Memorandum.
Reference your letter dated 9th August 1919.
I have referred the case to the Civil Commissioner
who replies as follows:-
"I am of opinion that this is a matter for the Basrah
Sitting Committee in the first instance.
The Club would have to pay rental on a commercial basis
for any land alloted.
I am personally disinclined to allot such a valuable
site as that suggested by the I.G.C. for the purpose of a
club."
