41/C 110 under the Tekkiyeh. Since the aforementioned person did not pay the installment referred to above
in full because he left the shop before the installment was due, and since the shop has come under construction
as shown in the community's letter sent to the Real Estate Department numbered 478/78
and dated 11/11/978, in which we requested its removal from the records of
the committee, and indeed that has been done. Therefore, I request the order to write off the amount from the records of

A contract has been concluded between the trustee of the Sassoon Saleh Daniel Endowments (The Administrative Committee for Iraqi Jews), hereinafter referred to as
the Lessor, and Karim Hammadi Saqr, hereinafter referred to as the Lessee, as follows:-
First - The Lessor has leased to the Lessee, and the latter has leased from the Lessor after inspection and review,
the cafe located in Baghdad in the Taht al-Takiya neighborhood, numbered 2/115/46, to be used as a chair warehouse,
starting from October 1, 1969 AD
until the end of November 30, 1970,
for a rental amount of only fifty Dinars per year.
Second - The Lessor has received from the Lessee only twenty-five Dinars, and the remaining amount of
twenty-five Dinars shall be paid by the Lessee according to the promissory notes issued, their amounts and maturity dates as follows:-

We have received regarding the rent of the shop used as the cafe numbered 99/124 bis in Wazna
and its annual rent is 74 dinars per year. We have conducted an inspection of the cafe and noted that it is
a neglected wooden ⟦building⟧ and upon ⟦our inspection⟧ of the property, its current occupant is ⟦Khadr⟧ Mousa Salman and we requested
from him an increase in the rent from 74 dinars to 80 dinars per year, an increase of
eight dinars. He signed the contract and paid the first installment, and after the approval of signing
the contract in the name of its new occupant, we were forced to collect and arrange the contract
urgently to prevent evasion and the loss of public funds.

of commercial markets
We conducted the investigation with the detained persons, namely Saleh Haddad, Saad Saleh Haddad, and Jassim Mohammed Al-Akkam,
Isaac Sion Zilkha, Yusuf Sion Zilkha, Moshe Hay Saham Benjamin, Heskel Kamal Ibrahim, and the retired gentleman
Abdul Rahman Fattah Abdul Razzaq, Fouad Mohammed Hassan, Fouad Sassoon Makka, Nahum Saeed Koji, Yusuf Daoud Jankala,
Khadouri Ibrahim Al-Ani, and Naji Saleh Daniel. Statements were also recorded from Abdul Razzaq Rashid Al-Jubail, owner of the
Al-Rafidain factory for shirt tailoring; Hadi Najm al-Din, owner of the Central factory; Arif Haj Ali, owner of the Eridu factory; Hussein
Al-Haj Radhi Asadi, owner of the Maqroun factory; Abdul Aziz Ali Al-Shamarli, owner of the Francis factory; Ne'ma Allawi Fandak,
owner of the Baghdad factory; and Arif Saleh Al-Nasiri, owner of the Crystal factory. The following was reached: that the owners of the
tailoring factories mentioned above, after obtaining fabric import licenses, go to Saleh Haddad
and sell him the fabric licenses for a certain profit, agreeing with him on selling the licenses to him according to the following method: -
A- The license holder receives his profit from Saleh Haddad in advance and before importing the goods allowed to be imported by the license.
B- Saleh Haddad signs 25% of the value of opening the credit to the bank for the purpose of opening the credit, handing it to the license holder,
who is the one who delivers the amount to the bank and it is guaranteed by bank securities.
C- After the goods arrive in Baghdad, Saleh Haddad hands the remaining amount to the license holder, who then hands this
amount to the bank (i.e., the remainder of the credit), then Saleh Haddad hands the amount of the customs duty to the license holder,
who hands it to the customs. At that point, the goods become ready for pickup, where the goods are transferred to Saleh Haddad's warehouses
because they have become his property on the basis that he is the one who paid their price. After the goods arrive, Saleh contacts the
license holder and informs him of the quality of the goods that arrived. If he desires a portion of them, he visits Saleh and buys his needs
from them at the price they agree upon. Saleh also contacts the rest of the tailoring factory owners and informs them of the quality of the goods
he has so they can buy their needs from them.
D- As for the detainees Jassim Mohammed Al-Akkam, Isaac Sion Zilkha, Yusuf Sion, Moshe Hay Saham Benjamin,
Heskel Kamal Ibrahim, the retired gentleman Abdul Rahman Fattah Abdul Razzaq, Fouad Mohammed Hassan, Fouad Sassoon
Makka, Naji Saeed Koji, Yusuf Daoud Jankala, Khadouri Ibrahim Al-Ani, and Naji Saleh Daniel, it has not been proven
regarding their manipulation of commercial markets. Based on what is stated above, we recommend the following: -
1- Release all persons detained on charges of manipulating commercial markets who are in our custody, namely
Saleh Haddad, Jassim Mohammed Al-Akkam, Isaac Sion Zilkha, Yusuf Sion Zilkha, Moshe Hay Saham Benjamin,
Heskel Kamal Ibrahim, the retired gentleman Abdul Rahman Fattah Abdul Razzaq, Fouad Mohammed Hassan, Fouad Sassoon
⟦Makka⟧, Nahum Saeed Koji, Yusuf Daoud Jankala, Khadouri Ibrahim Al-Ani, and Naji Saleh Daniel, as it has not
⟦become apparent⟧ to this investigative committee that the mentioned defendants have committed any fault that constitutes a crime.
⟦That⟧ the Jew Saleh Haddad is considered not negligent in this work of his; rather, he should be considered of benefit to small
merchants who possess fabric import licenses and do not have the necessary funds to import them, and that the seizure of
⟦his goods⟧ will harm the national economy because all raw materials used in tailoring shirts are imported
by Saleh in the above manner, as the failure to import them by him will result in the factories stopping
the production of shirts, which will lead to the monopoly of what is available in the market and selling it at a very high price, in addition to

until the factories stop, which will lead to a large number of workers being out of work.
C - The informants on the subject were biased against the persons who were detained, as it has been proven to us that the detainee Saleh Haddad
is owed large sums by a number of shop owners who have not paid him, amounting to about 30,000 dinars (thirty
thousand dinars), so they pushed some people to inform on him and his companions.
D - Approval to summon the informants after informing us of their names by you to investigate them regarding the reasons and motives
for this act, which was driven by many reasons, and who exploited the authority and the investigative body
with trivial matters and diverted them from their main duty, which is uncovering spies and conspirators.
E - Instructing banks to grant banking facilities to small merchants who obtain import licenses to help them
import their goods.
F - Toughening the penalty for persons who sell the import licenses granted to them and notifying the
Ministry of Economy and the Directorate of Imported Funds to take legal measures against the persons whose names are mentioned
at the beginning of these recommendations of ours for proof of selling their licenses contrary to instructions. For your kind review and to inform us.
