stated in your referenced letter, and they are still fabricating reasons to incite riots
against Iraqi employees in that company to force them to leave work, and we have previously
noted this phenomenon in paragraph (3) of our letter numbered S/834 dated
3 / 2 / 40 and we suggested separating and dispersing them. We request you kindly mediate with the company
in this regard to nip the disturbances in the bud and as a precaution against the plans they are trying to plot

The tendencies of Nimrod Israel and William Malik Khamo are core Assyrian and they are extremely
fanatical about their Assyrian nationalism and they are among those enthusiastic about raising the status of the Assyrians by various means, and they are assisted in this by
Julius Sargon, the secretary of the Intelligence Officer, because he is a core Assyrian. These individuals observe
every gesture made by the local authorities against the Assyrians and inquire about the purpose and motive
for the measures at the time. By this pretense, they intend to strengthen their social position among the Assyrians
on one hand and to implement their racial desires and inclinations on the other. They do not contact Iraqi,
Arab, and Kurdish officials except out of necessity. They have been brought together by common interest with the secretary
of the Intelligence Officer. When these people meet, their topic is addressing the issues of the Assyrians,
their conditions, and their position towards the Iraqi government. The meeting of these people occurs on
various occasions such as holidays or on the occasion of official and private vacations. The most important positions are held
by the Assyrians, and when a person strange to them enters, they resist him by various means and fabricate
falsehoods against him to entrap him and exclude him from work. This has happened more than once to several Iraqi individuals
who were forced to leave work reluctantly. It appears that the company's employees sympathize with the Assyrians in a
special way, and this is evident in handing them the most important positions and leaving tiring and arduous work to others
such as simple laborers, car drivers, etc.
Interest dictates the separation of these Assyrians and dispersing them in different places in the companies
because their continuation and persistence in clustering in the mentioned company and living with each other might lead to
bad results that may lead to undesirable consequences by spreading their ideas to seek to strengthen their tendencies and the secrets

was a fine of three dinars paid on behalf of the aggressor in an erroneous way. In view
of the seriousness of their goals, the following has been decided:
1- Placing all of these individuals under strict surveillance.
2- Investigating their roles from time to time and observing when their nightly meetings take place.
3- Trying them by the Military Customary Council.
4- Informing the company that the aid it grants to these people violates the spirit of the agreement
with the government.
Accordingly, the opinion of the Directorate of General Police ⟦and the Mosul Governorate⟧ was brought, and the response of the Directorate of
General Police came including the following:
1- Krouk Malik Ismail: a Turkish Assyrian from the people of Alba. Age 25, came to Iraq
in 1918 with the immigrants and lived in Baqubah, Mosul, and Baghdad.
Then he returned to Mosul to work in the Qayyarah Oil Company.
He is zealous for his race and extremely fanatical. He is assisted
in his activities by (Polis), secretary of the intelligence officer, and it is believed
that meetings are held with him in their homes with others on an individual basis
outwardly taking advantage of some occasions such as holidays and official holidays
without drawing attention to them.
2- William Malik Hammo: a Turkish Assyrian from the people of Baz, came to Iraq with the immigrants in 1918.
He works in the Qayyarah Company. He was drafted into military service last month.
His two brothers are on the Russian side in the Iraqi army and Elia Al-Urfi
(and not Wiley as mentioned in the inspection). What was said about
the first applies to this second one as well in his behavior and goals.
3- Ornieh Elias: an Assyrian from the Marishu tribe. Age 25, came to Iraq with the immigrants
in 1918. He is one of the brothers of Mar Shimun and one of those working on
Assyrian nationalism. He is one of those whose affairs are suspected. He has
relationships with some suspicious persons.
4- Nikola Ganz - from the Tkhuma tribe, age 20, came to Iraq from Mexico in 1919.

The Directorate of General Police supports what was stated in his letter and fears that their gathering will contribute to

numbered 2689 and dated 25 December 1939, containing the results of the tracking and investigation
of the behavior of the Assyrians whose names appeared in the letter from the Royal Iraqi Consulate in

( 2 ) It has been proven by the investigations of the Mosul Liwa Police Directorate and its follow-ups that Nimrod Israel and William
Malik Khammo are zealots for their race and are intensely fanatical about it, and they are assisted
in this by (Julius Sarkon), the intelligence officer's secretary, because he is an Assyrian united with them by
common national interest, and meetings are held between them in their homes from time to time on
the basis of visiting in appearance, taking advantage of certain occasions without drawing attention

placing the homes of these individuals under the supervision and surveillance of the local police to prevent them from carrying out

It appeared to us from the investigation that Nimrod Malik Ismail is a Turkish Assyrian
from the residents of Al-Baq, aged (35) years. He came to Iraq in the year
1918 with the immigrants and lived in Baqubah, Mosul, and Baghdad, then returned
to Mosul and worked in the oil company in Qayyarah where he is
now with his mother.
And William Malik Khamo is a Turkish Assyrian from the residents of Baz who came to Iraq with
the immigrants in the year 1918 and lived in Baqubah and Mosul and there he joined
the school of Priest Yusuf Qalita. In the year 927 - 928 he joined the Military
School, then left it due to his weakness in the Arabic language and joined the American school
for a period of two years, then returned to Mosul and was employed in the B.O.D company in
Qayyarah and was taken as a conscript soldier in the past month. He has a brother in Mosul
called Ilya, and not Daniel who works in banking, and he has another brother called
Yakham, the Captain in the Iraqi army.
As for Nicola Antar, nicknamed (Moko), he is from the Nehra clan, aged
(30) years. He came to Iraq from Mexico in the year 1918 - 1919 and lived
in Baqubah and Mosul and was a soldier in the Levy Army. In the year 931 he left the
Levy Army due to the reduction of his rank and went to the village of Jarrahiyah where he practiced
farming and grazing, and for about four years he has been employed in the
Oil Company in Qayyarah. He has a brother called Borofous, an employee in the Railway
Administration in Mosul, and he has a son-in-law called Benjamin Kalasho, the clerk in the
Train Accounts Department, residing in the Assyrian camp west of Baghdad.
As for Odineh Elias, he is an Assyrian from the Marishu clan, aged

35 years old, he came to Iraq with the immigrants in 1918 and lived in Baqubah
and Mosul with his brother Paolo, who was an officer in the Levies. When the
latter was dismissed from the army, Odisho came to Baghdad and wrote an article in the newspapers against
Mar Shimun. Then Shimshon, an officer in the Levies in Hinaidi at the time, tried to
assassinate him. Shimshon was dismissed from the army for this act. After a while, Mar Shimun pardoned
the aforementioned Odisho and included him among his aides, and from that time he became one of the activists
for the Assyrian nationalist cause. Odisho was employed in the Gharraf project, then he went to
Qayyarah and was employed in the B.O.D. company. He has become the
only one among those mentioned whose affairs are suspicious and who could be responsible
for the actions attributed to them in the letter from the Iraqi Consulate in Aleppo,
especially since the aforementioned Odisho has connections with some suspicious persons.

Subject:
I hereby submit the letter of the Mosul Governorate No. S/1240 dated
28 / 1 / 1940 and the record of the ongoing correspondence regarding it below.
The Aleppo Consulate was contacted secretly that the person named Daoud Abraham the Assyrian
tried to entice the Assyrians residing in Al-Jazeera to return to Iraq and delegate them
to work in the Oil Company. Accordingly, the Ministry wrote to the General Police
and the Mosul Governorate secretly requesting them to conduct an investigation into the identity of
Daoud Abraham and to state any observations they have. Its replies came in a letter
from Foreign Affairs accompanied by a copy of our consulate's letter in Aleppo, and from it, it is understood that Daoud
Abraham is the head of clerks at the Al-Yibara Oil Company, and he was granted leave by the company
for a period of 45 days, 20 days of which he spent in Ain al-Dhabanah, Kirkuk, Rawanduz, Diyana
and other Assyrian areas for the purpose of consulting with them and collecting aid for the Assyrians
residing in Al-Jazeera, then he went to ⟦Syria⟧ and there he began to misrepresent the Assyrians
regarding their return to Iraq, so we wrote to the General Police and the Mosul Governorate about
that as a follow-up to the secret letter. Then another letter came from the Aleppo Consulate
secretly saying that it was proven that Daoud Abraham had collected aid from the Assyrians of
Rawanduz through Bishop Yusuf and sent it to the school of Saif Malek
residing in Beirut, and he in turn sent it to the leader of the Assyrians in Al-Jazeera.
Then it describes the situation of the Al-Jazeera Assyrians as being in a bad state from the standpoint of living
and health, especially after the French authorities cut off their financial aid.
Therefore, they have become desperate, with some desiring to escape to Iraq.
Finally, the Consulate suggested sending Daoud Abraham to Mosul to find out
if what was attributed to him is verified. The Ministry wrote to the General Police Directorate
and Mosul about that also secretly. And the reply of the Mosul Governorate came.

On its book ⟦...⟧ saying that it has taken the necessary measures and submitted Suda Daoud
Abraham to the Martial Council, which sentenced him to hard labor for seven years
and under police supervision for five years after its completion and their trial. This
copy was communicated to the Foreign Ministry ⟦...⟧. Then another letter came from the Governor of Mosul ⟦...⟧
in which he mentioned that the local authorities did not allow any Assyrians to leak from Syria
into Iraq and had surrounded every outlet with all types of surveillance and did not allow the migration
of any of them as indicated by the Consulate in Aleppo. This copy was communicated
to the Foreign Ministry ⟦...⟧ and she replied the consulate stated that although
it did not deny the Mosul authorities' vigilance in monitoring the borders, however it
wishes to tighten surveillance in a manner that prevents the infiltration of Assyrians from there
to Iraq ⟦...⟧ and suggested the establishment of some posts to secure
the purpose and wrote to the General Police and Mosul about that ⟦...⟧. And here
the Ministry received the General Police letter ⟦...⟧ where they were informed by their colleagues that
the aforementioned Daoud Abraham was helping the Assyrians of the Jezirah upon returning
to Iraq by means of car transport and that the investigation is still ongoing
to find out their identities. Then came the letter from the Governor of Mosul submitted herewith
stating that the areas from which Assyrians can leak into Iraq
are under constant surveillance by the administration and the police, and no migration incidents
worth mentioning have occurred except for some individual cases that fall under surveillance and are taken
to court, so the fate of the fugitive is to return to Syria expelled. And the status of
the police is not excessive regarding the tightening of the proposed posts on the border. And
the Governorate believes that the surveillance carried out by means of patrols and inquiries

Note: After writing this summary, the general police response has now arrived
numbered 406/ on 5 / 2 / 940 and I submit it herewith. As
regarding the Mosul Governorate - I see that establishing the proposed police stations requires
spending exorbitant expenses that cannot be managed - rather, it is preferable to monitor the borders
through mobile patrols, cooperating in their duties with armed vehicles
and that the Mosul Police Directorate is implementing this method to chase foreigners
who infiltrate into Iraq in the districts of Sinjar and Tal Afar, whether they are Assyrians
or others.
You may wish to support what the Governor and the general police have suggested
and in this case, a letter should be issued from them to the Foreign Ministry
referring to p. 21. For orders
