There are letters about the Jewish Hospitals, the rules of the Burial Society, and accounting rules of the Jewish community. There are also four booklets: 2 in Judeo-Arabic printed by Elias Shoḥeṭ for the Burial Society, printed in 5690 (1929 or 1930); 2 are in Arabic printed in 5709 (1948 or 1979) and 5708 (1947 or 1948). After greetings
In response to the decision of the esteemed Lay Council, a copy of which was conveyed to us through your Excellency, which includes (1) a request
to reform the issue of burying children (2) a request to place the burial issue under the supervision of this society (3) looking
into the reform of the cemetery (4) a request to take the council's opinion before proceeding with the purchase of properties.
Accordingly, after reviewing the content of the aforementioned requests, we inform you that this society has for some time made
the necessary arrangements and formed a sub-committee attached to it to carry out the reform of the burial of deceased children, and today it is serious
in its work, and we hope that it will perform this as required to ensure the comfort of the members of this community. As for the answer to the paragraphs
second and third detailed above, the society informs your Excellency that some time ago the esteemed Community Council had
formed an official society for the purpose of reforming cemeteries. It is inferred from this that the respected council had approved the distribution
of cemetery reform matters and related issues to a special society so that it could fully reform the aforementioned matters
with the required speed.
Indeed, the aforementioned society has commenced its work according to the regulations, and the issue of cemetery reform and related matters
has become the specialty of the aforementioned society. When we move to the fourth point requested, we would like to draw your Excellency's attention
to the situation of the community members at this difficult time and what has occurred to the treasury of this society in terms of slackness, such that it has become
obliged to cover the deficit from its treasury from time to time, so there is no hope for savings. Nevertheless, we have no objection to taking the
respected council's opinion before proceeding with the purchase of properties. This is what was necessary to present to your Excellency, and may you remain protected.

Statement of average costs for building various types of graves according to the owners' wishes
1. The large model made of reinforced cement with iron and gravel. It consumes 15 bags of
cement, in addition to other construction materials such as a foundation of 140 bricks and tile.
2. The small model made of reinforced cement. It consumes of construction materials
half of what the first one consumes.
3. The model known as "Abu Al-Dakka". Built with gypsum and brick and consumes
250 bricks and four weights of gypsum. Then plastered with cement and gravel.
4. The model known as "Bila Dakka". Built like its predecessor and consumes
150 / 120 bricks and two weights of gypsum. Then plastered with cement and gravel.
5. The ordinary for the poor. It consumes 100 bricks and two weights of gypsum
without cement.
6. The last model is carried out entirely for the poor and the graves are free of charge.

Greetings,
Pursuant to the Council's assignment mentioned in paragraph (c) of the fifth resolution of the session on February 3, 1946, I submit
the following report regarding the stages of development of the legal status issue of the Hebra Qadisha Society and the application of the second paragraph
of Article 29 of the Community Bylaws.
Following the observation of Council member Mr. Meir Basri regarding the incompatibility of the status of the Hebra Qadisha Society with the second
paragraph of Article twenty-nine of the Community Bylaws concerning the formation of a committee to handle preparation,
shrouding, and burial matters, the Lay Council invited the president and members of the Hebra Qadisha Society to hold a joint meeting
with the Council on 14/2/1946. Following the discussion with the Society in this regard, it was decided to form
a subcommittee of members Sassoon Bashi, Zion Gigi, and Ezra Meir Daoud - Council letter No. 3551
dated 10/3/1946 - to study the case in participation with the Hebra Qadisha Society and submit a report in this regard
to the Council. Previously, the subcommittee submitted a report in this regard which included a proposal to amend Articles
two and nine of the Internal Regulations of the Hebra Qadisha Society in a way that ensures the alignment of the Society's status with
the second paragraph of Article twenty-nine of the Community Bylaws.
Following this report, the Hebra Qadisha Society held a joint meeting with the Lay Council in the presence of
His Eminence the Head of the Community on July 25, 1946, and decided to approve the cancellation of Articles 2 and 9 of the Internal
Regulations of the Society and replace them with two new articles as stated in the subcommittee's proposal
as follows:-
Amended Article Two

This society shall be composed of seven persons in accordance with the second paragraph of Article twenty-nine of the
Jewish Community Bylaws No. 36 of 1931, consisting of a president from the members of the Spiritual Council and six
lay members, three of whom are elected by the Spiritual Council and the other three by the Lay Council.
It shall operate under the supervision of the Spiritual Council, and there shall be among the members a vice president, a treasurer, and a secretary elected
by the members of the society by a majority of votes.
Amended Article Nine

Upon the resignation of the president or one of the members of the society, and in other cases, a replacement shall be elected by
the Spiritual Council or the Lay Council as the case may be, in accordance with the amended Article Two
of these regulations, and the election of the new member shall take place after consulting the society.
Based on the above, the Hebra Qadisha Society addressed a letter to the Ministry of Interior on July 28,
1946, to inform the Ministry regarding the amendments it approved concerning its internal regulations.
On August 19, 1946, a joint meeting of the Spiritual and Lay Councils was held, and it was decided, pursuant to the second
paragraph of Article twenty-nine of the Community Bylaws -

2- Election of Messrs. Sasson Shaul Nawi, Hazqiel Salman Meir, and Youssef Hazqiel Isaac as members of the
aforementioned committee (candidates from the <del>Spiritual</del> Lay Council).
3- Election of Messrs. Salman Daoud Samarli, Ezra Salman Nissan, and Shaul Ibrahim Haywan as members of the
aforementioned committee (candidates from the Spiritual Council).
On August 21, 1946, the Community Presidency sent a letter to the Ministry of the Interior, No. 8684, to inform
the Ministry of the election results and that the Hevra Kadisha Society will act in place of the committee provided for in Article (26b)
of the Community Bylaws.
On 10/11/1946, the Ministry of the Interior sent a letter to the Community Presidency, No. 16232, suggesting
the dissolution of the Society and replacing it with the committee mentioned in Article 26 of the Community Bylaws. Furthermore,
the Ministry of the Interior confirmed this in its second letter dated 4/2/1947, No. 1733 regarding this matter.
On 14/5/1947, the Community Presidency sent a letter to the Ministry of the Interior, No. 1196, in which it proposed
maintaining the entity of the Hevra Kadisha Society ⟦to the Ministry of the Interior⟧ in its original status. Following this letter,
the Hevra Kadisha Society sent a letter to the Ministry of the Interior, No. 298 dated 18/5/1947, requesting
that the previously proposed amendments regarding Articles 2 and 9 of the Society's bylaws be considered canceled. The Ministry
of the Interior supported this in its reply No. 7015, dated 19/5/1947, addressed to the Hevra Kadisha Society,
with a copy sent to the Community Presidency.

the Hebra Qadisha Society sent a letter to the Ministry of Interior, No. 298, dated 5/18/1947, requesting

Greetings,
Pursuant to the Council's assignment contained in paragraph (c) of the fifth resolution of the session on February 3, 1949, I submit
the following report regarding the stages of development of the legal status issue of the Chevra Kadisha Association and the application of the second paragraph
of Article 29 of the community's bylaws.
Following the observation of Council member Mr. Meir Basri regarding the incompatibility of the Chevra Kadisha Association's status with the second
paragraph of Article twenty-nine of the community's bylaws concerning the formation of a committee to handle preparation,
shrouding, and burial matters, the Lay Council invited the president and members of the Chevra Kadisha Association to hold a joint meeting
with the Council on February 14, 1946. Following the deliberation with the Association on this matter, it was decided to form
a subcommittee of members Sassoon Bashi, Sion Guigi, and Ezra Meir Daoud - Council Letter No. 3551
dated March 10, 1946 - to study the case in cooperation with the Chevra Kadisha Association and submit a report on this matter
to the Council. Indeed, the subcommittee submitted a report in this regard which included a proposal to amend Articles
two and nine of the internal bylaws of the Chevra Kadisha Association in a way that ensures the harmony of the Association's status with
the second paragraph of Article twenty-nine of the community's bylaws.
Following this report, the Chevra Kadisha Association held a joint meeting with the Lay Council in the presence of
His Eminence the Head of the Community on July 25, 1946, and decided to approve the cancellation of Articles 2 and 9 of the
internal bylaws of the Association and replace them with two other articles as stated in the subcommittee's proposal
as follows: -
Amended Article Two

Israelite Community Law No. 36 of 1931, consisting of a president from the members of the Spiritual Council and six

On the date of 14 / 5 / 1947, the Community Presidency sent a letter to the Ministry of Interior numbered 1196 recommending
the maintenance of the Hebra Qaddisha Society's ⟦for religious services⟧ entity in its original state, and following this letter,
the Hebra Qaddisha Society sent a letter to the Ministry of Interior numbered 298 on 18 / 5 / 1947 requesting
that the previously proposed amendments regarding Articles 2 and 9 of the Society's bylaws be considered cancelled. The Ministry
of Interior endorsed this in its reply numbered 1570 and dated 19 / 5 / 1947 addressed to the Hebra Qaddisha Society
with a copy of it to the Community Presidency.

Also present was Mr. Naji Tuhaf Pasha, the expert in accounting matters, with Mr. Saleh Malmal and Naji Namradi
who were summoned to attend, and the discussion took place as follows: -
His Eminence the Head of the Community opened the session, then Rabbi Salman spoke in his capacity as the head of the association and requested
from Mr. Yaqoub Nouri to represent the association in clarifying the issue of the fire that occurred in
the school of Jadda Kaddouri Pasha ⟦illegible⟧, so he mentioned that the person in charge
of the fire contacted him on Sunday morning, April 17, 1949, and informed him that a
fire occurred on Sunday night in the Walbis Hotel as he was intending his work and went to assign
Mr. Salman Samerli and Youssef Hanif to investigate this matter, and indeed
the two mentioned members went to investigate on Sunday, and he also informed Mr. Youssef Nabah
about the subject, then the attendees inquired about the result of the investigation, and he mentioned that they
verified that the fire occurred from inside the room since the windows were closed
as evidenced by the smoke being gathered inside the room and its traces appeared on the glass, then the
association inquired from the workers about their interest, so Youssef accepted by stating that he asked the school boy
Kamil why there was light in the room, and Mr. Kamil answered him that he is the heater stone
of Mr. Nouri and he is cleaning his address, and indeed there was no fire
And upon inquiring from Mr. Saleh Malmal, he stated that he prepared the books so that the
auditor would come, then Mr. Salman Sassoon requested to speak and added that Mr. Saleh Malmal
mentioned that he extinguished it, was ready, and had an appointment with Mr. Rosen the clerk, and indeed not upon
inquiring from the clerk Rubin, he stated that he did not say that he might be able to attend.

the suspicion would be in the likes of the fire being fabricated by a decision, and accordingly he requested to reveal the truth
and inquire from Mr. Saleh Malmal, the director of papers, and he was answered by Mr. Youssef Nabah, the head of the body and the association
Then Mr. Naji Malmal, the expert, requested to speak and expressed his view that the fire was fabricated since
his room is related to this case, then Mr. Yaqoub Nouri answered him that he did not mean
that Mr. Saleh Malmal or Mr. Naji Malmal were the cause of the fire, nor is it of importance to him
the important thing is the investigation of the books, then Mr. Yaqoub Nouri spoke and mentioned that he
found until September a deficiency of (60.081 Dinars) and he also saved the safe

that these mentioned books, the error of the ledgers, are not his writing, then Mr. Sabri spoke
Douri: Does Mr. Naji Kamal have the permission to bring another clerk and is he the one responsible?
Mr. Naji answered that the association <del>⟦illegible⟧</del> was aware of that, so Mr. Naji Ishaq spoke
stating that he does not know who was writing the ledgers <del>⟦illegible⟧</del> except that
there is a shortage in the fund, and since he receives the cash amounts, Mr. Sabri is requested
Douri stated that he finished his critique with his first question regarding the two fils and not
⟦illegible⟧ then Mr. Naji Kamal answered that the treasurer is Mr. Shmuel Shaul
The latter's answer denied that, as he was only receiving the amounts that were delivered
to him according to lists, numbering (22) only, but there are other lists that were with
the deleted tools, and Mr. Shmuel Shaul also answered that he was sending the amounts to the bank
directly and has no other account, then Mr. Naji Ishaq added that if
the matter is so, it cannot be decided that the resulting shortage was because of him, it will <del>⟦illegible⟧</del> and since
the error is mathematical, the council does not concern <del>⟦illegible⟧</del> Douri searched and clarified the nature of
the amounts that come to the association <del>⟦illegible⟧</del> as it appeared secondly after investigating the collected habitats ⟦illegible⟧
by the administrative manager or the collector according to a list submitted to the treasurer who
approves accordingly and sends it to the bank. Then Mr. Naji Ishaq spoke saying that there are no
sufficient details, he must finish them first, and that now he cannot decide on the case of
embezzlement if it exists, then Mr. Naji Kamal spoke regarding ⟦illegible⟧ that
Naji Kamal remembers that the shortage is between him and the honorary treasurer and has no connection
to the association, and he has found complete confidence in paying the shortage amounting to
about -/180 Dinars, but that happened due to an oversight by Mr. Shmuel Shaul
Then Mr. Ezra Shebet spoke saying that we are dealing with one matter, which is that the association is idle
all week in the hands of Mr. Naji Kamal and his sister Najia, and that the association meets once
a week, then Mr. Sasson of the community requested Mr. Naji Ishaq
to leave the room, so Mr. Naji Ishaq spoke and mentioned that there are two points
First, there is great negligence in the ledger from a mathematical point of view, as there is a very
wrong addition in the total for the number of ledgers in terms of addition, except for an amount of -/150 Dinars
which was not corrected for an error <del>⟦illegible⟧</del> corrected by a difference of (-/700 fils), and there is also an error

according to a document dated 1/5/1947, so Mr. Saleh Fahs admitted to that
as he also admitted that he received ⟦amounts⟧ of (-/810 Dinars) and justifies not entering them
in the accounting record because he received them in machines, as His Honor Judge
Salman inquired about the reason for not adding the resulting profits to the profits
Mr. Saleh Fahs replied that he did not know about this amount before
but rather he knew it. Then Victor called out that there are two files, the first with four
documents and the other with three documents of a type of account, so
Mr. Saleh Fahs took it upon himself to receive these two files, but he did not give
the reality of the two files to the committee due to a discrepancy in that. Then ⟦Victor⟧ ⟦mentioned⟧ ⟦that⟧
that there is an amount of ten Dinars withdrawn by Mrs. Filfil Kabbay from
Mr. Saleh Fahs in Baghdad that was not present in the books, so he admitted
Mr. Saleh Fahs to that, but Mr. Naji Helmy did not convince the committee
regarding the harmony of some annual profit figures. Then Mr. Salman
Sari Bibeit inquired about the balance of Filfil Kabbay, which arrived in the following remaining amounts

Subject: Audit of Hebra Qaddisha accounts
I had informed Your Excellency on 22 / 7 / 948 that the accounts
of Hebra Qaddisha were not ready for auditing, and when I learned of their completion, I began
auditing them during the current month. After working for a few days, I returned
as usual on Sunday, 12 / 12 / 948, and was informed by the Administration Manager
that some account books and collection and payment receipts had burned
the day before while they were in the committee meeting room, and it happened the following day that
some committee members were investigating the causes of the fire, and I suggested drafting
a report on the contents of the safe, which was indeed done, and ⟦the key⟧ was received by
one of the committee members. Following that, I stopped the audit until
the completion of the investigations. I have informed the Community Headquarters
of the incident at the time, and I signed the report on the contents of the safe in the capacity of
a witness.
