In view of the magnitude of the responsibility placed on our generation in leading the masses and protecting the progressive
achievements accomplished by the July 17 Revolution, and for the purpose of explaining the great achievements and analyzing the circumstances passing through them,
and exposing the plans of imperialism, reactionism, and Zionism, and based on our belief in the necessity of educating our generation and providing
the opportunity for reading, study, and benefiting from the free time experienced by youth during the summer vacation —
And based on the approval of the General Directorate of Education / Secondary No. 21214 on 25 / 5 / 1971.
We have decided to open three educational centers as follows:
1- Al-Hariri Secondary School Hall for Girls
2- Central Preparatory School Hall for Boys
3- Al-Sharqiya Preparatory School Hall for Girls
We have also decided to form a committee to undertake the tasks of spending on the mentioned centers from the revenues of the reinforcement courses, consisting of the

Text of the Second Paragraph
Students in villages and rural areas who have not obtained civil status identification cards
The Council listened to the memorandum of the Directorate of Examinations dated 19 / 4 / 1971 regarding students in villages, rural areas, and city outskirts who were admitted to primary schools without obtaining civil status identification cards pursuant to the decision of the Council of Education taken in the seventeenth session held on 16 / 8 / 1970, which included (accepting the registration of students in rural and agricultural areas and city outskirts such as Al-Thawra, Al-Shula, and the like) without civil status identification cards in case they have not obtained them, and sufficing with estimating their ages by a committee composed of the school principal and the membership of both the Mukhtar and the first teacher, provided that they are required to provide civil status identification cards after reaching the sixth primary grade) and what must be taken in the following two cases:
1- In the case of students eligible to participate in the general (ministerial) examination for primary education who do not have civil status identification cards?
2- In the case of the transfer of a student who has not obtained a civil status identification card from a village or rural school to a school in the city? After discussing the subject, and based on the Ministry's policy in facilitating education - especially primary - for all citizens to achieve the goal of universalizing primary education and including all children of school age and removing all obstacles that prevent the achievement of this goal, the Council decided the following:
A- Students eligible to participate in the general (ministerial) examinations for primary education in schools located in villages, rural areas, and city outskirts are exempted from the requirement of civil status identification cards if they have not yet obtained them. They are allowed to take the general examination.
B- Students transferred from village and rural schools and city outskirts who have not obtained civil status identification cards are allowed to attend the city schools they are transferred to. This should be noted in the transfer certificates and in the general register in the school they are transferred to. Their guardians should be required to obtain these cards.

First - All schools that have not received their various handicrafts, glazed paintings,
and framed works contributed to our directorate's plastic arts exhibitions are requested to take initiative
in sending an authorized representative to receive their exhibits at Al-Siddiq Model School during
official working hours starting from Sunday 16 / 5 / 1971 until Wednesday 19 / of the same month.
Otherwise, the school's right to claim them later will be permanently forfeited.
Second - An art exhibition will be held in Baghdad under the patronage of the Minister of Education, in which all
governorates will participate. Each directorate will display two paintings whose subjects are about combating racism
and racial discrimination. Prizes of (50) Dinars will be awarded to the winning paintings, which
will be sent to the United Nations and UNESCO to be displayed in their halls as a contribution from the students of
Iraq in this humanitarian field and as their participation in spreading the principles of truth and justice
advocated by the United Nations.
Please send any available artistic paintings expressing the above content to the Directorate of
General Education, Directorate of Fine Arts directly, no later than the end of the current month.

(01) - Toughening penalties for deserters and evaders and instructing the courts to do so.
(02) - Conducting a guidance campaign through all media outlets (newspapers, radio, and television) to urge
the people to perform military service.
(03) - Holding conferences in the centers of provinces, districts, and sub-districts including representatives from the army, police, and security
headed by the administrative officer to coordinate and follow up on tracking.
(04) - Ministries shall, as far as they are concerned, instruct their affiliated departments on the necessity of applying
the Military Service Law and ensuring that no person who has not performed military service is employed or retained
in service.
(05) - Governors and heads of administrative units shall invite the Mukhtars and local leaders and explain to them their duties
regarding the subject and state the penalties resulting from their negligence, while stating the reward
offered to them by Moral Guidance as a result of their cooperation. It is also necessary to define their position and responsibility
by making them employees or in any other capacity that ensures this, and keeping records by them in which
the names of the persons residing in their area are recorded.
(06) - Facilitating the mission of the General Recruitment Directorate to inspect official and semi-official departments,
institutions, and companies and auditing their records as far as the application of the Military Service Law is concerned.
(07) - Not granting or renewing any license of any kind and not accepting any application or processing a transaction for any
Iraqi whose birth falls within the age of obligation unless he presents his service book or a document of completion of
military service and recording its number on his transaction.
(08) - Preventing the travel of every Iraqi whose birth falls between the years 1931 - 1956 except after confirming his completion of
military service, its postponement, or his exemption from it.
(09) - In the event that an employee leaves his job for which he was postponed from military service, he becomes subject
to service and is required to perform it due to the cessation of the reason for postponement, and the competent departments must inform the
Administration Directorate at the Ministry of Defense of this.
(10) - The General Recruitment Directorate, in cooperation with the Directorates of Military Movements and Military Training
and the competent authorities, shall organize special tracking campaigns in areas where it is suspected that some
deserters and evaders are present.
(11) - Detachments shall be formed to track deserters and evaders from the army, police, and security, guided by the Mukhtars,
and shall be linked to the General Recruitment Directorate.
(12) - The General Directorate of Awqaf shall instruct the imams of mosques throughout Iraq

Based on what was stated in the memorandum submitted by the Specialist Inspector for Libraries, Mr. Abdul Hamid Abdul
Karim, numbered 27 on April 4, 1971, in which he indicates the participation of a large number of school administrations in various
magazines despite the smallness of the library activity share, which some of these schools claimed that subscription
to these magazines is imposed upon them by force.
Therefore, we ask you to emphasize to all school administrations that subscription to magazines is on an
optional basis and that the school administration can purchase magazines individually from local markets, provided that they consider the suitability
for the educational stage of that school and that the school administration purchases various books in different subjects
that benefit the student in the first place. Also, the school administration can purchase what the
library needs in terms of tables, chairs, and other supplies from the library activity share to give the library a proper appearance,
and spending should not be limited to purchasing books only. With appreciation.

Since the assets of educational aids in private schools, including films, slides,
illustrations, and maps, were not previously under the supervision of educational aid institutions, and given
the many risks involved in this matter, it has been decided to take the following measures. We kindly ask for your assistance
in putting them into effect as far as it concerns you, with appreciation.
1- Circulate to all private schools to present all the educational aids they have to the responsible authorities
for educational aids in Baghdad and the governorates, and for those schools to obtain written approvals
from them before using those aids in their schools.
2- No new educational aid is allowed to be introduced into private schools except after obtaining
the approval of the authorities responsible for educational aids.
3- The Directorate of Educational Aids in Baghdad and the educational aid centers in the Directorate of Education
in the governorates (Baghdad Treasury) shall be responsible for inspecting the assets of educational aids in private schools
or introducing new educational aids to them and issuing the necessary approvals for that.

has adopted the approach of encouraging all sports clubs. Since Al-Karkh Sports Club in
Al-Mansour is one of the important clubs which includes the largest group of emerging youth
