The Discipline Committee met on 2/18/1960, chaired by the school principal, Mr. Abdullah Obadia,
and with the membership of Miss Samha Nassim, Mr. Heskel Ephraim, Mr. Munir Nassim, and Mr. Amin
Mar'i, to consider the case of the individual named Albert Naji Yaqoub Bashiri, who is one of the students who graduated in the summer
of 1952 from the fifth secondary grade of Shamash Secondary School. This was on the occasion of this person submitting
on 1/2/1960 a complaint petition addressed to the Directorate of Education of Baghdad Governorate / Al-Rusafa, regarding
his brother Bashir Naji Yaqoub Bashiri, who was dismissed from the third intermediate grade of Frank Iny School due to
his recent misconduct and his departure from the limits of etiquette in the school, as established in the explanation contained in
the decision taken by the Teachers' Council in its session held on 12/31/1959, a copy of which is
attached herewith. Upon reviewing the copy of this petition, a copy of which is attached herewith, and discussing
what was stated therein, the Council reached the following:
First - The complainant's allegations regarding the school administration's behavior toward his brother Bashir and toward his entire family
are false. A full explanation of the invalidity of these allegations was provided in the school administration's response to
this petition in its letter addressed to the Directorate of Education of Baghdad Governorate No. Sh/60/6 dated
1/5/1960, a copy of which is attached to this decision.
Second - The inappropriate attack on the school administration that appeared in the petition of the complainant Albert Naji
Bashiri (in addition to this person's false allegations), if it indicates anything, it indicates
the extent of this person's recklessness and his departure from proper conduct toward the school administration where he had studied
as a student for a period of time. It would have been more appropriate for him not to forget the favor of the school that formed him and included him in its care
throughout his period of study there and prepared him to face life's problems thanks to its teachers and administration.
Third - The complainant Albert Naji Yaqoub Bashiri has appointed himself as the guardian of his brother Bashir despite the presence
of his father who is still alive. This encouraged his brother Bashir to submit a petition on 1/5/1960 to
the presidency of the Students' Union and to the Teachers' Union, in which he stated the same lies and
falsehoods and inappropriate attacks on the school's teachers and administration as his brother (Albert) did. The school administration responded to
the second petition at the time in its letter addressed to the Directorate of General Technical Affairs at the Ministry of Education
No. Sh/60/24 dated 2/18/1960, a copy of which is attached herewith.
Fourth - The complainant Albert Naji Yaqoub Bashiri was the first to attack the school administration by telephone on
Monday, ⟦12/28/1959⟧, immediately after dismissal, after his brother Bashir had performed
on that day acts that disturbed order and went beyond the limits of etiquette toward the Arabic language teacher
Mr. Muhammad Said Abdul Wahab inside the classroom.

The Ministry of Education has decided that study should be limited to the primary schools mentioned above. Whereas the results
set by the committee indicate that the academic level at Shamash Secondary School and its affiliated primary schools was unstable
due to the lack of sufficient and capable teaching staff, based on the report of the committee formed by Administrative Order No.
13094 on 24 / 5 / 1964 (published in the Iraqi Gazette), and whereas the committee suggested in its report
referred to above the merging of Shamash Secondary School with Frank Iny Secondary School (20), and whereas Frank Iny
Secondary School meets the legal conditions stipulated in the Education Law and the regulations issued thereunder in terms of
the building and the teaching staff.
Therefore, the Ministry of Education has decided to merge Shamash Secondary School (20) with the private Frank Iny Secondary School due to

Our school has prepared everything necessary for its opening in this academic year. In return, we faced the most difficult
dilemmas that faced other schools; while we see that other official and private schools have reached a high
percentage of students, as of November 17, 1950, in Shamash Secondary School alone, it reached 1068 students
distributed into 24 classes and sections (with an average of 44 students per class), while we find that the number of Shamash school students in
the past year, according to our official records, was until November 20, 1949 (502) students distributed into 14 sections.
And while we find that the total of our students last year was 502 students, we find that the number of our students in the current year has reached 1068 students,
meaning an increase of 566 students.
The only obstacle preventing us from accommodating our students this year (1950) is the narrowness of our current school buildings, which
were originally built for a limited number of students not exceeding 500 students, and we find ourselves forced to refuse any further increase
in the number of students.
