To the honor of the virtuous, dear, and sincere Excellency, Mr. Salman Shohet, the respected, may his presence endure, Amen.
After greetings and inquiring about your dear safety, which warrants thanks and gratitude, I offer you the best greetings
and the purest salutations, and I inform you that on this day your letter dated the 6th current reached me, in which you were so kind
as to congratulate me on what the 'Israelite World' newspaper published regarding us in terms of appreciation and esteem. I thank you
abundant thanks for this noble feeling and the sublime sentiment that you expressed
regarding us. If this indicates anything, it only indicates what you harbor for us in your hearts of affection and complete sincerity.
In truth, my dear, what the 'Jewish Chronicle' newspaper published regarding us is beyond what we deserve, for we
have not done anything that deserves all this appreciation and praise; rather, what we performed is a duty upon every human
who loves his people and his religion. And if you consider this work among the praiseworthy deeds, this is from your good nature
and the purity of your inner self. I thank you once again for this noble feeling and sublime sentiment, and I ask God
Exalted to grant us all success in performing what contains the good and welfare of our dear community, and to always make us
worthy of the good opinion everyone has of us, and to also grant you success in performing what contains the good and welfare of our dear community,
as is customary of you in terms of zeal, sincerity, and constant concern for all that improves our reputation and raises our status.
Finally, please accept the highest respect and sincerity, and peace be upon you and the mercy of God and His blessings.

The Honorable and Virtuous Yamin Effendi Shlomo Shamash, Respected
After greetings and respect,
With reference to your letter dated 14 March 5694, I cannot but express, in response to your kindness and donation
to the hospital in the amount of twenty dinars, on my own behalf and on behalf of the Lay Council
and the Hospitals Committee, my abundant thanks and gratitude, praying to God to grant you success in works of righteousness and charity
and to guide your steps toward success and prosperity.
We were expecting this generosity for which your noble person is known, and this is not
strange for a lover of good and charity like yourself.
It is possible that the Shamash School will be, at the beginning of the next academic year,
in need of a teacher for secondary sciences who is proficient in the English language. If you find a suitable teacher for this
position, I hope you will contact us regarding him during the upcoming summer vacation for schools, as it is possible
that the Council will approve his appointment when a vacancy exists. It does not escape your notice that a European
cannot tolerate the nature of this hot country; therefore, it is preferable that he be an unmarried young man.
As for the school budget, it cannot afford to pay a salary exceeding twenty dinars
per month.
With abundant thanks and respect to you,

Subject - General Ports Garage
With reference to your letter numbered 3925 on 1 / 11 / 31 of the meter and the telegram, and based on
the desire of the Assistant Undersecretary for Port and Airport Affairs, and in the presence of the Deputy Chief Engineer and the Inspector of Railways
in Basra, the Senior Mechanical Engineer in the Ports, the Mechanical Engineer in the Railways, and a representative from the
Mechanical Department in our Directorate, the current situation has been studied and researched
and the workflow in the workshop and the filtration and monitoring station for cars belonging to the ports in Maqal
And in view of what we have noticed of confusion in the workflow and the lack of availability of
a portion of the necessary spare parts and tools for some types of cars and lorries
which forces the department to fix the situation in private workshops at exorbitant costs and excessive expenses, and based on that
it was decided to refer the repair and maintenance of all cars and lorries belonging to the General Ports Directorate
of all types to the Railway Workshop located in Shalchiya upon the completion of the current Railway Workshop
from repairing and maintaining all cars and lorries belonging to it, and thus it is possible to benefit from the experience and efficiency
of the engineers and technicians in the aforementioned Railway Workshop for the purpose of maintaining all the cars mentioned above
With appreciation

4/30/1934
His Excellency the President of the Honorable Lay Council
After greetings,
From studying the resolutions and accounts submitted by the Council's accountant, I present below a summary
of the information I obtained regarding the debt owed to the Council by ⟦...⟧ Meir Elias Hospital.
(1) The first amount in the accountant's list is 3,000 Rupees.
The Lay Council decided on May 1, 1924, in view of the hospital's financial distress
as a result of extraordinary expenses such as necessary repairs and the partitioning and fencing of the
hospital's share of the purchased plot of land, to advance the hospital administration the mentioned amount, provided that
five hundred Rupees be deducted monthly from the allocations.
(2) The second amount is 3,000 Rupees.
The Council decided on July 20, 1924, to advance it to the hospital, to be recovered from the endowment revenues for the year 1924.
(3) The third amount is 25,000 Rupees.
It arose as a result of the agreement concluded between the Lay Council, the representative of the Hakham Bashi, and the representative of the trustee of
the Rivka Nouriel endowments on September 15, 1925. Below I transcribe Article 4 of the said agreement:
(Since a fire previously occurred on most of the pieces of the said endowment (meaning the Nouriel endowments) and
they were repaired by way of borrowing, and consequently the endowment remained indebted as of May 1, 1924, for (62,392/2) Rupees,
of which (12,392/2) Rupees are to the treasury of the Mosaic community and (16,800) Rupees are to the Messrs.
Shahmoon. And since the community treasury has to this day supported the financial budget of the pharmacy and the hospital
and is still continuing this support, and since the Rivka Nouriel and Haron Saleh schools had no
source of income other than the said yield, this debt of the two mentioned schools today
undoubtedly causes their suspension. Therefore, and as an adjustment of the matter, it was necessary to charge the pharmacy and hospital administration with paying
(25,000) Rupees of the said debt, while the remainder of the debt, which is (4,192/2) Rupees,
is waived by the community treasury as an extraordinary aid to the two schools.)
(4) Other amounts totaling 31,500 Rupees.
These arose as a result of Article 7 of the said agreement, which is: (Since the pharmacy
and the hospital are unable to pay their mentioned share of the debt immediately, and the administration of the Rivka
Nouriel and Haron Saleh schools is still in a state of deficit and requires advances from the community treasury, therefore
the Council shall collect the endowment revenues directly and record the revenues and all expenses equally
in the name of the two mentioned administrations (meaning the Nouriel endowment administration and the hospital administration) and maintain
the account related to the endowment, and advance when necessary to each of them the required amount until the settlement of
the debt incurred by each of them.)
5) Accordingly, our administration collected an amount of 37,353/9 Rupees, the hospital's entitlement from the revenues.
2
Nouraiel Endowments, so the debt owed by the hospital to the Council as per our ledgers is 24646/7
Rupees
This is the information I was able to gather, and to your Excellency all respect,
Secretary
Done - 2
Sunday, September 26, 1926, corresponding to September 15, 1926
Article 4 of the contract signed by each of the Hakham Bashi and the representative of the Baghdad Jewish community
and Sir Sassoon, the representative of the trustee of the Nuriel endowments, and the members of the Lay Council
4 - Since it was found that this [entity] is unable to cover most of the expenses of the mentioned endowment and the necessity of undertaking them by way of
borrowing, and consequently the endowment remained indebted as of the above date in the amount of 28184/2 Rupees, of which 2484/2 Rupees
are from the treasury of the Mosaic community and 12800 Rupees to the gentlemen Shimon and Amman. The community treasury has
to this day supported the financial budget of the pharmacy and the hospital and continues to provide this support.
And since the schools of Rivka Nuriel and Aaron Saleh had no source of income other than the aforementioned
yield, and charging the two mentioned schools with the mentioned debt today would undoubtedly
cause their closure; therefore, and as an adjustment to the matter, it was necessary to task the management of the pharmacy and the hospital
with maintaining 25000 Rupees of the mentioned debt, while the remainder of the debt, which is 3184/2 Rupees,
shall be withdrawn by the community treasury as an extraordinary aid to the two schools.

Article 7 of the same agreement -
7 - Since the pharmacy and hospital treasury is unable to pay its mentioned share of the debt immediately,
and the management of the Rivka Nuriel and Aaron Saleh schools is still in a state of deficit, and to avoid borrowing for the comfort of the
community treasury, the Lay Council will directly oversee the endowment's revenues and record the revenues and all expenditures
on a pro-rata basis in the name of the two mentioned administrations, and maintain the account related to the endowment, and advance when
necessary to each of them the required amount, and that is only to settle the debt owed by each of them.

In view of the report submitted to us by the administration of Sayyid Elias Hospital dated 20 April 944
And it appears from the attached budget sheet that their fund is very tight as a result of the expenses that
occurred regarding the building, such as necessary repairs and the partitioning and fencing of the hospital's share of
the recently purchased plot of land adjacent to it, the aforementioned management committee decided, in order to pay
their deficit, to advance them by way of a loan three thousand rupees 3000 in such a way that
an amount of five hundred rupees 500 is gradually deducted monthly from the 1100 rupees
of their monthly allocations, starting from July 944 until the borrowed amount is recovered.

the proceeds of the first and second shows of last Thursday night, April 19, 1934, for its benefit has set
the tongues of all members of the community to thank you and praise your zeal and sympathy for this hospital, which

It is no secret to you that the efforts of the community administration for about a year have been directed towards
improving this hospital and introducing technical reforms to its building and management, and thanks to
the commendable endeavors and superior efforts exerted in this regard, and with the help of those with zeal
and passion like yourselves, this hospital has become fit to serve public health and comfort
poor patients. The community administration has employed Dr. Süstmann, assisted by a female doctor from Germany,
to manage the hospital and stay there day and night. Reforms are also still being carried out on the building to make it
modern. As for the technical equipment, it has come to possess the most important modern machines, such as the sterilization machine
