We have decided that the individuals listed in the attached lists shall serve as officials and proctors
in the examination centers for the third intermediate grades in the private schools indicated next to the name
of each of them, provided they receive wages at the rate of two lecture fees for each lesson.
The official must receive the questions from the administration of the official school to which the
private school is linked and return the examination booklets bundled after each exam to the official
school to be delivered against a receipt from the principal of the official intermediate school, who is considered the director of the administration
of the examination for both the official and private schools, and the official is the one who supervises the conduct of the examinations
in the private schools to which they are appointed.

Administrative Order
1- It has been decided to conduct the final examinations for the third intermediate classes of official and private schools at eight o'clock in the morning starting from Monday, 19 / 5 / 1958, provided that private school students take their exams in their schools - with the exception of the schools marked next to their names. Official schools will be responsible for the examinations of the third classes of private schools and for external students of all classes as indicated opposite each school. The principal of the official school shall be the director of the examination for his official school and the private school he is responsible for, and the teachers of the official school are responsible for setting the questions.
2- Since the number of official school teachers is small due to them conducting their own schools' examinations at the same time as the private school students' exams, they will be assisted by teachers assigned by this Directorate from its primary schools.
3- The private school shall pay the responsible director and the proctors fees at the rate of two lecture fees for each lesson.
4- Private school administrations must send lists of examinee students to the administrations of the official schools responsible for them.
5- We attach with this letter of ours the entry permit cards for the general examinations according to the number of students in each private school, provided that the cards exceeding the school's needs are returned to the Records Department of this Directorate against a receipt. Every student of the third classes will be prevented from taking his exam unless he has an entry permit card for the general examinations with his photograph attached to it and a 50-fils revenue stamp, provided it is certified by his school principal and this Directorate if he is an external student.
6- Private school administrations must assign their teachers to proctoring.
7- The Ministry of Education is the one that will pay the fees for grading the notebooks of external students and private schools.
8- Official school administrations must send to this Directorate (Certificates Department) the final grades for the students of the private schools they are responsible for.

Students of the third intermediate classes in private schools (except foreign ones) shall be examined with
students of the third intermediate classes in official schools and using the same examination papers. To facilitate this,
please follow the instructions below: - We are sending herewith copies for distribution to the private schools in your province.
1 - The Provincial Director of Education shall assign to each private school the official school responsible for this examination,
except for the city of Baghdad, where distribution shall be carried out in consultation with the Directorate of Examinations due to the large number of private schools
and their numerous problems.
2 - Examinations for third-class students in private schools shall be held in their own schools. The private school
must receive the examination schedule for the third classes from the responsible official school so that
it matches in terms of time and the order of subjects with the examinations of the third classes of the responsible official school.
The examinations shall be held in both schools at the same time and with the same question paper.
3 - If space and desks are available, and with the approval of both the private and official schools and the Provincial Directorate of Education,
private school students may be examined in the official school building.
4 - The Provincial Director of Education shall send an official and, if necessary, another supervisor or more (depending on the number of students
and what the private school can provide in terms of assistant supervisors; it is preferable to have one supervisor
for every 50 students).
5 - The official, along with the supervisors, shall oversee the examination affairs. They must note absences,
collect the booklets, stamp them, and deliver them to the administration of the official school responsible for these
examinations.
6 - The official school committees shall grade these booklets along with their own students' booklets in a confidential manner
and through the committees stipulated in the regulations and instructions.
7 - Private schools must send the annual averages for third-class students to the official school
at an appropriate time before the start of the examinations.
8 - The administration of the official school shall record the grades in special lists, publish them, and notify those concerned
of the results.
9 - Teachers of official schools shall receive the prescribed grading fees for the booklets of private schools and external students
for this stage of study.

10 - The members of the administrative body assigned to record and publish the grades shall also receive the prescribed fees
for the booklets of private school students and external students.
11 - The Directorate of Education of the Liwa is responsible for applying these instructions and supervising their implementation.
12 - The school exam booklets for the third grades of any private school and for external students shall be provided by
the official school responsible for the exam and shall be of the same model in which the
third-grade students in that school are examined. The person responsible for the third-grade exams for the private school
and external students must receive the booklets from the official school and return the remainder, just like the ⟦Director⟧ of the examination center
in the examination centers for general exams.
The prices of these booklets are paid by the private school. As for the booklets of external students, the Directorate of Education of the Liwa
shall ⟦bear⟧ their expenses.
13 - The proctors of the third intermediate grades appointed by you in private schools shall receive the fees
of two lectures for each exam they proctor in the private school. We hope that these individuals are those in whom you perceive
competence, activity, honesty, and diligence, as they bear the responsibility for any defect in the examination hall in which
they proctor.
14 - This circular of ours applies to external students for the first and second intermediate grades.

You must have noticed that this Ministry has reconsidered the
issues of the entrance exam and made it in two sessions after it was one session
in order to provide the opportunity for students with incomplete grades to try again, as it
also gave space for those who wish to participate in more than one branch, given
that many students are hesitant in choosing the branch suitable for them
and to open the opportunity for them also to test their academic level and abilities
The main purpose of these exams is to guide the youth
to the studies that suit them and in which they can excel and benefit from
in the best way. Therefore, we ask all those concerned in the matter to guide
the students, encourage them, and urge them to participate in these exams.

Copy of the Letter
Based on the decision of the Council of Education taken at its eighth session on 10 / 3 / 58, the entrance examinations
for preparatory studies shall be as follows "-
1- Entrance examinations shall be held in two sessions: the first in June at a date to be determined by the Higher Committee
later, and the second session at the end of the summer vacation at a date also to be determined later.
2- The examination subjects shall be as before: one paper in Arabic language and another in History and Geography from
the intermediate study curriculum for the Literary Branch, and one paper in Mathematics (Arithmetic, Geometry, and Algebra)
and another in Natural Sciences (Physics and Chemistry) from the intermediate study curriculum for the Scientific Branch.
3- The passing grade for each paper is 60 out of 100.
4- Whoever fails both papers of the Scientific Branch or both papers of the Literary Branch is considered to have failed the entrance exam for that
branch.
5- Whoever fails in only one paper is considered to have a condition (incomplete) and may sit for the exam in that paper in the second
session.
6- Those postponed due to a medical report issued according to the rules and in accordance with the instructions of the Presidency of the Higher Committee
for the Administration of General Examinations shall be examined in the second session, in addition to those with conditions according to paragraph five above.
7- Students are allowed to participate in the four papers for both Scientific and Literary branches; whoever passes them has the choice to
enter the Scientific or Literary branch in secondary schools. Whoever fails both papers of one branch
and passes the other is considered successful for the branch they passed in. Whoever has a condition in one of the examination papers
for one of the branches is considered to have a condition in it, and whoever has a condition in one paper from the Scientific and another from the Literary is also considered to have a condition.
8- Students who wish to participate in both branches must inform their school principals before the exam
at an appropriate time, and these principals must inform the Director of Education to be able to estimate the number at an appropriate time.
9- Directors of Education must circulate this to those concerned as soon as possible.
10- Please acknowledge receipt of this letter of ours.
