After greetings and respect
It is not hidden from Your Excellency's keen insight that the efforts of the Israelite Community administration
have been directed for a year toward the general and comprehensive reform of the Meir Elias Hospital, covering the building, technical
tools, administration, and medical treatment. The many complaints that used to emanate from the Directorate of Public Health
regarding this hospital have almost vanished as a result of the extraordinary efforts exerted by the community for the sake of
introducing the necessary reforms to this hospital until it became one of the hospitals that provides
undeniable services to public health.
The steady improvement that the hospital has achieved during the last year has generated
confidence in the hearts of the patients, so the demand for it increased steadily to the point that Dr. Sostman, the hospital director,
is no longer able to manage the work alone without the assistance of a second doctor. Therefore, we have seen - in view of
what we know of Your Excellency's sympathy for this charitable hospital - to request Your Excellency's permission
before negotiating with a foreign doctor specializing in internal medicine to employ him in the hospital with
Dr. ⟦illegible⟧
Furthermore, since specialist doctors are currently found in abundance in
Germany and can be employed for wages that do not cost the hospital fund exorbitant expenses, we will seek to obtain
a specialist from Germany.

His Excellency the Respected Minister of Interior
After greetings and respect
In our letter No. 2689 dated 15 Muharram 353 and 29 April 934, we drew the attention of
Your Excellency to the fact that the efforts of the Jewish Community administration have been directed for a year toward reforming Meir Elias Hospital
a general and comprehensive reform covering the building, technical equipment, administration, medical treatment, and ⟦...⟧
The many complaints that used to emanate from the Directorate of Public Health regarding this hospital
have almost disappeared as a result of the extraordinary efforts made by the community to introduce the necessary
reforms to this hospital until it became one of the hospitals that provides undeniable services
to public health.
And that the steady improvement that the hospital has achieved during the last year has generated
confidence in the hearts of the patients, so the demand for it increased steadily to the point that Dr. Sustman, the director of
the hospital, is no longer able to manage the work alone without the assistance of a second doctor. Therefore,
we have seen, in view of what we know of Your Excellency's sympathy for this charitable hospital, to request
Your Excellency's permission before negotiating with a foreign doctor specializing in internal medicine to employ him
in the hospital alongside the current doctor.
We also mentioned that since specialist doctors are currently found
in abundance in Germany and can be employed for wages that do not cost the hospital fund exorbitant expenses,
we will seek to obtain a specialist from Germany.
Since Your Excellency's response has not reached us yet, and this matter is important for the
hospital, we have come to reiterate to Your Excellency our aforementioned letter in the hope that you will kindly grant us the ⟦necessary⟧
authorization. To Your Excellency, thanks and respect.

You will be pleased to hear that this Hospital is now
being reorganised and reformed by the Jewish Lay Council of our
Community. <del>A new Committee and a ladies sub-committee have been</del>
<del>formed who are sparing no efforts in raising the necessary funds.</del>
A subscription list has been opened and the amounts thus collected
are being expended towards the organisation scheme. Urgent repairs
have been made to the Hospital building and new wings added to it.

<del>Banks have contributed towards the work and many other kind men</del>

Some objections have, however, been raised from some of
the willing donators, to the effect that the Hospital property
is not registered as a Waqf in the name of the Jewish Community
as it should be and we fear that our work might be hampered.
Under the circumstances, the Jewish Community has decided
to proceed in the formalities of registration forthwith, and to meet
this contingency an outlay of £.200 is required. At the present hard
time we are unable to find the necessary capital out of our budget
and we have taken the liberty to appeal to you and beseech your kind
⟦generous⟧ generosity hoping you will be kind enough to lend us your

It is no easy task to enumerate the too many aids and assist-

which is the only institution of its kind here, and we feel confident
that you will be glad to consolidate the work of one of the most
beloved and respected man of our community and thus keep his name
remembered for ever by every one of the Jewish Community.

After greetings and respect,
Your generous and noble hands, which you continue to extend to aid your community
in numerous circumstances, and your brilliant generosity which you have bestowed upon the members of your community at various times,
have set our tongues and the tongues of all members of the community free with immense gratitude and prayers for your success
and permanent prosperity. But what thanks and what prayers can fulfill even a small part of the duty of gratitude
that the Jewish community in Iraq holds for your noble person in particular and for all members of
your noble family in general.
Your Hatem-like generosity insisted that you assist the community in the renovation of
Meir Elias Hospital, so you donated an X-ray machine to the hospital. It is a fortunate coincidence that this
is completed at a time when all our efforts are directed toward improving the hospital's condition and making it
beneficial, and providing technical equipment and tools in it. It is no secret that the desired benefit from this
device is very great for the sick and the poor.
Therefore, I hope to offer to your Excellency the duty of thanks on my behalf and on behalf of the Jewish
community, which will record your kindness with the ink of pride and glory. May you remain a guardian of blessings,
and remain with all respect.

After greetings.
It is not hidden from Your Excellency that the Roentgen (X-ray) machine donated by the great benefactor
the late Shaul Hakham Heskel to the Meir Elias Hospital has been installed in the place recently built
for this purpose, and nothing remains for its operation and utilization except the appointment of a specialist in this art.
Furthermore, the Meir Elias Hospital has expanded greatly in recent times, such that it now houses
no less than 70 patients daily at present, not to mention the expansions intended to be made in
the coming year, which, if completed, will bring the number of patients who can be admitted to the hospital to between
90 and 100 patients.
It has come to the attention of this committee that such a hospital cannot be left without a specialist
in the art of analysis as it is now, especially since its current director, Dr. Sustman, has noted this
deficiency more than once and emphasized that the presence of a permanent specialist of this kind in the hospital is very necessary.
This committee, after deliberating on these matters thoroughly, has agreed to employ one specialist
who is knowledgeable in both these fields together, namely the Roentgen ray field and the analysis field. Since, according
to what has reached us, there are many specialist doctors of this kind in Germany who can be employed
at very low wages, we request Your Excellency to mediate with the competent authorities to obtain the necessary
permission to bring a specialist doctor for this purpose. With highest respect to Your Excellency.
