to other similar cases, and in order for us to be able to take the measures you requested, please
provide us with a summary of the incident, the date of its occurrence, and its relationship to what was stated in our letter No.
D / 16 / 16 / 600 / 25986 dated 21 / 9 / 1955, while stating the number of
Iraqi sheep remaining with the Iranian authorities and the final stage

With reference to your letter No. S/331 dated 11/16/955 and its attachments, confirmed by your letter No.
S/351 dated 12/6/955 regarding the investigation of an incident. And with reference to your letter No. 12945
dated 12/6/955 regarding the subject of Iranian soldiers trespassing on Iraqi territory and seizing livestock
of Iraqi shepherds. It appeared from the result of the communications, a summary of which we present to your office below, that the two subjects are
one subject. Upon investigation and reference to previous communications regarding the subject, and from what was stated in the telegrams -
of the District Administration numbered 1556 (Extraordinary), 1571, 1572, 1573, 1574 dated 8/4/955
and 8/5/955, and its letters numbered S/42 and 2575 on 8/17 and 9/17/955, and your telegram No. 7471
on 8/4/955, and your two letters numbered 7693 and 11820 dated 8/8 and 11/12/955, and other ⟦illegible⟧
relevant communications, the following has become clear: - 1 - That on 8/2/955, an Iranian force consisting of 30
soldiers stationed at the Haj Ibrahim summer resort within the Iranian Khaneh Commissariat border area, ambushed the Iraqi Zangal tribes
who were spending the summer at the Iraqi sites of (Tannoura) and (Komi Garma Sur) near Mount Qandil as usual.
There was a flock of sheep belonging to the Iraqis Mulla bin Muhammad and Rasul Haris, and they surprised the two mentioned shepherds
on the mentioned date after sunset, after confirming that the two shepherds were not carrying weapons, at the
site of (Iraqi Komi Garma Sur). They also shelled the Iraqi tribes with various weapons to intimidate them
until they drove their animals with the two shepherds to the Iranian post at the (Haj Ibrahim) site. Following the arrival of the news,
the necessary measures were taken, and the District Governor personally went near the site of the incident, which is Komi Garma Sur within the
Iraqi border area in the Nawdasht sub-district to investigate the incident ⟦illegible⟧. He also requested an urgent meeting with the Iranian
Commissar after submitting two protest telegrams regarding this aggression. After holding the meeting at the Haj ⟦illegible⟧ summer resort
Omran on 8/9/1955 and deliberating, the Iranian side admitted to only (303) heads of sheep, and that
these sheep had crossed the Iranian border with their owners according to their claim, although they had not, as
the communications indicate - and pledged to return them. They were indeed received, i.e., the (303) heads, from the Iranian authorities
in Khaneh and delivered to their owners at the Haj Omran summer resort against a receipt, and the two shepherds were also released. ⟦line⟧
The Iranian Commissar also promised to investigate the incident upon his return to his headquarters and state the result.
It was learned from the course of communications that (50) heads of the stolen sheep had been recovered from the Haj Ibrahim post
in exchange for fifty Dinars through the mediation of the Iraqi named Sayyid Hassan, a resident of Saru Jawa village.
Another fifty heads were also returned by the commander of the mentioned post in the same manner days after the incident.
However, based on the above, the Iranian side admitted to only (303) heads. (2) It is understood from the summary of communications
that the total number of looted animals was (554) heads, of which (303 + 50 + 50) = 403 were returned, and (151)
heads remained with the Iranian authorities, but their owners have not approached the District Administration regarding the return of the remainder or its non-
return, numbering ⟦illegible⟧ until now.
3 - The District Governor requested in paragraph (12) of his report No. S/42 dated 8/17/1955 from your office
to mediate with the competent authorities to demand the remaining number of seized animals.
4 - It appears that the Iranian Commissar did not keep his promise during the meeting to investigate the incident and return the rest of the
sheep to their owners. We will contact our colleague, the Iranian Border Commissar, and follow up on the case to the result
as stated in your letter No. 12945 dated 12/6/1955 and we will provide your office with its result.
5 - We submit to your office herewith a copy of the letter from the Nawdasht Sub-district Directorate No. S/9 dated 12/4/955
regarding the same subject for your kind information and for necessary orders, please.

With reference to your letter numbered Sh / 1157 / 1157 / 4 / 24883 and dated 6 / 9 / 1953.
We refer to the two letters from the Erbil Liwa Governorate numbered S / 478 and 512 and dated 15 and 26 / 9 / 953 addressed to us, copies of which were sent to you regarding the subject. We would like to clarify that what was stated in the memorandum of the Iranian Embassy in Baghdad attached to your above-mentioned letter regarding the entry of the Iraqi Mangur tribes into the Iranian borders without a permit does not agree with the essence of the case, as the crossing of the mentioned tribes into the Iranian borders for the purpose of summering was not born today, since these tribes have been accustomed to grazing in Iranian lands on the borders for many generations, so that their summering has become a traditional matter inherited since ancient times, and the Iranian authorities' objection to this practice has never been a matter of concern throughout the aforementioned years.
2 - As for the claims of the Iranian authorities regarding the removal of border markers in the Khana area, the investigation carried out by the competent Iraqi authorities resulted in that no such attempt took place.
Accordingly, we request you to kindly respond to the competent Iranian authorities in light of the above and in the manner you deem appropriate, and to request them to allow the tribes in question to visit their pastures in Iran for the coming year as usual and not to interfere with them, in order to strengthen the bonds of friendship between the two countries, and to inform us of what you reach in this regard.
