Heskel Khedhouri submitted a petition to our court on 23 / 6 / 954 stating that he obtained a judgment from the
Community Court under Notification No. 443 and Base No. 371 / 49, ruling against the defendant Farha bint
Nissim for her recalcitrance (nushuz) and granting the plaintiff Heskel Khedhouri Isaac permission to marry another woman, and that the aforementioned judgment has acquired
final status, and that the petitioner approached your department to obtain a marriage permit and his request was rejected.
Therefore, it is necessary to clarify the reason for not granting the petitioner permission to marry despite the issuance of a judgment from the
Community Court granting him the right to marry another woman and the aforementioned judgment acquiring final status. Please inform us of
that so we may take the necessary measures regarding the request with the required speed.

Based on the lawsuit formed between Dr. Aflaton Mirza Yaqub and Mr. Abdul Jabbar Faez

based on paragraph 3 of Article 21 of the Estate Settlement Law, to audit the aforementioned agent. Please

Since the two guardians, Layla and Noor, daughters of Dr. Aflaton, over their interdicted uncle
Ibrahim, are absent from Iraq, and for the purpose of managing the affairs of the mentally incompetent person, it is necessary
to appoint a temporary guardian for him. Please inform us of the name of the person you nominate to perform
the duties of guardianship from among those who meet the legal requirements as quickly as possible,
and instruct him to visit this court to issue the necessary legal certificate for that.
A copy of it to each of the selected guardians, Layla and Noor, daughters of Dr. Aflaton:
Since you are the guardians of the mentally incompetent Ibrahim, and a lawsuit has been filed by Dr.
Aflaton requesting your removal from guardianship due to your absence from Iraq, it was necessary
to inform you that it is not legally permissible to appoint an agent on your behalf to manage the affairs of the mentally incompetent person.
Therefore, please inform us of the date of your return to Iraq and whether you are ready
to carry out the guardianship duties directly. In the event of your failure to come to Iraq and perform the
guardianship duties directly, inform the court so it may consider your removal and the appointment of a
permanent guardian for the mentally incompetent person. The aforementioned lawsuit has been adjourned until 5 / 6 / 1955.
