In view of what was stated in your letter referred to above and your confirmation to us that these employees whose names are shown in the lists
attached to your aforementioned letter have no resource that can be spent for their livelihood except the salaries paid to them by you
Therefore, and based on the authority vested in us pursuant to paragraph (h) of Article One of Regulation No. (3) for the year
1951, we agree to pay subsistence expenses to them from their salaries as follows:-
1 - (20) percent of the salary of those who receive a salary of (20) dinars shall be frozen for our account and sent to this Secretariat
and the remainder shall be paid to him.
2 - (25) percent of the salary of those who receive a salary ranging between (30) and (40) dinars shall be frozen for our account
and sent to this Secretariat and the remainder shall be paid to him.
3 - (30) percent of the salary of those who receive a salary ranging between (40) and (50) dinars shall be frozen for our account and sent
to this Secretariat and the remainder shall be paid to him.
We request that you observe what is stated above and continue to pay these amounts to us at their designated times.

We attach herewith three tables with the names and salaries of the employees and servants of Meir Elias Hospital and
Rimah Khedouri Eye Hospital and the clinic attached to them who have been deprived of Iraqi citizenship, and since
it is not possible to dispense with the services of the aforementioned at the present time as these employees
and servants are technicians and cannot be replaced in a short time, and in view of the presence of a large number of patients
in the mentioned hospitals, we request your Excellency's approval to pay their salaries, noting that we are doing our best
to employ Iraqis to replace them, and as it is not hidden from your Excellency that these institutions are
charitable institutions, we hope to obtain your approval, and the matter is yours.

Greetings,
I have learned that the authorities of the General Secretariat of the Kirkuk Province have seized the Laura and Horace Kadoorie schools for boys
and girls. Since the two aforementioned schools belong to the sons of the late Israeli Kadoorie, namely Louis and Horace,
who are of British nationality and are not covered by the law for freezing the assets of Jews whose Iraqi citizenship has been revoked,
and since I, in my capacity as the general agent for the aforementioned individuals under the general power of attorney certified by the Notary Public of North Baghdad
under numbers 3856 and 3857 dated June 4, 1947, and my Iraqi citizenship has not been revoked according to the identity card
in my possession under number 372 dated 18/3/951, I therefore request your high order to be issued to the competent authorities
to lift the seizure of these two buildings and that any correspondence regarding them be directed to me in my capacity as the general agent as stated above.

their lease terms have expired, we request Your Excellency to issue your order to evacuate them of frozen assets and hand over their keys
to this leadership so that we may re-lease them.

Whose Iraqi Citizenship Has Been Revoked
Greetings,
Reference to your letter No. 3026 dated 1951/5/20 issued by the Secretariat of Rights and Commercial Affairs.
1 - Since these Torah scrolls are an integral part of the family as they are the property of one of their deceased members, this community
considers them as property and requests their transfer to the countries to which they are traveling.
2 - As for the number, we have stated by estimation that some individuals have approached us requesting mediation with the competent departments
to provide them with the necessary licenses to transfer the scrolls, and we have referred their requests to the Foreign Exchange Department. The
referred requests reached (64) sixty-four requests, and many requests are still reaching us in this regard.
3 - As for the silver with which the scroll is encased, we would like to place the following points before your esteemed General Secretariat:
A - Not all scrolls are fully encased in silver; some of them are partially encased. If the scroll is fully encased,
the weight of the silver in this case is about 800 Mithqals, but if it is partially encased, the mentioned weight
is about 150 - 200 Mithqals.
B - These scrolls were encased in silver at the time of their manufacture, i.e., decades ago.
C - We confirm what was stated in our letter No. 51/1864 dated 1951/5/8 that these scrolls cannot be considered
wealth because they may not be sold or disposed of in any way.
In view of the approaching travel of most of the applicants and the passing of time for others, we hope for a speedy decision on the matter.

1 - Religion and Sharia will not permit under any circumstances the disposal in any form of the Sefarim.
2 - Most of the Sefarim, the cost of the silver associated with them does not exceed two dinars, despite the impermissibility of disposing of them.
Accordingly, we request Your Excellency to allow their export and to respect them out of freedom for religion and Sharia.

concluded between us and the aforementioned tenant ends at the end of May 1951 as shown in the contract
attached, we request Your Excellency to order the evacuation of the mentioned shop and its delivery to us or to provide us
with the rent amount based on the previous rental rate.
