Therefore, the mentioned person is an Iraqi national according to Article Three of the Iraqi Nationality Law. Further to our letter numbered 22562 and dated 12/11/1936. We report that one of the criminals named Muhammad Salih al-Mulla Ali, aged 35 years, surrendered and turned himself in to the Iraqi authorities in Halabja. Upon investigating his nationality, it appeared that he and his father were born in the Iraqi village of Tawila within the Sulaymaniyah Governorate, and he was previously an Ottoman subject who habitually resided in that village from 23/8/21 to 6/8/24 and had left Iraq for Iran seven years ago and worked as a servant for Jafar Sultan in Nowsud for more than one year, then returned to Iraq and did not leave it again.
