Greetings.
The Ministry of Social Affairs - Labor and Security - had included this school under the provisions of the Social Security Law
No. 17 of 1956 and the provisions of Labor Law No. (1) of 1958 and its amendments, and thus the
school administration became subject to inspection by the Directorate of Labor and the Directorate of Social Security and restricted by certain constraints that require
obtaining special permits for the employment of non-Iraqi teachers and for the employer. It also limited the percentage of employing non-Iraqi
teachers to a rate not exceeding 10% of the total school employees, despite the school obtaining the
necessary approval from the Ministry of Education for the employment of Iraqi and non-Iraqi teachers.
Since our school is officially subject to the regulations and laws of the Ministry of Education administratively and technically, and knowing that the Ministry
of Education is the original authority for approving the employment of all teachers, Iraqi and non-Iraqi, in order
to fill vacancies that may occur from time to time in teaching positions. In the interest of the students' welfare,
which may be affected as a result of the school administration being subject to two official departments in a dual manner, causing confusion
and leaving teaching vacancies unfilled at times, we therefore request mediation with the General Directorate of Education
to approach the Ministry of Social Affairs regarding the non-inclusion of this school under the supervision of the aforementioned Ministry, especially
since the Labor Law was primarily established for workers employed in factories and commercial companies
and not for teachers employed in scientific and cultural institutions such as schools and institutes.

The Frozen Assets Liquidation Committee, based on its powers under Paragraph 17 of the National Safety
Law No. 4 of 1965 as amended and Paragraph (2) of Safety and Security Instructions No. 71 of 1967,
and in view of the lack of need for the services of the employees and workers listed below at the Frank Iny School,
it has been decided to terminate their services as of the date of issuance of this decision and based on the provisions of Article 4 of Law
No. ⟦illegible⟧ of 1968 and based on what was stated in the letter of the Presidency of the Revolutionary Court No. ⟦illegible⟧ on
⟦illegible⟧, the following has been decided: -
1- Terminating the services of the employees and workers listed below at the Frank Iny School as of
the date of issuance of this decision, and their salaries shall be paid until the date of 17/8/1969. Since the
aforementioned school has been closed by the competent authorities and has no financial resource at the present time,
the committee decided to pay the entitlements of the mentioned employees and workers from the frozen funds belonging
to the mentioned school in the banks as of 17/8/1969 until a decision is issued to liquidate the mentioned school
or reopen it again. No amount of frozen funds may be spent except by a decision of the mentioned committee
based on the provisions of Article 4 of Law No. 17 of 1968 regarding the liquidation of frozen funds
in banks, financial institutions, companies, and official and semi-official departments.
Accordingly, please take the necessary measures to implement this decision.
