His Excellency the President of the Lay Council of the Israelite Community
Subject: Termination of Dr. Tokar's employment contract
After greetings
In view of the termination of Dr. Tokar's employment contract at Meir Elias Hospital
and in view of her necessity to leave Iraq, we list below the amounts due to
the doctor until the end of the month of April 952. Whether those amounts
are due for accumulated leaves or from her accumulated salaries.
1- Ordinary Leaves
Dr. Tokar is entitled, under Article Five of her employment
contract dated 2 / 7 / 951 with Meir Elias Hospital, to one month
for every eleven months she spends in actual service. Although this article
did not explicitly state the permissibility of accumulating leave, it stated at its beginning
the granting to her of a leave of one month with full salary to be granted to her
at the end of the employment contract (which is renewed annually periodically), however
this article is silent regarding the basic salary according to which
accumulated leaves are calculated. Since this article explicitly stated the granting
to her of a leave of one month for every eleven months she spends
in actual service, it has therefore become necessary to calculate that leave on
the basis of the average monthly salary for the year to which the leave belongs
Accordingly, we list below the accumulated leaves due to her, indicating in its line
the statement of its salary equivalent.

2 - What she may be entitled to in terms of salaries and her share of revenues from
10/5/952 until the day she travels, and these require
adjustment and are to be paid from the hospital fund.
E - Since the hospital fund is unable to settle Dr.
Tokar's claim, especially since this claim is from previous debts,
therefore, we ask you to prepare the necessary amount to settle the claim of
the aforementioned doctor, detailed in paragraphs "A", "B", "C", "D"
and whose figures are shown as follows:

Your letter of even date.
I remember that at 3.45 am on the
morning of the 11th inst, I was called to see
a baby in the maternity, room 11 (nursery)
The baby was jaundiced, rather severely
I found that the baby was well looked after +
there was not much to be added to the treatment
initiated by Dr Tokar.
The baby was sneezing + thought
chest was clear, I advised penicillin as
a prophylactic measure. The mother was
<del>⟦illegible⟧</del> hesitant to accept my advice +
asked politely if the penicillin could wait

till Dr Tokar sees the baby in the
morning. I replied that there was
no immediate need for the penicillin
and there will be no harm in waiting
for few hours.
With the sneezing there was, I thought,
a suggestion of Cyanosis. I therefore asked
the sister in charge to get Oxygen ready
for any emergency.
Just I reached back to my room
a nurse again came to me + said that the
baby appeared to be getting cyanosed. I told
her to administer the Oxygen at once +
to continue to give it as needed.
I heard nothing further about the case
that night.

Decision No.4 taken in the
Committee's Meeting held on 22/5/46
It has been found necessary to fix the fees accuring to the
Doctor for medical consultations, and after discussion, the following
decisions were taken.
a- If the treating doctor, of his own will, calls upon one of the
Specialist Doctors of the Hospital duting office hoursx, to examine
a patient without the knowledge or the request of the latter; then
the usual procedures is that no fees accure (to the specialist) as
he was called in by the treating doctor.
b- If, however, the Specialist Doctor is called in ⟦at⟧ the request
of the patient, a fee of I.D.1/-- is payable for the consultation, to
be shared equally between the Specialist Doctor and the Hospital, if
the <del>the</del> consultation is during office hours.
If after office hours, the Specialist Doctor may retain the
fee completely and it should not exceed I.D. 2/--
c- In the latter event, i.e. ⟦in⟧ a consultation after office hours,
the treating doctor cannot claim a consultation fee, as he is the
doctor responsible for that particular patient.
d- In addition, if any exceptional cases occur, for example, the
patient requesting the treating doctor to call upon him at different
times outside of office hours, the Hospital has no objection to such
visits, and the agreement is to be concluded between doctor and patient
only, without the Hospital being in any way concerned with such visits.
