not worthy of mention, because he was not assisted financially by the Administrative Committee. I present to your Excellency:-
1 - The aforementioned is an active young man who is able to perform all kinds of work and does not need any assistance.
2 - The committee previously spent thirty dinars three months ago to house him and his brother only in the Great Synagogue, noting that
the rent for the synagogue is not less than -/600 dinars.
3 - A weekly aid of -/2 two dinars was allocated to his wife, which is the highest aid given to any person.
4 - The value of medicines and doctor examinations for him and his family ranges between five and six dinars per month.
Assisting such people who have physical and mental capabilities creates significant harm as it makes them depend on
aid and abandon their activities; in addition, we make them unemployed and they are encouraged to engage in quarrels
and assault goodness even toward the people who are kind to them. Therefore, I suggest cutting off the community's aid to him and his family
to return this young man to the right path and work to reform himself and his family.

The law, along with the two regulations, is based on considering Iraqi Jews as five groups. It is obvious that the community's current situation justifies only one group covering all of Iraq. The decision for that can be taken by a regulation if it is considered a purely legal decision, or by a decision from the Council of Ministers if it is considered a political decision. If it is decided that the Jewish community is one group, it is naturally necessary, in order to facilitate the implementation of the law's text, to specify in the decision the equivalence of this group with one of the groups designated in the law. There is no doubt that equivalence with the former Baghdad group is incorrect, but equivalence with the Basra group in terms of population size and administrative importance represents a realistic equivalence. In any case, whether in terms of population or importance, the current Iraq group exceeds the Mosul group or the Diyala group. The legal basis for this decision is analogy, which is the legitimate pillar upon which legal interpretation (Ijtihad) can be based when a vast gap occurs between the text and the reality of the situation for which that text was established. The condition for the validity of analogy and interpretation is that they aim to facilitate the implementation of the law and do not become a pretext for neglecting it. The preferred choice between two interpretations is the one closest to the law and least demanding of its change. Accordingly, it appears that such a decision, once taken, is alone sufficient to restore the legal status to its proper course, so there will be an Acting President, a General Council, and a Lay Council. The election that took place recently can be considered as leading to the election of a Lay Council without the need for a new election, and all that remains to restore things to their proper course is the election of a General Council and restricting the Ministry's relationship with the community to the existing legal and regulatory texts.
