We refer to the two letters from the Erbil Liwa Governorate numbered S / 478 and 512 and dated 15 and 26 / 9 / 953 addressed to us, copies of which were sent to you regarding the subject. We would like to clarify that what was stated in the memorandum of the Iranian Embassy in Baghdad attached to your above-mentioned letter regarding the entry of the Iraqi Mangur tribes into the Iranian borders without a permit does not agree with the essence of the case, as the crossing of the mentioned tribes into the Iranian borders for the purpose of summering was not born today, since these tribes have been accustomed to grazing in Iranian lands on the borders for many generations, so that their summering has become a traditional matter inherited since ancient times, and the Iranian authorities' objection to this practice has never been a matter of concern throughout the aforementioned years.
2 - As for the claims of the Iranian authorities regarding the removal of border markers in the Khana area, the investigation carried out by the competent Iraqi authorities resulted in that no such attempt took place.
Accordingly, we request you to kindly respond to the competent Iranian authorities in light of the above and in the manner you deem appropriate, and to request them to allow the tribes in question to visit their pastures in Iran for the coming year as usual and not to interfere with them, in order to strengthen the bonds of friendship between the two countries, and to inform us of what you reach in this regard.

1 - You will notice from the reports attached to our letter No. S / 403 dated 16 / 8 / 1953 that the issue of Iraqi tribes crossing the Iranian border in Rania District for the purpose of summering and grazing has become clear in a way that shows that the mentioned pastures are located within the Iranian borders, but the matter is not a border violation or a dispute over the border line, rather the matter is limited to a practice followed by the Iraqi tribes in the mentioned district for decades, as they used to penetrate ⟦into them⟧ during the summer months without having to obtain a permit from the Iranian authorities at the borders and without performing other ceremonies in this regard, as is the case with other tribes such as the Herkians, for example. Therefore, we believe that this old practice, which has sufficient legal character, is what the competent Iraqi authorities should rely on in persuading the Iranian government to agree to the continuation of the mentioned tribes in enjoying their acquired right in this regard.
2 - As for the allegations of the Iranian authorities regarding the removal of border markers in the Iranian Khaneh area by a number of Iraqi and British officers, we have previously requested the competent administrative authorities in this Liwa to conduct an investigation into these allegations, as you notice from our letter mentioned above. Nevertheless, as far as I am aware of the subject since my arrival to this Liwa, I can say that nothing of that happened; however, we will provide you with the result in detail.

Addressed to the District Governor of Pishdar regarding the clash of the Iranians
with the Mangur tribe
With reference to your letter No. 713 dated 16/7/1953, we present to your position:-
1- The news of the clash of the Iraqi Mangur tribe residing in the Rania area with the Iranian soldiers
is true and beyond doubt.
2- The location of the incident is the site called (Iranian Mirgah), which is a summer resort for the
Mangur tribe residing in Iraqi and Iranian lands since ancient times.
3- The reasons:- The Iranian soldiers warned the Iraqi Mangur tribe staying at the (Mirgah) site
either to pay the grazing fee or to withdraw from their position and return to their place inside Iraqi territory. When
the aforementioned tribe refused to submit on the pretext that the place has been their summer resort since the time of their fathers and grandfathers
and insisted on staying there, the Iranian soldiers did not hesitate to open fire on the Iraqi Mangur tribe
and the latter reciprocated. The clash between the two sides lasted for about (15 and 6 hours), and the
Iraqi Mangur tribe was able to withdraw its sheep and livestock into Iraqi territory and then withdraw
itself.
No loss of life occurred during the clash except for one animal that was wounded, which
belongs to Mam Rasul Abdullah Bayiz Agha of the Iranian Mangur.
The Iranian soldiers involved in the clash were one company, assisted by the Iranian Mangur
tribe. The District Governor of Rania went with the Assistant Chief of Police of Koy Sanjaq to the (Galala) site, and they are there now
waiting for the Iranian Commissioner, as they requested him for a meeting and deliberation regarding the incident.
We report that the incident occurred between the Rania tribes and the Iranian soldiers and had no connection
connection with our district, and our tribes are calm and have not made any move.

We have been informed via the police that an assault has occurred by Iranian soldiers against the Iraqi Mangur tribes
residing in the Rania District area at their summer resort in Mount Qandil, where the soldiers attacked the aforementioned tribes
and a clash occurred between the two parties leading to the killing of one person from the tribes. The location of the incident is not known whether it was inside
Iraqi or Iranian territory.
As for the cause of the incident, accounts differ; it is said that the Iranian authorities requested the aforementioned tribe ⟦to⟧ withdraw from the place
where they were staying, claiming it was Iranian territory, but the tribe did not withdraw, so the authority attacked them to force them to withdraw by firing
bullets at them. It is also said that the Iranian Mangur tribes are the ones who requested the Iranian authorities to deport the Iraqi Mangur tribes
under the pretext that their summer resort is within Iranian territory because the sister of Ali Hassan Agha, chief of the Iraqi Mangur tribe,
had been kidnapped by a person from the Iranian Mangurs, and Hassan Agha intended to attack the Iranian Mangurs out of spite against them.
