the committee has approved my proposals regarding the hospital management
in the last session.
Since I wish to take my annual leave, I would like from your Excellency
to send the answer quickly, and in case of non-approval of
my proposals, I will take other measures.

Mr. President,
At the conclusion of the old contracts it was understood
that the salaries were not the expression of the qualifications
of these engaged doctors but that it was necessary to take into account
the financial situation of the hospital which did not allow
paying a higher salary. In the meantime and especially in
the last two years the situation of the Hospital has
improved thanks to the good understanding between the Committee and the
doctors so that the Committee was able to take on other
engagements whose salaries were fixed as a countervalue
of the work requested. It goes without saying and it is necessary that
now the old contracts must also be subject to
a revision on this subject.
I therefore take the liberty of submitting to the honorable Committee the
necessary changes to be introduced into my contract
alongside the others which will remain in force as until
now.
I request to increase my fixed salary starting from May 15
to 45 Dinars.
Furthermore, I request you to agree that I will participate in
the fees for private operations at a rate of 50%,
without these amounts being counted against my fixed salary of
£ 45.
In connection with the provisions made in recent times
in the new contract my fixed salary will be paid in full
also during the time of my leave and during the duration
of any illnesses.

clinic in the city. A participation of the hospital
in the resulting revenues is to be discussed.
The right to leave will be settled for me as in the last
new contract.
The discussion of the above is possible only if
the question of the Hospital Management is settled according to
my proposals made before the Committee in the previous
session.
Since I must enjoy my leave, I beg you, Mr.
President, to let me know your decisions until the
8th inst., given that in case of non-acceptance of my
proposals, I would be forced to make other arrangements.

After the Secretariat Council had approved in its decision dated July 2, 1935, in paragraph
34, the sale of the road surplus with an area of 1650 square meters located in front of the hospital
of Meir Elias at a price of 225 fils per square meter, however, after fixing the alignment of the road
on which the mentioned surplus is located in a final manner and conducting the survey and audit, it appeared that
its area is 1744.00 square meters, and accordingly, the Council decided in the twenty-first
paragraph of its session held on March 17, 1936, to collect the value of the excess difference
from you according to the price shown in the previous decision, so please send it to us.

We confirm our letter No. 5986 dated 26 March 936 and request the sending of an amount of
21/150 Dinars for the price of the 94 square meters of road surplus located in front of
Meir Elias Hospital, which appeared as an excess between the first area amounting to
1650 and the final area amounting to 1744 square meters, after fixing the alignment of
the road located on the mentioned surplus, so that we can settle the account and instruct
the Baghdad Land Registry Directorate to correct the entry according to the final area shown above.

It is not hidden from your Excellency that the state of the Meir Elias Hospital has today become in a bad state ⟦...⟧ the late
Meir Elias founded this hospital as a mercy for his soul, but he did not know that it would become in it
The hospital is a refuge for the corrupt and the infatuated. In order to verify our words, we ask you to direct the following questions to
the member Meir Effendi Dangoor.
First - Please inform us of the reason for your daily visit to the hospital from 12:00 to 7-8:00 PM in the afternoon.
Second - Have you dispensed with the brokerage work that you used to practice previously?
Third - It has come to our attention that you sleep in the hospital on some nights, so can you tell us the reason for that
and in which room is your sleeping place?
Fourth - They say that you are infatuated with the nurse whom Ezra Shua brought from London for cooking, then he dispensed
with her finally for some reasons, and you employed her in the hospital in the position of a nurse for your lust and to fulfill
your interest, so is this true, I wonder?
Fifth - They also say that your sleeping in the hospital is for the sake of the mentioned nurse and in her room, so if that is true, then it is right
that you pay her salary from your own money and not from the community fund, since you benefit from her more than
the hospital benefits.
Sixth - They also say that there are two other nurses and they also have companions who stay overnight with them in the hospital
at night. So what is your say on that, O member of the hospital? A member must have sufficient information.
So, O His Eminence the President of the Community, I inform you that all this affliction has come from the hospital committee because they lost
their conscience and judged some of the employees who reported these heinous acts that took place before them
and punished them severely. Some of them were expelled, such as Sion Moallem, who served the hospital with diligence and activity for
nearly 15 years; he was expelled because of this case when he informed the committee of it. So how can anyone else
among the employees dare after this to report what he sees in the hospital of heinous acts?
Where is the former director Sassoon Hakham Heskel Yehuda to spread this news because he was not afraid of
anyone? Where is the virtuous Simha, sister of the late Meir Elias? Now she has the right to cry and complain before the Lay
Council to reform the situation. Where is the virtuous Menashi Effendi Saleh, the zealous one, to overturn this committee
and investigate the bad state of the hospital, as he is older than others and has the right to inspect, investigate, and do everything
that he chooses?
What a pity for this bad state that the hospital has finally reached.

the possibility of admitting and treating cases of infectious diseases such as typhoid fever in the private wing
of Meir Elias Hospital .
We inform you that the law does not permit private hospitals to admit and treat cases
of infectious diseases. All diseases that must be reported and the epidemic diseases mentioned
in the first section of the annex to the Infectious Diseases Law of 1926 must be treated only
in government isolation hospitals .
The private wing in Meir Elias Hospital will be very useful for admitting and treating cases
of infectious, contagious, and communicable diseases that occur in the general wards and maternity wards in
your hospital, such as cases of puerperal fever in maternity wards, erysipelas in surgical cases,
post-operative sepsis, dysentery occurring as a complication of other diseases, cancer, and the like.
The infectious diseases that must be reported are monitored only by
the hospitals of the Health Service, as is the case in most other countries .

We inform you that the law does not permit private hospitals to accept and treat cases
of infectious diseases. All diseases that must be reported and the
