Citizenship Correspondence between Iraqi Government and Jewish Community; Synagogue Financial Information

These are documents relating to the Baghdadi Jewish community, many about Iraqi citizenship. Included are various correspondences between the Jewish community and the Iraqi government. Baghdad, 5/26/151 His Excellency the Governor of Mosul. 01/199 20/0/ After greetings, I learned that the authorities of the General Secretariat of the Mosul Brigade have seized the Lawrence and Ri’aa Khadduri Schools for Boys and Girls. Since the two schools mentioned belong to the sons of the late Sarayli Khadduri, namely Loris and Horace, who are of British nationality and are not affected by the law freezing the assets of the Jews, which stripped them of their Iraqi citizenship. Since I am, in my capacity as the general agent for the aforementioned, pursuant to the general power of attorney issued by a notary public in northern Baghdad under No. 3856 and 3857, dated June 4, 1947, and I have not been stripped of my Iraqi citizenship, pursuant to the ID in my possession under No. 372, dated March 18, 1941, I therefore kindly request that you issue your high order to the competent authorities to lift the hand from these two buildings and that the review regarding them be with me in my capacity as the general agent, as stated above. and girls. Since the two aforementioned schools belong to the sons of the late Israeli Kadoorie, namely Louis and Horace,
who are of British nationality and are not covered by the law for freezing the assets of Jews whose Iraqi citizenship has been revoked,
and since I, in my capacity as the general agent for the aforementioned individuals under the general power of attorney certified by the Notary Public of North Baghdad
under numbers 3856 and 3857 dated June 4, 1947, and my Iraqi citizenship has not been revoked according to the identity card
in my possession under number 372 dated 18/3/951, I therefore request your high order to be issued to the competent authorities

Greetings,
With reference to your letter No. 3026 dated 20 / 5 / 1951 issued by the Secretariat of Rights and Commercial Affairs.
1 - Since these Torah scrolls may not be sold as they are considered the property of one of their deceased members, this department
naturally requests their transfer to the countries to which they are traveling.
2 - As for the number, it has become clear through research that some individuals have approached us requesting mediation with the competent departments
to provide them with the necessary permits to transfer the Torah scrolls among their belongings to the Foreign Exchange Department, and the
registered requests have reached (64) sixty-four requests, and many requests are still reaching us in this regard.
3 - As for the cost incurred for travel, we wish to place the following points before your esteemed General Secretariat:
a - Not all Torah scrolls are lightweight; some of them are partially encased in wood. If the travel requires full
encasement, the weight of the casing in this case would be about 800 mithqals, but if it is partially encased, the mentioned weight
would be about 150 - 200 mithqals.
b - These scrolls were encased in lightweight material when they were made, i.e., decades ago.
c - We confirm what was stated in our letter No. 51/1864 dated 8 / 5 / 1951 that these scrolls cannot be considered
wealth because they cannot be sold or disposed of in any way.
In view of the approaching travel of most applicants and its passing for others, we hope for a speedy decision on the matter.

naturally requests their transfer to the country to which they are traveling.
2 - As for the number, it may appear from the investigation that some individuals have approached us requesting mediation with the competent departments

3 - As for the silver with which the scroll is encased, we would like to place the following points before your esteemed General Secretariat:
A - Not all scrolls are fully encased in silver; some are partially encased. If the scroll is fully
encased, the weight of the silver in this case is about 800 mithqals, but if it is partially encased, the mentioned weight
is about 150 - 200 mithqals.

With reference to the lease contract for Khan Al-Shorja with the attached shops No. 158/158
belonging to the leadership of this community, a copy of which is attached for you, we state the following:
1- Mr. Eliyahu Hayyim Tawfiq (the signatory of the previous contract) was the President of the
Israelite Lay Council for this community.
2- The current Acting President of the Lay Council is Mr. Naeem Ibrahim Zubaida, on behalf
of Mr. Heskel Daoud Shuttub, the President of the Council who is currently outside Iraq, and that is
with the approval of the Ministry of Justice in its letter No. 7/1/19 dated 1951/5/28.
3- The leadership of this community has leased this property (comprising the Khan and the shops
attached to it) to Mr. Ismail Mahdi Al-Jazaeri, effective from 1951/5/10,
as the previous lease contract expired on 1951/3/31.
