650 and dated May 3, 1931, with an Arabic translation of the draft agreement prepared by
the Iranian government regarding the movement of residents in the Iraqi-Iranian border area. We request
that you examine it and provide your opinion at the earliest opportunity.

Copy of the letter from the Iranian Legation in Baghdad No. 650 dated May 3,
1931, sent to His Excellency the Minister of Foreign Affairs
Mr. Minister
I have the honor to inform Your Excellency that since the existing neighborly relations between the
Iranian and Iraqi kingdoms and the permanent needs existing between the residents of the villages located on the borders of the
two countries require that the movement of these people to the territories of both parties be under correct systems and rules,
I am enclosing herewith a copy of the draft agreement regarding securing the crossing of border residents which was organized
by the authorities of my government, along with its translation in the Arabic language.
I would be very pleased if you would kindly place the articles of the mentioned plan under scrutiny and obtain the approval
of the esteemed Iraqi government on that, and by informing me of the manner so that the two countries can make a decision to conclude
the mentioned agreement between them at the earliest possible opportunity.
And I take this opportunity, Your Excellency, to present the most beautiful greetings and respect.
