General Report on Midrash Schools
943 - 945
Our committee was formed in 1942 and we took it upon ourselves to reform the Midrash schools
from all aspects, and indeed we have carried out some of these reforms and will complete them, God willing.
The School Building
The building of the Great Midrash was dilapidated, unhealthy, and in a deplorable state,
and the inspectors of the Ministry of Education and others had pointed out to close it many times due to the
damages it might cause. Finally, the Ministry of Education decided to withdraw its permit and make it a Kuttab after it was
an elementary school for it. So we renovated the Great Midrash, paved its courtyard and porches, paved four
classrooms, roofed two classrooms, carried out some other renovations, and constructed a second staircase in view of
the overcrowding of students due to their large number, and painted the major part of it. Since the Midrash budget
does not allow for spending large sums approaching 1200/000 Dinars for such constructions and renovations,
our committee intended to collect a portion of these expenses through donations from some
benefactors and spend the rest from the Gabbay estate as agreed upon with the respected Schools Committee
to spend the necessary amounts on the renovations of the Midrash and its endowments from the aforementioned estate, and we show
below the total donations in the school year 43 - 44.

Only six hundred and sixty-two Dinars and two hundred and fifty Fils and nothing else.
And herewith we add here that the Great Midrash after these renovations has become in a very good condition
from a health perspective and in a satisfactory state in terms of cleanliness, appearance, ventilation, and number
of classes. We hope that these renovations will keep it in this state for several years.
Accounting
The accounts of the Midrash schools were very turbulent to the extent that it was impossible to know the claims
and debts of the Midrash fund exactly. Therefore, a special accountant was appointed for the Midrash schools
responsible for all revenues and expenditures, and he cannot spend without the approval of this committee
except for partial cash expenses.

Number of Classes and Students

The number of classes in the year 1942 was (18) classes in Midrash Talmud
Torah and eight classes in Midrash Mandani. One class contained approximately ninety
students according to the school register. But in reality, we do not find in one class more
than thirty students, as most students are absent from school and attend it
whenever they wish without supervision. Therefore, their number was nominal only. As for the present time,
the number of classes has become (14) classes in Midrash Talmud Torah and (10) classes in
Midrash Mandani, with an average of (70) students in each class. Daily inspections of delays
and absences are conducted, and a student is considered to have left the school if they are absent for an unacceptable period
without a legitimate excuse. In view of the progress of the Midrash schools in all respects, the
applications for entry to the Midrash have become very numerous, and for this reason we were forced to
open two additional classes in each of the two Midrashes, the cost of which was donated by some benefactors. Thus,
the total number of classes in the two Midrashes at the present time is (28) classes, while the total
previously was (26) classes. We still encounter many problems at the beginning of each year
during registration due to the large number of applications for entry to the Midrash schools.
Assisting Students

Our committee collects donations from some benefactors every year to purchase
suits, shirts, or dishdashas and other clothing and distribute them to the students of the two Midrashes.
It can be said that we distribute approximately (⟦...⟧) pieces of clothing to
the students in a single year.
Student Health and Hygiene
⟦line⟧
Since we took upon ourselves the management of the Midrash schools, we have requested
the doctor of the two Midrashes to take care of the health of the Midrash students and give them the necessary medicines
when required, and to combat diseases that may spread, such as typhus, typhoid, smallpox, and scabies
and others, through vaccination or medicine. Also, in each of the two Midrashes, there is a permanent nurse
who treats the students' eyes upon the doctor's recommendation, knowing that most of them suffer from eye
diseases, especially trachoma. Because they are all from the poor class, we have requested all
teachers to observe the cleanliness of the students and guide them on the necessity of taking care of their health, in addition to
the presence of a special teacher who supervises the cleanliness of all students in general.

Administration and Teaching Staff

The administration was entrusted to Mr. Moshe Haskel, the agent.
Since the aforementioned person was busy most of his time with his private business and was often
outside the capital, it was facilitated to appoint a special director for each of the two Midrashim to be responsible
for the management of his school. As for the teachers, we dismissed some of them who were not fit for teaching
and appointed others from among holders of secondary and intermediate certificates. We borrowed a teacher from the
Menashi Saleh school for a period of years, after the approval of the respected Schools Committee, for his skill in the principles of
teaching children.
Curriculum and Level of Study
⟦line⟧
We have established a special curriculum for the Midrash of Sciences and Languages
which the student studies after reaching a certain level in the study of religion and the Holy Bible, whereby
a student graduating from the Midrash can enroll in the fourth primary grade of our schools
if he wishes; otherwise, we would have saved him from the prevailing illiteracy should he wish to work in one of the
free professions. We also reduced physical education, singing, and health lessons in ⟦illegible⟧ all classes,
noting that the study of religion in all classes is on a large scale, such that the student who
reaches the fourth grade of the Midrash - i.e., the final grade - reads all parts of the Holy Bible
regularly with the melody and translation. In addition to that, he learns various types of prayers and religious
ceremonies. We hope to add here that promotion from one grade to another only occurs after the success
of the student in ⟦illegible⟧ the final examinations conducted by the school teachers under
the supervision of the director, whereas previously promotion took place from one grade to another by the passage of years without restriction
or condition.
Salaries
⟦line⟧
There is no doubt that the teachers' salaries are very meager, as only one of them receives six
and a half dinars, and the salaries of the rest range between five and three dinars. As for the
cost-of-living allowances, they are one and a half dinars for those who receive more than five dinars, and one dinar
for those whose salary is five dinars or less. We have increased the allowances from the first of April 945 by half
a dinar for each employee. Therefore, it is very necessary to improve the condition of the teachers by increasing
the cost-of-living allowance at least and making it in the amounts received by school employees. For
the lowest-paid among them receives four and a half dinars per month as cost-of-living allowances.
Inspectors and their Visits

After most ⟦illegible⟧ // inspectors indicated the necessity of closing the Midrash schools
as we mentioned previously, Mr. Hashim al-Alusi, Director of Education for the Central Region, visited four
months ago at the request of Mr. Shimon Moallem Nassim, Director of the Rachel Shahmoon School, and he took

Wondering at the new arrangements and raising the level of education in the Midrash, and for that reason it was requested from
this committee to request the necessary permit from the Ministry of Education to make it a school.
His Excellency promised to facilitate all possible measures for that after he had visited it previously,
and it was decided not to visit this institution in the future due to the poor management of its teachers and students
and the unsuitability of its building to be a school.
Also, Mr. Hassan al-Dujaili, the inspector of private and foreign schools, visited this institution
about two months ago and suggested that we submit a request to the Ministry of Education to make it a school
instead of a Kuttab.
Also, His Eminence the Head of the Community visited the Midrash many times, including on May 21,
year 945, accompanied by their Eminences the respected members of the Spiritual Council, and they all
expressed their admiration for the progress of this institution in all aspects in terms of management and organization,
cleanliness, and the level of study in science and religion.
Midrash Endowments and their Renovations
Most of the endowments of the Midrash schools are dilapidated to a degree that they are not fit for habitation,
and we are carrying out the necessary renovations from time to time to obtain ⟦illegible⟧ revenue in the largest amount ⟦illegible⟧.
The endowment revenues in the year 1942 were (1936/938) ⟦illegible⟧ Dinars, while the realized
property rents for this year to date are (2850/000) Dinars, bearing in mind that
increasing the rent for tenants is very difficult given the existence of the Rent
and Lease of Real Estate Law, which does not allow the lessor to increase the property rent.
Accumulated Salaries
The total claims of the teachers in May 942 were (1898/107) Dinars.
Our committee found that the first action it could take to reform the Midrash was to pay these
salaries after the approval of the respected Schools Committee to alleviate the distress of these poor people
due to the smallness of their salaries, their accumulation, and the lack of their allowances for the high cost of living, especially in these
difficult circumstances. Indeed, we have paid these debts gradually until the remaining balance
became (437/846) Dinars.
I would like to add that we are still serious about raising the level of this institution in all
aspects and making it at the level of other schools, with the help of the Almighty, in terms of cleanliness, order,
behavior, and sciences, in addition to the religious lessons present in it on a large scale.

by the State Security Court (826/3621) on 3/21/1963, which ruled to confiscate all his
movable and immovable property (586,000) five hundred and eighty-six thousand Iraqi dinars only
deposited in Rafidain Bank, Basra branch, in the name of his wife mentioned above, and other sentences were issued against him
. for imprisonment and life hard labor, and he fled outside Iraq to England.

1 - Ratification of the Midrash schools budget as organized by the specialized committee and approved by
your committee, and submitting it to the General Assembly to obtain its approval.
2 - Disbursement of the amount of four hundred dinars as the non-ordinary aid to the mentioned committee, which was decided
for the past year, for this year as well.
3 - Allocation of another additional amount of two hundred dinars to be paid to the Midrash this year, granted
temporarily for the exceptional circumstances of this year to assist the specialized committee in reconsidering

We have been informed that your esteemed committee has decided on additional cost-of-living allowances for school employees in addition
to the cost-of-living allowances currently paid to them, and that these allowances are pending
the approval of the esteemed Corporal Council. Therefore, our committee finds that fairness calls us all to
support the teachers of the Midrash schools and deems it necessary to add one Dinar as an additional allowance for each
employee in the Midrash due to the low and meager nature of their salaries on one hand, and the small cost-of-living allowances paid
to them on the other hand. As it equals approximately half of the cost-of-living allowances paid to school
employees, we therefore request you to mediate with the Corporal Council to grant the Midrash schools fund
eight hundred Dinars instead of the four hundred Dinars estimated in the current year's budget attached to our letter
referred to above, so that we can include the Midrash employees in the same additional allowances that your
respected committee found necessary to add for the teachers.

at the same time had presented this case of mine to the Spiritual Council, the leadership of the community, and the Schools Committee, and the
result of that was nothing but disappointment as well - and by this I will be grateful to you and thankful for life; rather, I and my family, towards
this great favor of yours and your abundant kindness, will persist in praying for your Excellency for long life, happiness, and prosperity, asking
Him, the Almighty, to keep you as a treasure for the oppressed and miserable, and a supporter for the weak and wretched. He is the All-Hearing, the Responder.

The Presentation:
We, the undersigned, teachers at the Midrash school, are heads of large families; undoubtedly, your excellencies
can imagine the extent of our poor condition and what we and our families endure in misery and hardship, as we show you that our monthly
salaries range between two and four dinars. However, whatever our situation, we were not requesting in this petition
of ours an increase to these meager salaries, but rather there is a matter more bitter and calamitous, which is the non-payment of our salaries for several months.
What would be the condition of an employee with such a salary amount who receives nothing from it during all those long months?
How can he be able to live, and consequently, how can he perform his duties as desired?
Various debts have accumulated upon us, and we have reached a state that the pen fails to describe. Therefore, we raise
our plea for mercy and our cry for help to your high position, hoping to save us from this ordeal of ours, or rather to save families suffering from the hardship
and bitterness of life beyond what humans can bear, by instructing the headmaster of our school to pay us a portion of our salaries
mentioned below.
The sole excuse of the aforementioned headmaster for the reason for the delay in paying our salaries all this time is the deficit occurring in
the school budget. If that is the case, then why does this reason not include all the teachers and is restricted to us
only?
We await your sublime compassion toward us and your kindness in granting our request, as there is no one worthy of protecting
our rights but you. This matter is entrusted to you, our masters, on 4 / 2 / 944.
