The Lay Council, in its meeting held on 11/17/943, ratified the following:-
1) Referring Mr. Khouki Abboudi for retirement with a pension of one and a half dinars per month.
2) Paying a bonus of twenty-five dinars to the dismissed teacher, Mr. Daoud Shaker.
3) Paying a bonus of ten dinars to the person called Ezra Shlomo, the dismissed doorman of the Mandani Midrash.
4) The aforementioned retirement and bonuses shall be paid from the Midrash fund.

Reference to your letter dated 21/2/943
After deliberating on your proposal, it appeared that your committee was unable to verify the validity of the debts that
the teachers have against the Midrash. In view of this fact, the committee did not find it possible to consider all
these debts as active debts payable immediately. Therefore, the committee decided in its meeting
held on 7/4/943 to accept your proposal to consider debts accrued from 1 October
940 until the end of September 942 only as active debts to be paid to the creditors in cash. As for the debts accumulated
at the end of September 940, the committee decided to consider them semi-active debts to be fulfilled to the
creditors in monthly installments amounting to one-quarter of the creditor teacher's salary, provided that the installment is not less than one
dinar per month, to be paid regardless of whether the creditor is still a teacher in the Midrash or has left
the job by choice or as a result of dispensing with his services.
The payment of active debts to creditors is contingent upon their acceptance of this installment plan without reservation or condition.
As for the installments, payment shall commence at the end of each month starting from the first of April 943, provided that
the creditors Rabbi Heskel Zeloof and Nahum Moallem Eliyahu are excluded from this settlement, as their
substantial debts invite doubt as to how they accumulated.
Enclosed is a check on the Ottoman Bank for the amount of 941.588 dinars dated 9 April 943,
a loan from our committee to settle the active debts referred to above, provided that it is repaid to this committee
in two equal installments: the first installment in the year 47/948 and the second 48/949.

allocations for the two years mentioned above which are paid from the community fund, and to provide us

for the purpose of celebrating vespers.
In giving this permission I wish to

made at least 14 days before the date concerned, as
otherwise it is possible that they may not be
favourably considered.

houses after the prescribed gours, and this I also
regret to say cannot be allowed.

CIRCULAR MEMORANDUM.
As it is most necessary to provide for cases of
destitution among the population of Baghdad and as there are
several religious communities in the town, it has been decided
to have committees in each community appointed by the community
for the purpose of dealing with the cases of destitution in each
community. Some communities are fortunate enough to have
charitable funds at their disposal, others may not be in a position,
but every community should do its best to do what is possible to
alleviate any suffering among the poor. From time to time all
accumulation of funds from fines inflicted by the Deputy Military
Governors will be divided among the various communities who are most
in need of financial help, but it is reasonable to suppose that this
amount will only suppliment the funds that may be collected in any
community.
In order to put this matter on a satisfactory
standing, it is necessary for each community to appoint a small
Poor Relief Committee and to forward the names of the President
and members to this Office for my information and when doing so
it should be notified to what address any communication should
be sent.
Some communities have already done so, but others
have not yet formed any committee so the purport of this memorandum
is particularly addressed to them.

I have received your letter recommending Mr.
Tatran Sion and Mr. Mochi bin Sasson for permits to enable
them to leave their houses at night, for the purpose of
calling in midwives. As these permits are limited as
much as possible, and the police have to be informed of the
dates between which they are issued, will you please
ascertain from the applicants the probable week they are
expecting to have to call in this assistance, so that passes
can be made out for a definite period.

I have the honour to acknowledge receipt of your
Excellency's letter of yesterdays date, requesting that permits
be issued to the relatives of Jewish prisoners enabling them to
convey unleavened bread to the prisoners during the eight Paschal
days of Easter, and regret to say that if the bread is intended
for prisoners who are condemned to long terms of imprisonment
the prison regulations do not, as yet, <del>⟦illegible⟧</del> allow persons
from outside a prison communicating in anyway with the prisoners.
If, however, your Excellency's letter refers to
prisoners not already condemned, who may be under detention in
the guard room, it might be possible to arrange for these to
receive the Bread.
It is to be regretted that the matter did not come
before my notice at an earlier date.
If a list of the prisoners referred to is sent to
me it will be possible to say under what conditions they are
detained, but to avoid delay I venture to add that if the bread is
sent to the office I will arrange for its distribution.

The mentioned amount of (192) Liras placed under seizure in the Education book
in the name of ⟦...⟧ rightfully belongs to the Ibrahim Kahi Waqf. As its agent,
I have a right from the existing peace market in Basra, as this
amount was sent by us to participate in Istanbul before the fall of
Baghdad. Therefore, please make the necessary arrangements for
