His Excellency the Acting Chief Rabbi of Baghdad, Respected
The Council considered in its session held on February 23, 1930
the case of Khedhouri Al-Kolel and decided to notify Your Excellency that the Council still sees the necessity of
dissolving the Hebra Kadisha association in view of the fact that it was not formed according to the regulations, nor has it
submitted to the communal authorities responsible for the administration of the community.
Therefore, we request you to approach the competent authorities regarding this matter.

Regarding the Hevra Kadisha Society
⟦line⟧
Excellency, the Respected Minister of Interior
Reference the correspondence that took place regarding the Hevra Kadisha Society, which ended with
your Excellency's letter dated 25 February 1929, number 5 - 29
It has appeared during this period that the Hevra Kadisha Society is not a charitable cooperative society
but rather a monopoly society. The greatest evidence of this is that it suppressed the family that was working
in preparing and shrouding the dead, and prevented them from working, citing the permit of your Ministry
as a pretext. This is on the one hand; and on the other hand, this society has not submitted to the communal authorities
(the Lay Council and the Chief Rabbinate) regarding providing the necessary statements, reports, accounts,
etc. It is not hidden from your Excellency that the responsibility for organizing the community's affairs lies upon our department
and the department of the Lay Council according to the texts of the Rabbis' Regulation.
We have repeatedly requested the aforementioned committee, based on the decision of the Lay Council, to submit
its accounts, but it paid no attention to this request. Therefore, its affairs remained mysterious, especially regarding the amounts
it collects from the members of the community.
As for the family that was working in the matter of preparation and shrouding, they have remained starving, so they petitioned
His Excellency the Prime Minister and His Excellency the Minister of Justice, pleading for consideration of their complaint. The case was referred to us,
and we expressed our opinion regarding the petition of the wife of Khedhouri Al-Kofel, who was practicing the profession of preparation
and shrouding.
We have seen fit to attach herewith a copy of the petition of the aforementioned woman referred from the venerable Ministry of Justice,
and our opinion on this petition with the response of the Ministry of Justice in this regard. From studying that, your Excellency
will see that the communal departments are not satisfied with the actions of this society and therefore do not desire its existence.
Furthermore, they aim to form a society that is subordinate to the communal council because the affairs of this society concern
all members of the community.
Therefore, we hope you will be so kind as to reconsider the matter of this society's permit and inform us of what you decide
in this regard. With great respect to your Excellency,
Sassoon Khedhouri
Acting Chief Rabbi of Baghdad

Baghdad on January 9, 1930
To the presence of the Honorable Acting Chief Rabbi, Haham Sassoon Khedouri
After kissing your hands.
We inform Your Eminence that your obedient servant's profession, on which my livelihood and the livelihood of my family and children depends,
is the (profession of Talfin), which is a craft I inherited from my fathers and grandfathers. After the death of my father, I continued in the mentioned job for seventeen
years approximately, and throughout all this period I did not see anyone dispute my job among all the members of our community.
Three years ago, the Lay Council formed a society called Hevra Kadisha. But the late president, Nissim Zilkha, felt with his hand
his mistake and abolished it and returned me to my job because it became clear to him its misuse on one hand and due to my excused state on the other hand. It happened
afterwards that the president fell ill, the term of the Lay Council neared its end, and the Chamber of Deputies dissolved. So the Vice President resorted to striking the only one present
in the community who is known to you in order to assist him in the election. Based on the claim of that party, it was suggested to him to form a society of ten individuals
under the name "Hevra Kadisha" to deceive people that it is a charitable society, but it is a society for propaganda to elect the Vice President as a deputy for the community.
Your Eminence is aware of all this, no need to narrate it to you, but an influence occurred upon your presence and they made you request the ratification of that society
from the Ministry of Interior, which ratified it as you know, despite the fact that Your Eminence requested the suspension of its ratification when you felt its bad intentions.
And so I remained for approximately two and a half years without work, and all that I owned of jewelry and house furniture I spent on the livelihood of my family
and children. And now I possess nothing, even my bedding, and my family and I are about to die of hunger, and I have no ability
to obtain my livelihood through any other than this despised profession. Since my youth and before the death of my father, this was my craft.
And it is not hidden from Your Eminence that a craft such as this is hated by everyone, and therefore I have become an outcast among people because of
my craft.
Therefore, I have resorted to Your Eminence, hoping that you look into my case and return me to my job before we die of hunger. May you remain.
By this you would have saved eight souls, and to Your Eminence many thanks and respect, my Lord.

With reference to your letter No. 3301 dated August 1, 1935
As you are aware, the swamp in question has become a source of danger threatening public health, especially
as it is surrounded by populated buildings and located near sites of significant interest. Therefore,
filling it has become a matter of great importance. On this occasion, we would like to draw your attention to your letter No.
3278 dated July 10, 1935, in which you state that you have issued instructions to bury this swamp,
whereas you are now returning to attempt to evade doing so under a pretext that has no basis in
reality—a matter we did not hope to receive from the Community Council, that council which should
treat a task such as this with the necessary care and attention. Furthermore, we do not believe that your stewardship over
the lands where that swamp is located is limited to managing and profiting from them alone, without bearing
what is required for their development and removing the danger arising from them. Therefore, as the persistence of the aforementioned swamp
is a cause of harm to public safety, and leaving it as it is does not align with the plan the Government has determined
to follow in eliminating the swamps surrounding the capital entirely, we—to avoid resorting
to using the direct legal measures authorized to us, which do not suit the moral standing of the Community
Council, as is our way with other individuals—request finally that you undertake what is necessary to bury it during
the fixed period of 4
