With reference to your letter No. 7/1/19 dated 2/7/1930
I have reviewed the three items listed in the statement of the community's hospitals committee, and therefore I submit the details
and an explanation of the issue under discussion as follows, to inform your esteemed ministry of this matter:
1) The case revolved around the dismissal of the hospital director, Sassoon Effendi Hakham Heskel. Two months after
I assumed the position of Acting Chief of the Israeli community, I received a letter from the Vice Chairman of the Committee, the judge in
the Court of First Instance, Heskel Effendi, requesting the dismissal of the aforementioned Sassoon Effendi from his post and the termination of his salary
starting from June 1, 1930. At the same time, I also received letters and petitions from the hospital's Chief Physician
Dr. Kani Bey, Dr. Abdullah Effendi, and from the hospital's founder Simha Eliyahu, as well as a petition signed by
more than one thousand five hundred people, and other petitions from members of all previous hospital committees, protesting
against the dismissal of the aforementioned director and requesting his retention until the formation of the Secular Council, in view of his previous
services to this institution for twenty-five years and his experience in managing its affairs. Consequently, this
issue became of great importance, so I scrutinized it from various aspects and decided to keep matters as they were until the formation of the
Secular Council to decide on this matter.
The internal regulations of the committee do not grant the committee the authority to appoint or dismiss the director and the accountant; rather, it entrusts
this to the Secular Council alone. Furthermore, no decision was issued to dismiss the aforementioned director by the
previous Council. What draws attention is the certified copy of the paper issued by the aforementioned Heskel Effendi addressed
to the Council Secretary, Anwar Effendi, attached to this letter, which was found in our office among the papers. It clearly
indicates that the corrupt measure taken to remove Sassoon Effendi, the hospital director, is not free from being lacking
in good faith. The lack of good faith in this regard is apparent upon simply reviewing it, a matter which we leave to the
judgment of your esteemed ministry. I deeply regret being forced to narrate this case to illuminate the truth.
2) The salaries and allocations of all community institutions set in the general budget are still being paid
according to the rules month by month. Granting amounts outside of these is beyond my capability. I hope you note
that I did not decide to cut the allocations for dispensaries and others. ⟦line⟧

(3) As for the revenues collected by the collector, it is a religious matter that falls under the jurisdiction of the Rabbis.
By their order, payment was postponed until the formation of the Lay Council, due to a dispute between the Rabbis and the Committee.

recommendations were justified and intended to calm spirits in order to maintain the calm atmosphere required for conducting

With reference to your letter No. 1155 / H dated 25 May 1930.
If you wish to know the truth of the matter as mentioned in your aforementioned letter, we say to your sovereignty that
the signatories of the petition lied in what they stated. The details are that the committee had given
the milk by contract for the first time on 25 May 1929 until the end of 31 March 1930 (for a period
of ten months and five days) and before giving it by contract, it had informed all milk sellers,
among them the hospital director Sasson son of Rabbi Heskel, who used to sell milk to the
hospital for four years or more without any tender, likewise through the director himself.
On the last day of the contract period, Director Sasson informed the committee that no milk seller
had approached the management, nor had anyone approached the committee or one of its members directly, and therefore
the contract was given to the person named Khadhouri son of Yusuf, who applied after the aforementioned period had passed, and the committee
agreed with him. For the second time, i.e., upon the expiration of the first contract period, no person whatsoever approached the committee
in this regard, and therefore negotiations took place with the first contractor, and he agreed to reduce the price, <del>so</del>
the committee extended the contract with him for another six months starting from 1 April 1930. However,
the person named Khadhouri son of Menashi recently approached the committee, specifically on 8 May 1930, requesting to take
the milk by contract, so the committee informed him through the director that he could approach the management in this
regard after the end of the contract period, which was extended for six months starting from the first of April 1930.

think of providing milk through a contract; rather, the director Sassoon Afif, son of Rabbi Heskel,

damages this caused to the hospital administration. Some of these are officially documented,
meaning under official records that still exist in the hospital; that the ⟦seller⟧ milk seller
mentioned, namely Sassoon Afif son of Rabbi Heskel, used to sell to the hospital
all the milk obtained from his cows—not only from his cows that were grazing and roaming in
the hospital garden, but even from his cows in Baghdad, even though the hospital administration
did not need more than half of what he was selling to it daily, and he used to carry over every day

where I am poor and my condition is very critical I hope from your presence that you order the restoration of health to the doctor so if it remains

Subject: The case of Rahmin bin Nassim
To the Honorable Acting Chief Rabbi of Baghdad
After greetings and respect.
With reference to your letter No. 1208 / H dated July 7,
1930 regarding the case of Rahmin bin Nassim.
Upon investigation, it became clear to the committee that the sick wife of Rahmin bin Nassim
had entered the hospital and remained there for two nights and one day, and on the following day
she was examined by the hospital's chief physician, Dr. Kani Bey, and Dr.
Senanus, the hospital's internal physician, and they decided by agreement that she is not afflicted with any disease
whatsoever, and there is no need for her treatment inside the hospital as she requires
tonic medicines and can use them outside the hospital in any manner. Therefore, she was discharged
with the approval and order of Dr. Kani Bey, and her departure from the hospital was at eight o'clock
in the morning. With our utmost respect to your Excellency.
