I have referred your letter to the esteemed Lay Council, however, since
the majority of the council members are currently outside Iraq
such that it is no longer possible to achieve a quorum, and as there is no one
currently in Baghdad authorized to sign for withdrawals except the Vice President, therefore taking
any measures regarding what was stated in your letter is not possible at the moment.
There is no doubt that this matter will receive sufficient attention from
the Council at its first meeting;

With reference to your letter numbered 4452 and dated 20 July 1927
The financial situation of this hospital has reached the utmost limit of distress and I
have no doubt that this administration will be forced to stop its ⟦deliberations⟧ very soon.
I would like to draw your Excellency's attention to the fact that the lack of a quorum in the esteemed
Lay Council does not justify postponing the consideration of this case until the meeting of the said council because this postponement
will inevitably lead to a result that no one will be pleased with.
And if there is no one currently in Baghdad authorized to withdraw funds, it is not hidden from
your Excellency that ⟦you consider⟧ the hospital's own need as sufficient authorization for any withdrawal.
Therefore, I am confident that your Excellency will not disappoint my hope in taking
swift action regarding my first letter, especially since the Hospitals Committee
has resigned, as you know.

After greetings and respect,
In view of the statements contained in the letter of the administrator of Mir Elias Hospital numbered
68 dated 8 August 1937, and based on the many requests received by
this presidency from the hospital's creditors who are urgently demanding payment of what is
owed to them by the hospital, and to facilitate the consideration of your committee's resignation,
And considering that the majority of the members of the esteemed Lay Council are currently
outside Iraq, making it impossible to convene the aforementioned council immediately
to consider this urgent matter,
And appreciating that I am confident that the continuation of the current situation will inevitably lead to
the cessation of work at the hospital and lead to its closure,
Therefore, I have decided to exercise the authority vested in me under paragraph ⟦b⟧ of
Article Five of the Jewish Community Law No. 77 of 1931, and I have issued to you
a promissory note for the amount of one hundred and seventy-five dinars due on 1 October 937, in addition
to the Jewish Community Fund in Baghdad, which will be obligated to pay it upon maturity,
which is equal to the hospital's allocations for one month to settle the hospitals' affairs. I hope
you will negotiate it with one of the money changers, and I ask you to assist me in managing the hospitals' affairs
until the Lay Council can be convened.

With reference to my recent meeting with Your Excellency accompanied by the Vice President of the Lay Council,
Mr. Khedhouri Shukur,
I confirm my request to Your Excellency to kindly patronize the ceremony we wish
to hold to help our hospitals and cover their deficit amounting to about three thousand dinars. And we would be
extremely grateful if you would kindly issue the necessary permit and order the permission to hold the ceremony
in Al-Sa'dun Park and instruct the exemption of this charitable ceremony from stamp duties.
Enclosed I submit the sample of the card proposed to be used in this regard.

Your Excellency will find enclosed a copy of the accounts of the Jewish hospitals
for the last five years, from which the importance of these charitable institutions is clear to Your Excellency
as well as the amount of care exerted by the benefactors among the men of the community, the Lay Council,
and the Hospitals Committee for its sake.
In view of what is well known regarding your sympathy for charitable institutions and your kindness to the sick
poor, we have come with this to Your Excellency, hoping that you will include the Jewish hospitals
in your care and that you will do everything in your power for the success of the charitable ceremony that will be held for its benefit.
May you remain successful in doing good;

Report on Hospitals
Meir Elias Hospital - It is a charitable hospital containing departments for internal medicine, surgery,
and obstetrics. It includes an institute for analysis and Roentgen rays (X-rays) and accepts male, female,
and child patients. The hospital has a professor for internal medicine, an operating doctor, an assistant, a female doctor
specializing in gynecology and pediatrics, and a doctor specializing in analysis and radiology -
Rima Khedouri Eye Hospital - A charitable hospital for the poor; the visits by women and men to it
during the year 35/936 reached (225,035) visits, at an average of 750 to 800 visits per day.
180 major operations and 594 minor operations were performed for the eyes. It has a specialist doctor
in eye diseases and nurses as needed.
Dar al-Shifa Pharmacy - A pharmacy opened by a doctor to treat patients for free, and it dispenses
prescriptions to them free of charge. It has given 44,462 prescriptions during one year, and the doctor made
160 visits to the patients' own homes during the year.
School Clinics - A clinic has been established in every school containing the necessary medicines and instruments
to treat school pupils in a specifically comfortable manner. The pupils' eyes are examined from time
to time by the specialist doctor at the Rima Khedouri Hospital.
Surgery Clinic - There are also surgery rooms where simple surgical operations are performed
for the poor for free by a surgeon employed for this purpose;

the creditors of the hospitals to this presidency, who are urgently demanding the payment
of what is owed to them by the hospitals in view of the resignation of your committee
And given that the majority of the members of the esteemed Lay Council at the present time
are outside Iraq, such that it has become impossible to convene the aforementioned council immediately
to look into this urgent matter
And given that I am confident that the continuation of the current situation will inevitably lead to
the cessation of the workflow in the hospitals and lead to their closure
Therefore, I have decided to exercise the authority vested in me under paragraph B of
Article Five of the Jewish Community Law No. 77 of 1931 and have borrowed
the sum of three hundred and fifty Dinars, which is equal to the hospital allocations for the month of April
to be paid to your committee. I hope that your esteemed committee, despite my knowledge of its resignation, will
return to overseeing the management of the hospitals until the Lay Council can be convened, which
will look into this matter and have the option to deduct this amount from your allocations
in the manner it deems most appropriate for the interest
And it is my strong hope that your reliable concern for the interest of these charitable institutions

I, Isaac Al-Jarrah, have spent forty years in surgery and dressing in the hospitals
of the community, during which I earned the appreciation of doctors and the trust of all clients.
You were informed on a previous occasion of what happened to me regarding the accusation of causing the death of
a child - then it became clear to me from the findings as the doctors decided - which led to my interruption
from work for a period, but my innocence - thank God - has been proven, my innocence from this
charge fabricated against me with lies and slander.
I have come with this to request from your Eminence the order to reinstate me to the hospital for this period
during which I was suspended from work - and there is no doubt that your Eminence appreciates the losses
and damages that befell me during this period - I also beg of your Eminence the order to reinstate me
to my position so that I may continue my efforts in serving the poor among the members of the community.
My hope is firm that your Eminence will look upon this case of mine with an eye of kindness in appreciation of my services
many, and for the state I have become in after the losses and damages I incurred during this period.
