The Ministry of Foreign Affairs presents its compliments to the Imperial Iranian Legation
in Baghdad and with reference to the Legation's memorandum No. 3695 dated
7/19/1937, it has the honor to state that Muhammad Salih al-Mulla Ali was born
and his father in the Iraqi village of Tawila and he resided in the mentioned village between 8/23/21
and 8/6/1924 and that he left Iraq nine years ago and remained in Nowsud
Iran for a period slightly exceeding one year only, then he returned to Iraq and did not
leave it since. Therefore, the mentioned person is an Iraqi national according to Article Three
of the Iraqi Nationality Law.
The Ministry avails itself of this opportunity to express its highest appreciation and respect.

Reference to your letter numbered 16894 dated 1 / 8 / 937.
Upon re-investigating the nationality of the accused, Mohammed Saleh Al-Mulla Ali, it was found that
he and his father were born in the Iraqi village of Tawila - Sulaymaniyah Governorate - and he was formerly
an Ottoman national, currently 37 years old, and resided in the aforementioned village
ordinarily between 23 / 8 / 21 and 6 / 8 / 24 and left Iraq for Iran nine years ago
where he worked as a servant for Jaafar Sultan in Nowsud for a period exceeding one year,
then he returned to Iraq and did not leave it thereafter. Accordingly, the mentioned criminal
is considered an Iraqi national according to Article 3 of the Nationality Law.

a copy of which was sent to us with your letter No. 32253 dated 30/11/36, so that we may
respond to the Iranian Legation.

The Imperial Iranian Legation presents its compliments to the Royal Iraqi Ministry of Foreign Affairs
and has the honor to refer to the Ministry's memorandum No. M/66/1/25 dated January 2
1937, and to send herewith the local report which proves the Iranian nationality of the person named
Muhammad Salih bin al-Mulla Ali. Since the Iranian nationality of the aforementioned is beyond doubt,
it is requested to kindly mediate in instructing the competent authorities to arrest
the mentioned criminal and his companions and hand them over to the Iranian border authorities as quickly as possible so that
this case may be settled.
The Legation takes this opportunity etc. ⟦line⟧
Note
For information. To conduct the necessary investigation, and it appears that the named Muhammad Salih is an Iraqi national
and the Foreign Ministry has informed the Iranian Legation of that.
Now the Iranian Legation has repeated the attempt, stating that the Iranian Legation
sent papers claiming that the aforementioned is an Iranian national.
A copy of the letter had previously been sent and rejected by the Legation and the Police
to conduct an investigation regarding him, with reference to our letter No. 444 dated
January 20, 937

1704 and dated 27 August 1936, has the honor to reply to its memorandum
referred to that the Iraqi authorities had arrested
one of the criminals sought in the memorandum named Muhammad Salih bin
Al-Malati, and the investigation revealed that he is of Iraqi nationality. As for
the remaining criminals, the Iraqi authorities are still serious in searching
for them and will inform the Legation of the result when obtained.

Further to our letter numbered 22562 and dated 12 / 11 / 1936.
We report that one of the criminals named Muhammad Salih al-Mulla Ali, aged 35 years,
entered and surrendered himself to the Iraqi authorities in Halabja. Upon investigation into
his nationality, it appeared that he and his father were born in the Iraqi village of Tawila within the Sulaymaniyah Governorate,
and he was formerly Ottoman, having resided in that village habitually from 23 / 8 / 21 to 6 / 8 / 24, and he
left Iraq for Iran seven years ago and worked as a servant for Jaafar Sultan in
Nowsud for a period exceeding one year, then returned to Iraq and did not leave it again.
In view of the above, the criminal Muhammad Salih is considered Iraqi according to Article Three
of the Iraqi Nationality Law.

that so we can issue the order for his release.
