Mr. Minister,
I have the honor to inform Your Excellency that since the existing neighborly relations between the Iranian
and Iraqi kingdoms and the permanent needs existing between the residents of the villages located on the borders of
the two countries require that the movement of these people to the territories of both parties be under correct regulations and rules,
I am sending herewith a copy of the draft agreement regarding securing the crossing of border residents, which was organized
by the authorities of my government, printed with its translation into the Arabic language.
I would be very pleased if you would kindly place the articles of the mentioned plan under scrutiny and obtain the approval
of the esteemed Iraqi government on that, and inform me of the manner so that the two countries can make a decision to conclude
the mentioned agreement between them at the earliest possible opportunity.
I take this opportunity, Your Excellency, to offer my highest regards and respect.

I don't know that this article is much
good. The classes of persons mentioned
might well be have passes : <del>that</del> exemption
from the need to have a pass seems more
logical .
Art. 9 (1) I assume "turn back" includes
"turn out". It is merely a matter of
degree - how deep he has penetrated
Art. 9 (2). I take it that "political refugees"
are not covered by anything in this Convention
& the ordinary Extradition Treaty applies .
