The Chief of Consumption Inspectors for the Baghdad Province requested the management of Mir Elias Hospital,
via his letter No. 6626 dated 10/28/1948, to obtain certification papers for the products
that it had previously purchased from grocers during the period from 1/15/1948 until
10/31/1948.
Since the hospital administration purchases various products from multiple shops and stores
located within officially recognized consumption centers, it neglected to obtain
the aforementioned certification papers, especially since the grocer and other sellers had already paid
the consumption fee at the center designated for that purpose, and what the aforementioned directorate purchased through
one of its employees is only a part of those distributed products. Furthermore, this method
has not been objected to since 1932, and even since the hospital's establishment about
thirty years ago.
Therefore, since obtaining the certification papers requested by the Chief
of Inspectors for the previous period is impossible to obtain now given that a significant amount of time
has passed, we hope for your kind approval regarding this, assuring you that the hospital administration has instructed
the concerned employee to demand a certification paper from the seller according to the regulations, starting from
11/1/1948, and it will be submitted to the Al-Maydan Consumption Officer according to the regulations.

We wish to present to Your Excellency that a quantity of medicines has arrived for the Israeli Hospitals Committee
for use in Meir Elias Hospital and was released from customs according to the two declarations
dated 2 / 182 and 2 / 183 and dated 18 / 2 / 1948, and the customs duties
paid on them amounted to 63.65 Dinars.
It is not hidden from Your Excellency that this committee manages the Meir Elias Charitable Hospital
which includes more than (125) beds for poor patients, and in addition to that, it is
responsible for managing the Rima Khedouri Eye Hospital and the Dar Al-Shifa Clinic, which are frequented by
hundreds of poor patients daily, which entails bearing very high costs and expenses and facing ⟦illegible⟧
great difficulties in obtaining them in such difficult economic circumstances.

We wish to present to Your Excellency that Meir Elias Hospital, whose management belongs to
the Presidency of the Jewish Community, has been requested by the General Revenue Directorate to pay consumption fees
for the subsistence materials consumed therein starting from 15 / 10 / 948, given that they are not supported
by consumption forms confirming their taxation. Since it has been the custom to purchase what
the aforementioned hospital needs in terms of food supplies since its establishment in 1924 directly from the markets
similar to families and heads of households, the hospital administration did not support all purchases
with consumption forms that confirm the taxation of the materials it purchases.
The demand for this fee means considering all purchases of Meir Elias Hospital
of products subject to consumption fees as untaxed (i.e., smuggled), while all
our purchases were made from known shops where there can be no doubt about the validity of their transactions
and the taxation of the items sold therein according to the laws in force. It is not possible for consumption inspectors
and specialists to verify the truth of our claim; furthermore, it is inconceivable that a humanitarian
institution like Meir Elias Hospital - which bears the burden of treating no less than 150 internal patients
