(Text of the Ministry of Education's letter)
In view of what the Ministry observes regarding the significant increase in the rate of waste in primary education, as evidenced by the
large numbers of students who fail or drop out (leave school) every year, which costs the state enormous sums of money, in addition to the waste of
human potential. Primary school principals should discuss with teaching staffs, parents, and local
authorities the educational situation in each of their schools as a prelude to taking measures that ensure the mitigation of the severity of this
waste, whether in the form of lower failure rates or dropout rates.
Since this failure and dropout may indicate weak levels of academic achievement for some students and their inability to keep up
with the general level in their classes, or the existence of economic and social problems facing them, it is the duty of teachers to exert efforts
to address the academic weakness of these students, take into account the difficulties they face, and direct special attention to bringing them to
the required levels and studying social and economic problems with their guardians in an effort to mitigate their effects
on their academic levels.
It is hoped that the efforts of teachers and school administrations in this field will lead to a reduction in failure and dropout rates while
maintaining educational standards and not compromising the quality of education.
Each school shall inform the responsible authorities of what has been done in this regard in the form of two reports:
The first is completed before the end of April (regarding the steps that have been reached and will be taken by the school to face the situation).
The second is completed after the appearance of school exam results (to identify the impact of actually taking the mentioned measures).

in this field and note the following points and sign them upon review.
1 / In view of the failure of many male and female school employees to attend the meeting held in Al-Khuld Hall for the days
25 and 26 / 1 / 971, please inform us as quickly as possible about the following:-

10 / Write a report at the end of the prescribed period about the center in terms of the course of teaching, the number of sections, the number of
learners, the average absences and their causes, and everything the center needs and the suggestions you see

Based on Articles (4 and 6) of the Provinces Law No. 159 of 1971 and based on
what was presented by the Minister of Interior:
We have decreed the following:
1- Detaching all the districts belonging to Al-Khidhir sub-district and annexing them to the center of Al-Khidhir district.
2- Changing the name of Al-Khidhir sub-district to Al-Darraji sub-district and moving its center from Al-Khidhir town (center of Al-Khidhir
district) to Al-Darraji village, and it shall be linked to Al-Khidhir district, followed by the districts whose numbers and names are shown
and their names below:
(17) Al-Huwaishli lands, (37) Saniya Duwayan lands, and (38) Al-Ubaid Al-Amiriya.
And the largest part of district (44) Al-Darraji and Al-Subay'iya, (45) Al-Hajama lands from
Al-Saniya, (47) Al-Dukhaifa lands (from Al-Darraji), (48) Umm Al-Na'im (Al-Ajil from
Al-Darraji), and the western part of district (49) Al-Rasan from Al-Karo, (53) Western Al-Hajama
from Al-Saniya, and (56) Northern Al-Bara' from Al-Saniya / Al-Batha sub-district - Dhi Qar Governorate.
Its administrative boundaries shall be as follows:
The boundary begins from the point located on Al-Baridiya hill and moves south, following the western boundaries
of the numbered districts (49) Al-Rasan from Al-Karo, (48) Umm Al-Na'im, (47) Al-Dukhaifa
lands, (38) Al-Ubaid Al-Amiriya, (53) Western Al-Hajama from Al-Saniya, and (56)
Northern Al-Bara' from Al-Saniya until the boundary reaches the end of the southern boundary of district (59).
Then it moves northeast, following the eastern boundaries of district (59) until it meets the boundaries
of district (45) Al-Hajama lands from Al-Saniya and continues following its eastern boundaries until it meets
the dividing point between districts (17), (37), and (45), and from there the boundary continues towards
the east then north, following the southern then eastern boundaries of district (17) Al-Huwaishli lands
until it meets the middle of the Euphrates River and continues following the Euphrates River towards the west until the point opposite
the boundary between plots (14) and (15) of district (44) Al-Darraji and Al-Subay'iya, and the boundary
moves following the eastern then northern boundaries of plot (15) until it meets plot (64) where
the boundary moves from this point following the dividing boundaries between plot (64) on one side and plots
(3), (2), (1), (2) again, (3) again, (4), (5), (6),
(7), (8), (9), and (10) until it meets the dividing point between plots (64)
and (10) and the eastern boundaries of the numbered district (44) Al-Darraji and Al-Subay'iya, then the boundary moves
towards the north following the eastern boundaries of district (44) until it meets the point located on Al-Sayyid
hill. From this point, the boundary heads northeast, crossing the numbered district (49)
Al-Rasan from Al-Karo until it reaches the point of Al-Munayfira hill, passing through Kalila hill, and from this point the boundary heads
west following the northern boundaries of district (49) until the point of Al-Baridiya hill from which the
description began.
The Minister of Interior shall implement this decree.
Written in Baghdad on the third day of the month of Dhu al-Hijjah for the year 1390, corresponding to the
thirtieth day of the month of January for the year 1971.

Based on the authority vested in us under Article Nineteen of the Lottery and
Subscriptions Law No. 116 of 1969, we hereby authorize the Arab Culture Society in Baghdad to conduct
a subscription to collect an amount of (8000 / -) eight thousand dinars through voluntary donations throughout
Iraq for a period of one year starting from the date of issuance of this statement for the purpose of expanding the institutes
of the society and building a headquarters for it under the supervision of the committee whose members' names are listed below, provided that this committee
performs the following in application of the provisions of Article Twenty-Two of the aforementioned law.
1- Notifying us of the name of the bank where the collected amounts will be deposited.
2- Submitting the receipts used in the subscription to us for stamping before starting it.
3- Submitting a table after the completion of the subscription process including the names of the subscribers and the amount
subscribed by each of them according to the sequence of receipts.
4- Returning unused receipts.
5- Submitting the final account of the collected amounts with the documents supporting their expenditure for the purpose
for which the statement was issued.

In view of the fact that collecting donations for any purpose whatsoever requires obtaining the
necessary permission from the competent authority, which is the Ministry or the Governorates (within their provinces) according to
the provisions of the Lotteries and Subscriptions Law No. 116 of 1969, and to prevent the exploitation of citizens
by some fraudsters, we request that instructions be issued to monitor this aspect and ensure that those collecting
donations have obtained the necessary permission for that, and that the collection of donations is carried out according to receipts stamped
with the official seal of the competent authority that issued the permission, and to take legal measures against
violators.

We have decreed the following:
The creation of a district in Baghdad Governorate named Al-Mada'in District, with its center in the town of Salman Pak, to which Al-Mada'in sub-district shall be attached,
and its administrative borders shall be the same as the current administrative borders of Al-Mada'in sub-district.
The Minister of Interior shall implement this decree.

Subject / Cycling Race
It has been decided that the date for the cycling race for intermediate and preparatory schools for boys will be at ten o'clock
on the morning of Monday, corresponding to 8 / 3 / 1971, on the Rashidiya - Ghalibiya road. Therefore,
the physical education teacher in your school should note the following points:-
1- Each school's cycling team consists of three contestants.
2- The physical education teacher must conduct a match for his school's students to select the best contestants to participate
in the governorate race.
3- Each school must provide the contestants with the requirements for the cycling race (special or regular), unified
clothing, and water containers for the participants in the race.
4- The physical education teacher in the school must present the students participating in the race to the medical
committee in student health and provide each of them with a physical fitness certificate.
5- Anyone who acts with others for the purpose of obstructing any contestant or seeks assistance
from cars or harasses his colleague by pushing shall be disqualified from the race.
6- The start of the race will be from the Rashidiya junction on the Khalis road, and the end of the race will be at the Sadr
Al-Qanat camp as shown in the diagram.
