a team of talented students to visit the exhibition during
the exhibition period (outside of school hours).
Third -- All fine arts exhibitions held by our directorate this year carry the slogan (Art and Revolution).
It includes all branches of art education (painting, sculpture, calligraphy, knitting, embroidery, handicrafts, etc.) and
the participation of schools is mandatory and active, provided that the number of products each school participates with does not exceed
ten products from all branches. For the purpose of the year, and we wish everyone success and prosperity.

1- In intermediate schools covered by Kurdish studies, the Arabic language and Religion are taught in one group
taught by the Arabic language teacher, and it is not permissible to separate the two subjects and have them taught by two
teachers
2- In secondary schools covered by Kurdish studies and the sixth grades in other secondary schools
Arabic language and Religion are taught in one group with the Arabic language teacher remaining ⟦at⟧ 4 and in cases
of necessity where Religion cannot be taught by the Arabic language teacher, it is taught by the Social Studies teacher
with one period per week
3- The Religious Education subject is treated as an independent subject during school exams in terms of setting questions
or the grade, independently and completely

A large portion of the employees of official and semi-official departments who are transferred or sent
on official duty do not use the train as a means for their transportation or the transport of their furniture and belongings, but rather use
other means for the aforementioned purpose, yet the fees paid to them by their departments are according to the transport fees
applied in the Railway Service.
In view of the fact that the Railway Service is considered one of the very important public facilities and requires care
and support by the public sector, please circulate to the departments and public institutions affiliated with you
to use the train as a means of transporting their employees when traveling outside their work headquarters on official duty
or their deputation within Iraq to areas through which the train passes, and not to pay the fees resulting from
their travel or the transport of their furniture and personal belongings except after reinforcing them with an official receipt issued by the
Railway Service. Thank you.
