Due to the large number of patients visiting the "Dar Al-Shifa" clinic and the need of many of them
for a surgeon, an agreement has been reached between the Jewish Hospitals Management Committee and Dr. Isaac
Daoud Israel, currently employed at the Teachers' Hospital, for the purpose of
utilizing him as a surgeon in the aforementioned clinic and to benefit from his services when
necessary at Meir Elias Hospital. We kindly request your approval for the employment of the
aforementioned doctor in the health institutions belonging to the Jewish Community in Baghdad.

His Excellency, the President of the Baghdad Court of First Instance, respected.
Plaintiff - Mr. Moshe Ezra - Tailor on Al-Sabkha Street - Albans Khan No. (1)
Defendants - 1) Mr. Eliyahu Hayyim Tawfiq in his capacity as President of the Lay Council in addition to the fund of
the Israelite Community.

Subject of the Lawsuit - I leased from the first defendant in his capacity as President of the Lay Council the two khans
numbered 242/256 and 56b / 242 located in the Al-Koulat neighborhood with the shop numbered 56d / 242
for a period of two years starting from 1 Cheshvan year 5707 corresponding to 26 / 10 / 46 - for a rent of (645) dinars
on the condition that I lease and utilize the two mentioned khans to others. When I received the two khans, I found seven rooms of the two
mentioned khans whose roofs had substantial defects in a way that makes them unfit for use and residence, along with the balconies attached to
the two mentioned khans - which caused tenants to refrain from residing in them and from increasing the rent amounts, a matter which
brought me heavy damages - and when I approached the defendants, they pledged to me to renovate and repair the rooms and balconies
that were ruined and unfit for use and residence, which are mentioned above, within a period of four days from the date of
the contract - otherwise, they would pay me all damages resulting from that without serving a formal notice, which were estimated
at the time at (171/250) dinars - jointly and severally - and I have demanded the defendants to pay the mentioned amount
but they refused - therefore, I request the summoning of the defendants to court and compelling them jointly and severally to pay the amount mentioned to me above
namely the first defendant in addition to the Israelite Community fund, and the second and third defendants
personally and as guarantors - while compelling them to pay all court costs, legal installments, attorney fees, and filings, and I reserve
the right to file a lawsuit for the rest of the damages, downtime, and losses that befall me as a result of that. With respect to Your Excellency.

To the Honorable President of the Jewish Community
After greetings, -
I found it my duty, for the reasons I will state below, to address this letter to your Excellency
hoping you would kindly deliver it to the persons responsible for managing the community's affairs for review, and you will find enclosed
two additional copies for this purpose.
1- There is a plot of land opposite the main gate of Meir Elias Hospital, through which cars pass, owned
by the hospital. It is a remnant separated from the hospital land during the adjustment of the public street adjacent to the railway
line, and its map, drawn based on the plans of the Secretariat of the Capital, is located in the hospital administration.
Since this land has its importance at the present time, it must be fenced at the very least, keeping in mind
that the hospital can purchase the road remnants located next to it so that houses can be built on them
to be an endowment for the hospital.
2- There is also an endowment plot for Meir Elias Hospital located in Tell Umm al-Izam (in the Al-Kasrat neighborhood)
under number 32i / 242, and its area according to the Tabu deed is (2000) square meters. I have
constructed two khans on a part of it measuring approximately (1000) square meters in the year 1934, and these
two khans contain (40) rooms. They were built at that time from the hospital's rubble during the time
I was carrying out renovations there, and they are inhabited by poor families, and their annual rent amounts to
(-/300) Dinars. As for the remaining part of this land, which measures approximately (1000) square
meters, there was a dispute regarding the validity of its ownership by the hospital, as there was a second deed in the name of the heirs
of the late Rabbi Moshe Sadqa. I have conducted the necessary investigations to prove its ownership, and its ownership by the
hospital was confirmed to us by the Tabu before the Lay Council dissolved the Hospitals Committee last September,
noting that Mr. Salim Khabbaza, the community secretary, knows the details of that. Since this land -
has great value now, it must be attended to as soon as possible.
3- Some time ago, there were three houses endowed by Sir Elie ⟦...⟧zer Kadoorie to the Rimah Kadoorie Eye Hospital
located in the Al-Maharshal neighborhood. The Secretariat of the Capital expropriated them when it opened the street that passes
through that neighborhood, and their value was estimated, as I recall, at approximately (-/650) Dinars, and this
amount was deposited, I believe, in the Rafidain Bank. There is correspondence with the community administration in this regard indicating that -
this amount was deposited with the Rafidain Bank, naturally until the community administration decides to purchase real
estate, as I believe, to be endowments for the mentioned hospital instead of the endowments expropriated by the Secretariat. Please
take the necessary steps to follow up on that.
4- There is an endowment from Mrs. Simha, wife of the late Meir Elias, in the amount of (5000) five thousand Ottoman Liras
deposited at the time with the Alliance Society, then converted into French Francs at the time, according to the
relevant records in the Alliance schools. The hospital's share of this endowment is 75% and the remaining 25% is
to Midrash Talmud Torah. Indeed, the yield of this endowment used to come to the hospital from before the war until the year 1940.
Since 1940, those revenues have ceased, and therefore they must be attended to at the present time since the
war conditions that led to the cessation of these revenues have passed.

5 - There is in the community administration box a copy of an endowment from the late Simha Eliyahu Shlomo Daoud, in which she endows all
her movable property; the funds are shares in London. Among the conditions of this endowment is that immovable property be purchased with them,
allocating 75% of it to the Meir Elias Hospital and the remaining 25% to the Torah of the late
Meir Elias. I had discussed with Mr. Shaul Saleh Eliyahu Shlomo Daoud the follow-up of this transaction,
and he has indeed begun doing so, and therefore this must be monitored.
On this occasion, I would like to point out that for a period of approximately two or three months, some men of the community
from those who manage its affairs at the present time, secretly from the Hospitals Committee or from the Lay Council,
have been collecting financial donations to assist the hospital fund (and this is not hidden from your Excellency, of course). The aforementioned
individuals were claiming during their collection of donations that the previous Hospitals Committee had left the hospital and it was
burdened with a deficit amounting to (6,000/-) Dinars. When I heard that, I was very surprised by the issuance of these
statements, but I interpreted it as the aforementioned individuals not having yet formed correct information about
the financial situation of the hospitals when the Council dissolved the Hospitals Committee in September 1946. Accordingly,
I found it appropriate and fitting to clarify here the reality of the financial situation at that date for the information of
the members of the community, as the truth contradicts that.
The month of September, in which the Hospitals Committee was dissolved, coincides with the middle of the fiscal year, and I would like to
list below a summary of the financial situation at the end of that month according to the relevant hospital budget.

The length of the constructed wall is 225 meters, excluding two large iron gates and a high wall separating the hospital from the neighbors.

It is worth mentioning in this section that the Lay Council used to allocate lump-sum allowances to the hospitals and mostly approved the budget with an estimated deficit of 2300 - 2400 Dinars.
And here I would like to ask, where is the deficit amounting to -/6000 Dinars that existed at the end of last September, i.e., the month in which the previous committee was dissolved? Even if we overlook the value of the storehouse assets on 1/4/1946, amounting to 4908/842 Dinars, and subtract it from the requests as mentioned above, there remains only the amount of 3865/911 Dinars as a verified debt on the hospital at the end of last September, offset by the amount of 2833/744 Dinars representing the extraordinary expenses detailed above, for which there are not, and have never been, any revenues to cover their costs, and which the committee was forced to spend during the past year based on several warnings issued by the Baghdad Municipality.
In conclusion, it must be said that since the community tasked me with managing the affairs of the hospitals from 1932 until 1936, i.e., for a period of 14 years, tens of thousands of Dinars had entered the hospital, and I often, or rather always, faced great financial hardship and an accumulated deficit in its budget. I used to find the necessary resources to cover it, but I believe that the affairs of these institutions proceeded as they should, and several reforms, expansions, and constructions were introduced to them, as stated in the report of the Hospitals Committee issued in 1944, despite that financial hardship that always possessed it. All of this was in complete calm, and it never prompted me to publicize or claim the existence of a deficit greater than the real one, or even the existence of any deficit at all. I also believe that the debt on the hospital at the end of September 1946, amounting to 3865/911 Dinars, is a normal debt that always existed; in fact, it happened that the debt on the hospital was multiples of this amount during the fourteen-year period during which I was managing the hospital. have appointed the lawyers Nassim Rabie and Anwar Youssef Samih to litigate on my behalf, jointly and severally, in the lawsuit
numbered [blank] filed in the Baghdad Court of First Instance against the Secretariat of the Capital, and I have authorized

Following up on the aforementioned lawsuit in all legal ways, including first instance, appeal, cassation, in person and in absentia,

It has come to our attention that Mr. Salman Ezra, owner of the house numbered 138/52, sequence 527,
located in the Al-Tawrat neighborhood and adjacent to the house numbered 138/5/4, Al-Tawrat neighborhood, sequence 529, which belongs
to the endowments of the Jewish community, the proceeds of which are spent on the sick and the poor, has submitted a request to your
respected municipality to subdivide his aforementioned house into several houses and to make the passage leading to his house a private road.
Since the aforementioned passage has a limited height and above it there is a room belonging to the house numbered
138/5/4 (from the endowments of the Jewish community), as shown in the deed and the Tabu map for the house numbered
138/52 belonging to Mr. Salman Ezra, we therefore do not agree to the creation of a second door for the aforementioned house
and consequently making the aforementioned passage a private road, due to the injustice and damage that ⟦will befall⟧ ⟦this⟧ ⟦house⟧.
We therefore request your respected municipality to audit the deed and the Tabu map of the house belonging to Mr. Salman

Due to the resignation of Mr. Eliyahu Karim from the secretariat of the Israeli Hospitals Committee
in Baghdad, it has been decided to elect Mr. Naim Ezra Sofer as Honorary Secretary
for the aforementioned committee instead of the resigned Mr. Eliyahu Karim. This election has been
approved by the Lay Council of the Jewish Community in Baghdad.
We request that you rely on the signature of the Secretary, Mr. Naim Ezra Sofer, instead of
Mr. Eliyahu Karim in the event of withdrawing funds for the committee's account at your bank, provided that
