After greetings, in response to your letter numbered 2254 and dated August 8, 1933
We have studied the subject of the request submitted by the management committee of Meir Elias Hospital, which includes the hospital's need
mentioned for the employment of two foreign doctors. Based on your support for this request, I saw it appropriate to
scrutinize the request myself from all its aspects.
I personally took an interest in studying the case of this existing hospital and reviewed all the circumstances
surrounding it, its management method, and its annual budget. I was very surprised by the state of chaos I witnessed
in the management of this charitable hospital and the private benefits enjoyed by some of those in charge of its management. I do not wish
to elaborate on describing the fluctuation I found in its management method. It is sufficient to mention to the respected Jewish Community
administration that its annual income exceeds three thousand Dinars annually, while its technical efficiency
and the benefit from its status as a hospital are almost non-existent or nothing.
Therefore, I saw it as my duty to work on reforming the condition of this hospital so it can perform the duties
assigned to it as much as possible. After looking closely into the matter, I submitted my recommendation to the Ministry of Interior to approve
your employment of the German Dr. Süstmann in the mentioned hospital. Yesterday, I received the Ministry's response
containing its approval for the employment of the mentioned doctor in its letter numbered 15178 and dated 13
September 1933.
The conditions I set for approving the employment of the aforementioned doctor, which were approved by
the Ministry, are:
1- This Directorate shall ratify the terms of his employment agreed upon between the community and him.
2- (a) Dr. Süstmann's work shall be restricted to the service of Meir Elias Hospital and he shall remain in
the hospital as an intern for it, and he shall not have the right to practice his profession for anyone other than the mentioned hospital
in any form whatsoever.
(b) Dr. Sustman shall manage the hospital from both administrative and technical aspects and shall be
the director responsible for all its actions towards the Public Health Administration regarding the implementation of laws,
regulations, and instructions, and receiving and responding to communications; meaning that this doctor shall be responsible for
the management of this hospital towards the government.
c) The mentioned doctor shall pay the legal registration fee of (37.500 Dinars) before commencing his duties.
3) The community administration shall implement everything requested by the Directorate of Public Health regarding reforms in the management of the
mentioned hospital and the organization of its budget and affairs, based on the following foundations: a) Reviewing the hospital's staff
b) Introducing the necessary technical elements into it c) Organizing its administrative body and reforming its internal affairs d) Completing
the hospital building and expanding it on the basis currently being followed within a period of one year.
After your study of what has been stated above, we would like to remind you that the approval to employ Dr. Sustman,
the German, in Mir Elias Hospital is in accordance with the conditions mentioned above, and we inform you that Public Health will monitor
the work of this hospital continuously, as well as monitor the reforms that the community administration will carry out in it
in accordance with the Health Protection Law of 1929. If the necessary reforms are not carried out in the mentioned hospital
within a period we specify for you, this Directorate will withdraw the license of the mentioned doctor.
After we studied the conditions of this hospital and its needs, we did not see a necessity for employing the second female doctor discussed
in the letter from the hospital management committee.
In conclusion, please kindly inform us of your receipt of this letter and your agreement to implement all
the conditions contained therein. Please accept our highest respect.
