February 1947 Meeting
The board of the Hebra Kadisha Society met at the headquarters of the Presidency of the Jewish Community in Baghdad, chaired by His Eminence
Rabbi Salman Hoogi Aboudi, and in the presence of the members: Messrs. Salman Dawood Samouli, Sassoon Shaul Nawi,
Yusuf Heskel Isaac, and Ezra Salman Nissan. The board reviewed the letter from His Excellency the Minister of Interior No.
16332 dated 11/10/1946. In view of what has become apparent regarding the lack of necessity for the society's continued existence
under the provisions of the Law on the Formation of Societies, as the aforementioned society's purposes fall under the jurisdiction of the Spiritual
Council by virtue of Article 29 of the Jewish Community Bylaws No. 36 of 1931, and since the society will become
equivalent to the committees mentioned in the referred article, the attendees have unanimously decided to dissolve the society
(and to transfer all its movable and immovable property and assets, whether endowed or non-endowed, to the Presidency of
the Jewish Community, to be managed by the committee formed according to Article 29 of the Jewish Community
Bylaws No. 36 of 1931, provided they are allocated for the purposes of preparation, shrouding, and burial) and to notify the esteemed Ministry
of Interior and the Presidency of the Jewish Community of this. In witness thereof, this minutes was decided and signed in two copies.

Greetings and respect.
With reference to the letter of the esteemed Lay Council dated 2 / 947, our society
has studied the case thoroughly from all its aspects, and consequently, it found itself compelled to provide the following statements
regarding this issue for your Excellency's information and for the outcome of what you see fit for the interest of the community, especially since every individual must
exert their utmost effort to maintain the current situation due to its direct connection to the comfort of the deceased, especially since the community has
tasted its benefits, and here are the following statements.
(1) It is not hidden from your Excellency that this society did not undertake this mission except after it
witnessed the chaos spreading its ropes and the crack occurring to the members of the community upon the death of their relatives, as a lesson and out of mercy
for the deceased, nothing more. It has exerted superlative efforts and spent its precious time for a noble goal, which is to save the people
from the distress, and indeed it succeeded, praise be to God, in its mission to the point where every individual began to feel great gratitude in view
of the benefits they perceived, and the society was carrying out its work with drive and activity.
(2) Our society faced an invitation from your Excellency to attend a consultation on a matter related to this
mission, and indeed we answered the call and met with the esteemed Lay Council on 11/10/46. In this
meeting, the Lay Council requested our agreement to incorporate Article 29 of the
Community Regulations into our society's internal bylaws. Despite our opposition to this point, as this article and the society's bylaws did not align
simultaneously due to two different rulings, the esteemed Lay Council explained at the time that the purpose of incorporating
this article was nothing more than securing the conduct of the society's election through the mediation of the Spiritual and Lay Councils. Therefore,
out of good faith and the good intentions of the society's members, we agreed to incorporate this article, and this
session caused the provocation of correspondence and the conflict of the society's bylaws with the aforementioned Article 29.
(3) As shown in the previous clause, the incorporation of Article 29 of the Community Regulations into the core

The association's internal regulations and the notification from your Excellency to the esteemed Ministry of Interior caused the aforementioned Ministry's objection
regarding the lack of necessity for the association's continued existence, given the presence of Article 29 of the Community Regulations within the association's regulations. It is

Based on the request of the Presidency of the Israelite Community to dismiss both Abdullah Yehuda and Khadhuri Shaul
from their positions at the Hebra Qadisha Society due to their failure to perform their duties and in view of their confession
of their negligence, it was decided to accept their re-employment under the conditions listed below: -
1- Their work shall consist of washing, shrouding, and total obedience to the orders of the Society.
2- Maintaining silence and order and avoiding every movement that causes disturbance to the peace, comfort,
and stability in the deceased's residence, while respecting the deceased.
3- Maintaining the dignity and good reputation of the Society.
4- Non-interference in any matter that does not concern them.
5- Starting work immediately upon receiving information and permission to start work from the
Administrative Manager of the Society without any procrastination or delay.
6- Their wages and allowances shall be collected like other works according to the arrangement adopted and agreed
upon with the Society previously and known to them.
7- Transferring the deceased men and women from all hospitals and institutions and from their residences
as quickly as possible to their final resting place or to their homes or to the designated place after receiving
instructions from the Society's management.
8- Since the matter of transferring and burying small children is also entrusted to the Society, they, like other workers,
must perform their role by working immediately after taking permission from the Society's Administrative Manager to wash and bury them
in exchange for allowances paid by the Society from its fund to whoever performs this according to the arrangement that the
Society will agree upon.
9- It is not permitted to take or receive from the relatives of the deceased, whether adults or children, any amount whatsoever except
in the form of wages; no tip or gift of any amount whatsoever is absolutely allowed.
10- It is not permitted to collect or receive money for the Society's account from the relatives of the deceased, except when
the relatives of the deceased task the Society workers with receiving unwanted belongings and clothing of the deceased;
they pledge to transfer and deliver them completely without deficiency to the Society's car driver to keep them in the store
prepared for them.
12- The Society has the right to distribute the clothing as it deems appropriate to anyone or to any institution
whatsoever, in the manner it deems suitable and without interference, at the times that the Society will announce and in
the location it chooses.
13- Not mediating the sale of linen to the relatives of the deceased, and they must prevent the use of linen
that was not brought from the Society.
14- It is not permitted to prepare any person among the deceased without the Society's information, and it is not permissible
for them to begin preparation or shrouding without permission from the Society.

dinars, and I, Khedhouri Shaoul, in my capacity as collector for the association, receive for collection 5% of the total fees
ranging from less than ten dinars to one dinar, we pledge individually and collectively to adhere to
and apply the conditions mentioned above fully and literally, and each of us pledges to accept personal responsibility

Summary of the meeting of June 11, 1947
The Communal Council deliberated regarding the case of the Hebra Kadisha Society and decided to request His Eminence the Head of
the Community to charge the aforementioned society with carrying out the following reforms required by the interest of the community,
while informing the Council of their results.
(1) Taking the necessary measures ⟦temporarily⟧ and preparing arrangements to organize the burial of children and young boys
under the supervision of the Society, and not leaving that to the workers alone, so that the burial takes place in the same manner
in which adults are buried.
(2) Preparing the necessary arrangements to take over burial affairs and placing them under the supervision of the Society as stipulated by
the bylaws of the Society, which was entrusted with the matters of preparation, shrouding, and burial, in order to organize the issue of burial from
all aspects, and from the financial and practical sides, to prevent repeated complaints on this subject.
(3) Considering the reform and maintenance of the cemetery and informing the Council of the intended reforms to be carried out,
considering the bad state the cemetery has reached, which is inconsistent with the sanctity of the dead.
(4) It appears to the Council that the Society is moving towards purchasing properties with the surplus income it has, and considering
the necessity of reforming the cemetery and prioritizing the use of that surplus to complete the required reforms before
