Import license for a medical machine for heart examination
ELECTROCARDIOGRAPH MACHINERY .

18 / 7 / 1947
The Honorable Ministry of Supply
After greetings and respect
The Israeli Hospitals Committee in Baghdad has previously submitted its request to
your honorable ministry regarding obtaining a license to import a medical machine for heart examination
ELECTROCARDIOGRAPH from the United States for the purpose of using it
in Meir Elias Hospital, costing 2439.52 dollars. However, I have learned
with regret that your honorable ministry has rejected this request. In view of the
urgent need of the doctors of this institution for such a device, which will increase
the technical efficiency of the hospital, especially since a benefactor will donate the price of this
device to the hospital, I beg your honorable ministry to kindly reconsider
the aforementioned request.
Hoping that your honorable ministry will give this humanitarian case the necessary
attention, and awaiting your reply, please accept my utmost thanks and respect.

His Eminence Rabbi Sassoon Khedhouri, the Most Honorable President of the Jewish Community
Presented to your Eminence, my Lord
That the plot of land located in the Al-Kawalat district, No. 220, belonging to the Hospital Endowment, had
been leased by the Hospital Endowment Council for an amount of forty dinars annually for a period of thirty
years, which equals 1200 one thousand two hundred dinars, and the tenant is to build houses on it
numbering seven houses. Since my efforts in this case have been prolonged, I consulted the Secretary of the Council
with the President and members Naeem Soneed, Salman Soghair, Daoud Khedhouri, and Al-Baker.
The President of the aforementioned committee mediated, and I offered him an annual rent for the mentioned plot
of one hundred and fifty dinars to Raphael Nissim and his partner Khedhouri Benyari, but the Council did not agree
to that. The Secretary of the Council and the members told me to strive so that I might obtain
an amount more than that. After a few days, I found someone interested in the plot for an amount of two hundred dinars -
namely Gorji Moshi, and the Council members did not agree, but rather told me to strive so that I might obtain
an amount more than that. I found a third interested party and we reached an amount of two hundred and fifty-eight
dinars, which equals over a period of thirty years 6750 six thousand seven hundred and fifty.
Let it be known to your Eminence what has occurred of the great difference in the increase of the annual rent,
which equals six times the previous amount that they had previously contracted for,
all the members of the Hospital Council with the President. So, my Lord, is it fair?

the like, and since we believe in your honest conscience, we hope for your high attention

We wish to present to Your Excellency that a quantity of medicines has arrived for the Israeli Hospitals Committee
for use in Meir Elias Hospital and was released from customs under the two declarations
numbered 182/2 and 183/2 Basra and dated 18 / 2 / 1948, and the customs duties
paid on them amounted to 63.565 Dinars.
It is not hidden from Your Excellency that this committee manages the Meir Elias Charitable Hospital
which includes more than (125) beds for poor patients, and in addition to that, it is
responsible for managing the Rima Khedouri Eye Hospital and the Dar Al-Shifa Dispensary, which are visited by
hundreds of poor patients daily, which requires it to bear very heavy costs and expenses and face
great difficulties in obtaining them in such difficult economic circumstances.
Therefore, please be so kind as to approve the exemption of the mentioned committee from the customs duties
mentioned above, and to Your Excellency much thanks and respect.
