Subject Summary:
After greetings
With reference to your two letters numbered 871 and 1874 dated 6/8/947 regarding
the new formations in the Religious Court and the Sharia Court of Cassation.
I list below a copy of this Council's resolution No. (4) taken in the session of August 28,
947, for your information and to notify the concerned parties of its content.

4 - After reviewing the two letters of the Spiritual Council numbered 871 and 1874 dated 6/8/947
The Council decided the following:-
First - Given the election of His Eminence Rabbi Salman Hooki Aboodi as President of the Spiritual Council
in the General Council session held on August 4, 947, his nominal salary shall be
(21/500 Dinars) monthly instead of (17/- Dinars).
Second - Given the election of His Eminence Rabbi Yehoshua Moshi Hesqel as President of the Religious Court
on 5/8/947, his nominal salary shall be (17/000 Dinars) monthly
instead of (14/750 Dinars) with the increase in high cost of living allowances at the prescribed amount.
Third - Given the election of His Eminence Rabbi Moshi Ibrahim as a member of the Spiritual Council
in the General Council session held on August 4, 947, his nominal salary shall be
(14/750 Dinars) monthly to which (5/250 Dinars) shall be added as high cost of living allowances
and (7/250 Dinars) as fees allowances, provided that all
salaries he currently receives from the Community Fund are cancelled, whether in his capacity
as an alternate member of the Spiritual Council or the Kahbub.
Fourth - Given the election of His Eminence Rabbi Saleh Yusuf Hayyim as an alternate member of
the Spiritual Council in the session of 5/8/947, it was decided to grant him a salary of five Dinars
monthly without high cost of living allowances.
These increases and allocations shall be implemented as of each of their aforementioned dates.

Based on the issuance of Royal Decrees appointing their Eminences the Rabbis to their new
positions and granting them lump-sum allowances in the amount of twenty Dinars to the members of the Court of Cassation and fifteen
Dinars to the members of the Court of First Instance, effective from 6 / 1 / 1948, the Lay Council has decided the following :-
First - Granting them the difference between their original salaries and the allowances paid to them by the Ministry of
Justice starting from the date mentioned above until the end of March 1948.
Second - Granting their Eminences the Rabbis whose names follow the following lump-sum allowances
monthly starting from the first of April 1948, provided that they be reconsidered when the Ministry of Justice decides to adjust
their current allowances and increase them to the appropriate limit :- Fils Dinar

amounting to (2.250 Dinars) per month, provided that this decision is reconsidered in case of a salary adjustment
by the Ministry.
Fifth - Stopping the salaries of the bailiffs and servants in the Court of Cassation and the Court of First Instance starting from
the date they are granted their salaries by the Ministry of Justice.

Greetings and respect.
My husband, Hakham Isaac Meir son of Hakham Salem, was employed in several positions at the
Jewish Religious Court in Baghdad for a period exceeding (24) years, and he performed his duties in the best manner as
is known to your Excellency. His last salary was six and a half Dinars, including the high cost of living allowance.
With this meager salary, he struggled against the distress that gripped him until it caused his death. He left me with his mother
and his young children, who are three daughters and a son, including one of his daughters who is ill with tuberculosis. We remain between
ruin and hunger without any other supporter, which forced me to knock on the door of your kindness to intercede with
the venerable Secular Council to continue paying us the salary of the deceased that he used to receive, so that we may be saved
from the evils of hunger and want as a reward for his services and to rescue us from certain death. This is for your Excellency's command.

His Eminence the President of the Jewish Court of Appeals in Baghdad, the respected.
I, Nissim Saqeel Dahan, the clerk employed in the Court of Appeals for the Jewish community
in Baghdad, have commenced my duties in this court since the date 1/4/1948. Given the issuance of
my appointment order on 2/18/1948 according to the Ministry of Justice letter No. 227 dated 2/18/1948
I no longer have the right to claim my salaries from the Ministry for the period preceding the issuance of the ministerial order
referred to, despite the Council's letter addressed to the esteemed Ministry of Justice No. 1/16 dated
2/19/1948, which stated the date I commenced work, which preceded the date the ministerial order was issued
referred to and rejected by the esteemed Ministry of Justice in its letter No. Dh/2/1 dated
2/24/1948. Thus, my commencement in this court became effective from 2/18/1948
in accordance with what was stated in the ministerial order referred to above. Therefore, I have come with this letter of mine, appealing
to Your Eminence to mediate with the leadership of the Jewish community in Baghdad to resolve this issue.
I offer Your Eminence my further thanks and respect.

Based on the decision of the Administration Committee No. 4 on 18 / 5 / 948, approved by the Lay Council in its session
held on 20 / 5 / 948, it was decided to grant the employee Mr. Selim Shaoul Meer an annual increase of
three dinars per month starting from 1 / 4 / 948 relative to his salary of 27.500 dinars, and thus his salary
becomes 30.500 dinars per month starting from the mentioned date, provided that the amounts he received
in excess of his original salary relative to his salary of 25 dinars per month from 1 / 4 / 1947 until 31 / 3 / 948 are deducted from this salary
according to the decision of the Administration Committee No. 10 on 1 / 6 / 947, approved by the Lay Council in its session
held on 3 / 6 / 947, which decided to promote the mentioned employee relative to his salary of 25 dinars per month to
27.500 dinars per month starting from 1 / 4 / 947 until 31 / 3 / 948. Since this promotion has been canceled by
the decision taken at its session held on 20 / 5 / 948 mentioned above, it is necessary to recover the amounts received by
the mentioned employee in excess of his original salary of 25 dinars per month during the period between 1 / 4 / 947 until 31 / 3 / 948
at a rate of 2.500 dinars per month.
