After offering respects - with reference to our previous petition and in support of it, we state that the administration of the hospitals
of the Israelite community is in unprecedented financial distress, and we have been burdened by many debts that
have accumulated upon us from salaries for doctors and other employees, medicines, fuel, and the like, which amount to
eight thousand rupees or more at the present time. The administration has not been able to manage matters further in
such a miserable state. Therefore, it has become necessary to address this issue. We hope and repeat our request, asking for the payment of what
is due to the aforementioned hospitals from allocations and others, as detailed below:-
First: Three thousand rupees, the hospitals' allocation from the revenues of the Rivka Nouriël endowments.
Second: The rent for the National School, which is part of the hospital's endowments.
Third: The monthly allocations for the past two months.
Fourth: The hospitals' entitlement from the revenues of the intestines.
In conclusion, we offer your Eminence our advance thanks and gratitude, sir;

Not long ago, we considered that the Ketubot should be stamped with the seal of the Spiritual Court and signed by
its president. Following the dissolution of the Spiritual Court, we began signing the Ketubot. Since signing the Ketubot
after it has been signed by the witnesses and the husband is not a mandatory religious matter, but rather to protect the wife's rights
only. And since it is possible that the marriage contract might be lost by the wife or stolen by the husband, therefore
registering it in this department and sealing it by us is to protect the wife's rights from loss, as we explained
previously.
The respected Council is free to choose whether to keep the process of registering the Ketubot in this department or to cancel it.

I had undertaken the commitment to sell the myrtle and flowers belonging to the hospital for a period of two years in a divine manner based on the desire of the previous Board of Directors for the benefit
of the hospital, and I had apologized for this commitment for a second time, and on the occasion of the hospital's closure, I was surrounded again by the general community
so that I could benefit even if meagerly. Since I took this commitment, I have encountered many problems from troublemakers, among them the former Yehuda Shamash
and his associates, who practice selling myrtle and flowers as they wish without opposition or factory. I have repeatedly appealed orally and in writing to the Council,
the Honorable Board of Directors, and to the hospital director and ⟦...⟧ and I saw no result, as it is not hidden from your presence that this matter
relates to helping the sick, and I am a poor man with a large family. By this commitment, I was harmed for the benefit, and since this commitment was prior and was not organized,
I was paying installments, each installment 450 rupees, for the account of others without my presentation, and I believe your conscience does not accept this injustice.
⟦...⟧ Therefore, the payment of the third installment is stopped. The hospital director had decided to open ⟦...⟧ the myrtle and flowers which is within the myrtle.
⟦...⟧ The Hakham ordered me, despite that, to be placed and to guarantee that no one interferes, and in compliance with the decisions, I have placed the installment.
What has been achieved and what I can reach is that during the era of the late great Yehuda Shamash, he spent over forty liras, and in my synagogue

April 24 and 27, 1930, which were referred to me
I place below the text of the second paragraph of the Council's resolution No. 266 dated 8/25/1930
"Based on the two letters received from the aforementioned committee dated May 7 and July 9
of the year 1929, numbered 75 and 178, containing a request to establish clinics for treating the eyes
of students in the community's schools and bringing a doctor to be the director of the Meir Elias Hospital, and since
these two matters require an increase in expenditure, the Council has decided to increase the
usual allocations by three thousand eight hundred rupees (3800) in addition to the allocations amounting to sixteen
thousand two hundred rupees, so the Council's allocations to the community's hospitals became twenty thousand rupees
(20,000) on the condition that the Council pays that increase upon bringing the aforementioned director doctor
and establishing the clinics mentioned above."
Please note that the Lay Council has approved the appointment of the internal physician
Dr. Senans on March 10, 1930. This is what had to be presented, and the matter is for your Excellency.

It is not hidden from your Excellency that the resigned Lay Council had decided in its meeting held
on ⟦1929⟧ to increase the hospital allocations and bring them up to twenty thousand rupees annually, meaning it added
3800 rupees annually to the previous allocations, and that was so the committee could undertake two very important
projects, which are the establishment of school clinics to treat the eyes of male and female students of the communal schools, and the project
of appointing a permanent internal physician for the Meir Elias Hospital, which made the hospital called a hospital in every
sense of the word, in addition to the fact that this was based on the insistence of the Director of Public Health, as he did not recognize the hospital
before it had a permanent responsible physician. Indeed, the two projects were carried out during the time of the resigned Lay Council,
and the Council at that time had sent us a portion of the allocations for the school clinics that were
actually operating then. Accordingly, we now hope that you will send us our monthly allocations at the rate of twenty thousand rupees
annually from now on, and that you send us the difference between this rate and the old rate for the month of April 1930,
so that we may be able to conduct matters properly. As for the benefits of the two aforementioned projects, we did not see a need to discuss
them more than this in this letter, as we have discussed them sufficiently in our recently printed annual report
distributed to the notables of the community, and we submit to you herewith five copies of it to be kept in the Chief Rabbinate office
and the Lay Council office according to the rules; and to your Excellency increased respect.

With reference to your letter No. 582 dated May 20, 1930, addressed to the Director of Meir Elias
Hospital.
We draw the attention of your honorable committee to our letter No. 484 dated February 24, 1930,
submitted to the previous Lay Council, requesting approval to dispense with the
services of the Hospital Director, Sassoon Effendi, in accordance with Article Nine of the Committee's
Internal Regulations.
The aforementioned article entrusted the matter of dispensing with the services of the Hospital Director to
the Lay Council alone. Since the Lay Council has not yet approved the
Committee's request mentioned in its aforementioned letter, we find that what was stated in the letter referred to
at the beginning of this message, in which you dismiss the Hospital Director from his position, does not comply with
the authority granted to your committee under its internal regulations. We believe it is necessary
to postpone the decision on this matter until the new Lay Council convenes
and decides what it deems appropriate.

and Dr. Senans, which includes the appointment of the latter as a permanent doctor for Meir Elias Hospital
and its director; therefore, the position of the former director, Sassoon Effendi, has become canceled by virtue of
the decision of the Council referred to above. As for our letter which you mentioned dated 24 February
1930, it was before the ratification of the aforementioned contract, so there is no longer a need to decide on it
after the Council's ratification of the new director's contract. In any case, the matter rests with the Committee
and the Lay Council. The Committee regrets its inability to change its decision in this regard
since keeping two directors in the hospital necessitates spending amounts without justification and exceeding
the budget and the endowment together, and entails responsibility. The former director, Sassoon Effendi, must
wait for the formation of the new Lay Council, and we are ready to assist him in that.

Regarding the termination of the services of the Director of Meir Elias Hospital
Honorable Vice President of the Sectarian Hospitals Committee
Reference to your letter No. 584 dated June 1, 1930
The approval of the Lay Council of the contract concluded between your committee and Dr.
Sinans does not dispense with the need for another decision to terminate the services of the hospital director. Furthermore,
since the aforementioned director manages the hospital's accounting affairs himself at present, there is
no justification for your committee, in this situation, to hand over this position to someone whose competence and certificates do not qualify them to perform
it, just as the appointment of an accountant to handle the affairs of this position inevitably requires the approval of the Lay
Council.
There is no doubt that your esteemed committee agrees with us that dismissing an employee who has served in his position for over thirty
years, with his competence witnessed by all successive Lay Councils and hospital committees,
is not fair at all. This is exactly what prompted the previous Lay Council to delay
considering your committee's decision to terminate the services of the aforementioned director.
Furthermore, we draw your esteemed committee's attention to the following important points, which we hope you will take
into consideration:
a) This department sees no justification for appointing a foreign director for Meir Elias Hospital.
b) Given the financial crisis gripping the sect's treasury, the termination of Dr. Sinans' contract has become
obligatory for your committee; if you persist, the Lay Council will handle it on its behalf at the first meeting.
I do not think your committee finds it wise to prolong the discussion of this case, which costs the sect
precious efforts, time, and money wasted to no avail.
I hope your esteemed committee will kindly note that it is necessary to take the wishes of this
department, which represents the sectarian councils at present and is the trustee of Meir Elias Hospital,
into consideration. Your committee may not take negative measures against it as long as these wishes do
not exceed the scope of the regulations.
