1) The Minister of Defense approved by Diwan Order 175 on 17 / 1 / 971 the exception of reserve officers who
were granted the rank of officer (reserve lieutenant) and were discharged from the army and did not complete the required military service period
at the time under the abolished Reserve Service Law No. 74 of 1956 from performing the remainder of the compulsory service
based on the authority vested in his Excellency according to the provisions of paragraph (3) of Article 6 of the
Military Service Law No. 65 of 1969. Please take note and notify all your recruitment offices to mark
their service summaries and their exception in their basic records and military service books.
2) This exception does not include graduate warrant officers covered by the provisions of Article (55) of the Military Service Law
mentioned above who did not complete the military service period at the time, but rather they are returned to complete
the remainder of their compulsory service with the rank of reserve warrant officer conscript after calculating their previous service based on
their service summaries.
3) Anyone who has completed actual service for a period of one year in the units from the date of his graduation from the Reserve College
until his discharge from the army, in addition to the period he spent in the aforementioned college, is considered to have completed the
required military service under the Reserve Service Law referred to above, regardless of the duration of the course
in the aforementioned college, whether its duration was four months or six months.

the male or female student must be given sick leave for fifteen days from the date symptoms appear

During my inspection visits to schools, I noticed that some male and female teachers resort to punishing
students who are not paying attention to the lesson by tearing the notebook or book or breaking the pen in the student's hand
as a punishment for their lack of attention to the lesson. This action, in addition to being inconsistent with educational methods,
instills in the child's soul a spirit of sabotage and hatred toward the teacher and makes it difficult for them to rewrite
the torn notebook or buy the book that the teacher tore, and it also causes financial harm to the students' parents. Therefore,
I hope you will kindly circulate to school administrations to inform their teaching staffs to abandon this method of punishment,
please.

Article Eleven /
The membership of a Council member may not be revoked except by a decision issued by it with a two-thirds majority and based on a proposal from the Speaker of the Council or at least twenty
members.
Article Twelve
A member of the Council may resign from it, and his resignation shall not be effective except from the date the Council accepts it.
Article Thirteen
A member of the Council shall take the following oath in a public session and before beginning his work /
(I swear by Almighty God to be loyal to my country and my nation, to preserve the republican system, to safeguard the gains of the July 17th
Revolution, to respect the Constitution and the law, and to preserve the interests of the people and the unity of the nation's land)
Article Fourteen
The Speaker must inform the Revolutionary Command Council of any vacancy in the Council for any reason whatsoever so that the necessary measures can be taken to choose a replacement.
Article Fifteen
The Council shall hold its first meeting in its ordinary session under the chairmanship of the oldest member, and in this session, it shall elect by secret
ballot a Speaker and two Deputy Speakers.
Article Sixteen
After his election, the Speaker of the Council shall take the constitutional oath provided for in Article Fifty-Nine
of the Interim Constitution before the Council.
Article Seventeen
The Speaker of the Council shall preside over the Council's meetings and manage its sessions.
Article Eighteen
After electing the Speaker and his two deputies, the Council shall form the following standing committees / -

Based on the provisions of paragraph (A) of Article (42) and Article forty-six of the Interim
Constitution, the Revolutionary Command Council decided in its session held on 23/12/1970 the following:-
Issuance of the following law
No. (148) of 1970
(( National Council Law ))
Article One
The National Council shall convene in Baghdad, and it may convene in another place when necessary and by decision of the Chairman of the
Revolutionary Command Council.
Article Two
The term of the Council is three years, starting from the date of its first meeting and ending at the end of its last meeting in its
third year.
Article Three: The number of Council members is one hundred members
Article Four
The Revolutionary Command Council selects the members of the Council from representatives of the various political,
economic, and social sectors of the people, and from national and progressive elements.

Article Five
A person selected for membership in the Council must
1 / Be Iraqi by birth and from Iraqi parents by birth
2 / Not be less than (25) years of age
3 / Be in enjoyment of full civil rights
4 / Not have been sentenced to imprisonment for a period of one year or more for a non-political crime, or to imprisonment at all for a crime involving
honor, and has not been rehabilitated.
Article Six
A member of the Council is considered a representative of the people and his opinion is entirely his own
Article Seven
It is not permissible to combine membership in the Council with holding public office or employment in official and semi-
official departments.
Article Eight
A member of the Council may not be a general manager or a member or chairman of the board of directors of a joint-stock company or a
limited liability company or a public institution throughout the duration of his membership in the Council
Article Nine
A member of the Council may not, during the term of his membership, contract personally or through an intermediary with the government or public
legal persons in the capacity of a concessionaire or contractor, or buy anything from state property, or sell or lease to it
anything from state property
Article Ten
A member of the Council may not, during the term of his membership, contract personally or through an intermediary with the government or public

for boys between the ages of 12 - 18 years. It aims to raise their cultural and political awareness and is the first
experiment of its kind in the Arabic press. ((Al-Mizmar)) undertakes the task of simplifying political events
and facilitating culture for the new generation, meaning it has filled the void that boys complain about
media-wise. Cooperation between us and the departments of the Ministry of Education is important to ensure the demonstration of our
media projects directed at the youth sector in Iraq. Therefore, we hope you will kindly approve the participation of
all schools in the Iraqi Republic (primary - intermediate and secondary) in Al-Mizmar weekly newspaper.
