The institutions of the Jewish community, including schools, hospitals, and religious courts,
contain a large number of employees with limited resources who have been adversely affected by the rise
in prices, especially since revenues did not allow for the payment of cost-of-living allowances
to them at the rate of the allowances decided by the government for its employees, and their salaries are generally
meager to begin with.
Therefore, I saw fit to bring to your Excellency's attention that our employees who
perform useful services in public institutions deserve the same kind of care and attention received by
government employees and some employees of public civil institutions by distributing cotton fabrics
to them.
I repeat my plea that this request of mine receives your Excellency's attention.

In view of the Ministry of Health's decision to take control of Meir Elias Hospital and its request to evacuate it immediately
to be occupied by a body from Al-Karkh Hospital, the Lay Council, in its session held on 17 / 10 / 1952,
has decided, with great regret, the following:
1- Termination of your services at Meir Elias Hospital as of 15 / 10 / 1952.
2- The Lay Council thanks you for your humanitarian services rendered in this field, provided that the
matter of your re-employment is considered when Meir Elias Hospital begins operating in another location.
3- Due to the necessity of finding sufficient space to store technical tools and equipment, it has
become necessary, with deep regret, to request that you vacate the house you occupy within one week from the date of this letter
to store technical tools and devices therein.

Dr. Tokar has requested to be granted an ordinary leave ranging between two and three months to travel
outside Iraq, as per her letter, a copy of which is attached herewith. She stated that Dr. Kamal Al-Samarrai will
perform her duties during her leave period. We asked the doctor in an official letter issued by the administration under No. M / 4 / 1 / 381
dated 8 / 8 / 1952 regarding his agreement to that, and he replied in his letter, a copy of which is attached herewith, that he is ready to perform
the tasks that require it.
On the occasion of her travel, she requested us to settle her previous claim amounting to 620.089 Dinars. Remaining from this
amount is the income tax due on her salaries, amounting to 333.068 Dinars. She also requested the payment of an amount
of 191.500 Dinars, which is the accumulated leave salaries she is entitled to until 31 / 7 / 1952, as
stated in our letter No. M / Sh / 4 / 191 dated 14 / 5 / 1952 addressed to the esteemed Council.
In view of the above, I submit the case to your high council to take the decision you deem appropriate
regarding this case from both the financial and technical aspects.

In view of the termination of Dr. Herbert Suckman's employment contract at
Meir Elias Hospital due to his necessity to leave Iraq, we list below
the amounts due to the aforementioned doctor until the end of April 952,
whether those amounts are due for accumulated leave or for
his accumulated salaries.
1- Ordinary Leave:-
Dr. Suckman is entitled, under Article Five
of his employment contract dated 7 / 2 / 941 with Meir Elias Hospital,
to one month for every eleven months spent in actual service.
Although this article did not explicitly state the permissibility of accumulating leave,
it stated at its beginning the granting of the aforementioned person a leave of
one month with full salary to be enjoyed at the end of the employment contract
(which is renewed annually periodically). However, this article
is silent regarding the nominal salary by which the accumulated leave
