With reference to the petition of Mr. Albert Naji Yaqub Binery dated January 2, 1960, regarding
his brother Bashir Naji Yaqub Binery, the student dismissed from the third intermediate grade at Frank Iny Intermediate School. We attach
herewith a copy of the decision of the Teachers' Council of this school taken on Thursday, December 31, 1959, regarding
the aforementioned student and regarding his brother Munir Naji Yaqub Binery, currently attending the first year of the College of Engineering,
with the request to kindly review our following observations on the subject:
1 - The petitioner Albert Naji Yaqub Binery was the first to attack the administration by telephone on Monday,
December 28, 1959, immediately after dismissal, and the Director's response to that was to cut the call without answering
his attack, which had no justification. Note that the petitioner is not the student's guardian; rather, his father is
the guardian.
2 - What was stated regarding the incident referred to in the petition having occurred on Tuesday, December 29, 1959,
is incorrect. In fact, the incident occurred on Monday, December 28, 1959.
3 - The petitioner Albert Naji Yaqub Binery claimed that one of the teachers at Frank Iny School called his brother, the student
Bashir Naji Yaqub Binery, and that the latter did not hear the teacher's call until the third time, at which point his brother
apologized for not hearing due to a headache, but the teacher did not accept his apology. In fact, he (the student Bashir
Naji Yaqub Binery) hid in the classroom behind the students and did not respond to the teacher's repeated calls despite the teacher
searching for him inside and outside the classroom for a full ten minutes. This led to a disruption of the classroom order
in an annoying manner. He did all this with the intention of causing confusion and chaos inside the classroom and with the intention of evading
the oral exam that the teacher was conducting.
4 - Albert Naji Yaqub Binery stated in his petition that the teacher summoned the school principal, Mr. Abdullah Ovadia, to
the classroom. In fact, the teacher removed the student Bashir from the classroom and sent him to the administration, and the principal was not present in
his room ⟦at that time⟧ as he was teaching Algebra in the fourth secondary grade.
5 - Albert claims in his petition that the school principal went to the classroom at the teacher's request and called his brother Bashir,
saying to him, without knowing anything about what had happened, "I will make an example of you for the class, etc." In fact, the student
Bashir Naji Yaqub Binery, when he came to the administration and did not find the principal there, returned to the teacher and asked him to

Subject / Report on the progress of Shamash Secondary School
On the occasion of one month since the opening of classes in this school, we are pleased to present to you this report on the progress of studies therein.
The teaching and administrative staff commenced their work at the school as of Saturday, 19 / 9 / 1964, and the registration of students,
both new and returning, was carried out, along with their distribution into classes and sections and the preparation of educational requirements. On the morning of Monday, 21 / 9 / 1964, the school
principal delivered a welcoming speech to the students, urging them to be diligent, hardworking, persevering, and to adhere to school discipline and educational instructions.
Classes have been organized in the school since the first day of its opening.
The number of students registered in the school at present is (474) students distributed among classes and sections as shown in the list
attached herewith. The number of classrooms in the school is (14) sections distributed as follows: five sections for the first intermediate grade,
four sections for the second intermediate grade, three sections for the third intermediate grade, and two sections for the fourth secondary grade (literary branch and scientific branch).
Textbooks have been distributed to all students.
As for the teaching staff, the school includes a selection of competent teachers who are doing their utmost to raise the scientific
and educational level of the students. The weekly lesson schedule has been implemented since the first day of study. The school also conducts
periodic and daily examinations for students to monitor their scientific level and the extent of their comprehension of the subjects.
Regarding extracurricular activities, various student committees have been formed (Sports Committee, Cultural Committee, Art Committee,
Library Committee, Social Work Committee). These committees have begun practicing their activities under the supervision of specialized teachers.
Furthermore, the school building is well-prepared and meets all the necessary health and educational conditions for the comfort of the students and to provide a suitable
study atmosphere for them. Laboratories and necessary educational aids have been equipped.
In conclusion, we would like to express our thanks and appreciation to you for the continuous cooperation shown by your esteemed directorate with the school administration in order to
overcome the difficulties we may face. We pledge to you to exert more effort for the sake of serving our student sons and raising the status of science and education
in our dear country under the wise leadership of His Excellency the President of the Republic, Field Marshal Abdul Salam Muhammad Arif.
