It has been decided to accept applications for enrollment in the morning technical departments at the Institute of Fine Arts (Fine and Applied Arts,
Theater and Cinema Arts, Music) for the academic year 71 / 972 from all governorates of the Iraqi
Republic. The study period is five years after the intermediate study (Baccalaureate), after which the graduate is awarded a
technical certificate in the specialized department. Graduates of these departments are also qualified for primary education and are appointed by the Ministry of Interior
(Local Administration) as teachers when there is a need for their services.
Admission will be according to the following conditions: -
1- The applicant must be a graduate of intermediate study (Baccalaureate) or its equivalent for the year 70 / 971.
2- To successfully pass the admission exam conducted by the specialized technical committee.
3- The student's age at the time of application for admission must not exceed (19) years, i.e., born on 1 / 7 / 1952 (and after, according to
the instructions of the Military Service Law) and (20) years for female students.
4- To be dedicated to study only.
Required Documents
A file containing:
1- Admission form obtained from the Deanship of the Institute upon application.
2- School transcript addressed to the Deanship of the Institute of Fine Arts.
3- Iraqi Nationality Certificate or a certified copy of it.
4- Civil Status Record, 1957 registration, or a certified copy of it.
5- Non-conviction certificate.
6- Vaccination certificate against smallpox and typhoid.
7- Initial medical examination certificate from the Directorate of School Health.
8- A written pledge that the student will be dedicated to study only (obtained from the Deanship of the Institute after admission).

1- Submission of applications directly to the Deanship of the Institute of Fine Arts begins as of Wednesday, 1 / 9 / 71
and ends at the end of official working hours on Wednesday, 15 / 9 / 1971.
2- Interviews for students applying for admission will be held on the following days and times: -
Monday - 20 / 9 / 1971 at 8:30 AM for students applying for admission to
the Department of Fine and Applied Arts.
Tuesday - 21 / 9 / 1971 at 8:30 AM for students applying for admission to the Department of Theater
and Cinema Arts.

The following has been decided:
1/ Suspension of studies in all literacy centers starting from August 1, 1971, until the 31st of the same month.
2/ Studies in the popular centers shall begin as of September 1.
3/ In view of the difficulties faced by the male and female employees of your schools during attendance at the study centers,
their frequent absences, and our desire to ensure better conditions for their education in a manner that does not conflict with the school's interest,
we have decided that the male and female assistants of your schools shall teach your employees at a rate of two classes per day as part of their
official duties starting from September 1. The assistant who succeeds in this mission will be rewarded, and the negligent one will be punished.
4/ Literacy studies shall consist of two stages:
The first stage (Basic) 9 months
= The second (Complementary) 9 months
The examination takes place at the end of each stage for a period of three days under the supervision of a committee formed for this purpose by our directorate.
5- The official holiday begins after the completion of the stage on July 1 until August 31 of each year.
6- Male and female employees are required to provide a letter confirming their completion of the first stage or lack thereof from the administrations of the
functional centers for employees. In the event that this confirmation is not obtained, they shall be considered to be in the first stage.

In implementation of paragraph (4) of the Revolutionary Command Council letter - Office of the Secret and Personal Secretariat 12 / 850 on
4 / 26 / 1971 and for the purpose of applying the provisions of the Military Service Law No. (65) of 1969 as amended, we request instruction
to the departments affiliated with your ministry to observe the following:-
1- It is not permissible to employ, engage, or use any Iraqi after completing the age of nineteen in departments,
interests, institutions, factories, or public, private, and mixed companies unless he has completed
compulsory service or was exempted or deferred from it, in application of the provisions of paragraph (1) of Article
(27) of the law referred to above.
2- It is not permissible to keep any official, employee, or worker who has completed nineteen years of age in his position or work unless he
has finished compulsory service or was exempted or deferred from it, nor is it permissible to keep any official, employee, or
worker appointed to his position or work based on the deferment of his compulsory service, unless it is proven during the month of January
of each year for those deferred due to study, and during the month of April for those deferred for other reasons,
that their deferment from service is still ongoing and that he was actually continuing in service, in application of the provisions of paragraph
(2) of Article (27) of the aforementioned law.
3- No official, employee, or worker called for reserve service is allowed to remain in his position or work after
the issuance of his call-up order, except for those exempted, deferred, or excused from it according to the provisions of this law. Heads of departments,
government interests, public and private institutions, other bodies, and business owners must implement this
while reporting anyone who refuses to present himself to the military authority required of him, in application of the provisions of Article (18)
of the above law.
4- The General Recruitment Directorate will send officers or others to departments, interests, institutions, factories,
and public and private companies, governmental or non-governmental, as well as to unions and associations throughout the
Republic to audit the status of their officials, employees, and workers and verify those affiliated with them at the end of each month. We request
instructing the departments linked to you to facilitate the mission of these officers when they perform this duty, by
refraining from paying the salaries of persons who were unable to prove the integrity of their status regarding the Military Service Law
and according to the lists that will be submitted by the responsible officer, in application of the provisions of Article (71) of
the mentioned law.

5- We hope for instructions not to process the transaction of any applicant to one of the mentioned departments unless he presents
his service book marked with his sound legal status.
6- We would like on this occasion to point out that the provisions of paragraph (2) of Article (49) of the Military Service Law
have placed the responsibility for implementing the provisions of the aforementioned law regarding officials, employees, and workers of the departments
on their heads, a matter for which we hope to draw their attention to this text as part of the plan to track absentees
and defaulters.

Based on what was stated in the letter of the Directorate of Educational Aids / Documentary Library No.
5055 on 22 / 6 / 1971.
It has been decided to allow the entry of the books mentioned below into school libraries
opposite them, provided they are purchased optionally from the markets and from the proceeds of school donations
related to library activity and according to the school's need for them, and provided that
the purchase is made with the approval of the school's library committee. It is strictly forbidden to purchase books from
individuals who visit schools for the purpose of selling them, in accordance with the decision of
the Revolutionary Command Council.
We emphasize to all school administrations not to sell any type of books or magazines
to students in a compulsory manner and to adhere to the price mentioned next to each book as shown
below when purchasing them optionally from local markets.

And following our decision No. 24 dated 26 / 5 / 1971, we have decided to invite the general assemblies of the societies listed
below.
1- Housing Construction Society for the Educational Family in Baghdad / Limited
2- Housing Construction Society for Members of the Teachers' Union in Baghdad
3- Housing Construction Society for Employees of the Ministry of Education in Baghdad / Limited

Further to our previous statements including the call-up of those born in 1938, 1939, 1940, 1941, and 1942
and 1943.
From warrant officers, non-commissioned officers, and soldiers who served and were discharged, as well as those who paid the cash exemption and were exempted
from performing compulsory service who are subject to reserve service, to report to their recruitment offices until 28 / February / 1971
for those born in 1938, 1939, and 1940, and until 31 / 5 / 1971 for those born in 1941, 1942, and 1943.
Due to the requirements of the public interest and the insufficiency of this period, we have decided to extend the call-up period for these birth years until 30 / September
/ 1971.
Therefore, we urge our sons and brothers included in this call-up to benefit from the extension of its duration and report to
their recruitment offices, noting that the purpose is to verify information related to them and to know what changes have occurred in their status
such as changing their profession, obtaining a school certificate, contracting a disease or disability, or changing their place of residence
or work. This extension will be considered the last opportunity for those responsible for this call-up, as no transaction will be processed for any of them
in the future unless they have responded to this call-up, in addition to the fact that whoever fails to do so will be considered in violation of the provisions of paragraph
(1) of Article Forty-Nine of the Military Service Law No. 65 of 1969.
