Khedouri, numbered T/58/26 and dated 4/28/1958, submitted to Your Excellency. We request that you kindly maintain the
community's structures and the management of its endowments and its religious and charitable affairs according to the provisions of the Basic Law and as understood by Community Law No.
(77) of 1931 and the regulations issued pursuant to it, and to suspend the implementation of the instructions published in the Iraqi Gazette, Issue 4104 dated
February 5, 1958.

Greetings,
His Excellency the Minister of Justice issued instructions titled "The Administrative Council for Iraqi Jews" and published in the
Iraqi Gazette, issue 4104, dated February 5, 1958, for implementation as stated in Article Seventeen of
the instructions. Since these instructions are contrary to the Jewish Community Law No. (77) of 1931 and the
Jewish Community Regulation No. 36 of 1931, I submit this petition to Your Excellency, requesting you to kindly examine the reasons
for the instructions' violation of the law and to order their cancellation ⟦line⟧.
1 - The instructions mentioned above introduced new provisions not found in the Jewish Community Law nor
in its regulation, whereas instructions are usually issued for the purpose of facilitating the application of the law within the limits of its provisions.
2 - Article One of the Jewish Community Law stipulated the formation of the Jewish community in Iraq on
the basis that each group is designated according to the regulation, while the Ministry's instructions have rendered the ruling of this article null and void, and
these instructions have also abolished all provisions of the Jewish Community Regulation No. 36 of 1931 by containing
rules and foundations completely contrary to Article Two of the aforementioned regulation and the subsequent articles explaining how to conduct
the election of community councils ⟦line⟧.
3 - The instructions mentioned above introduced a new title for the community councils, which is (The Administrative Council for
Iraqi Jews), which is a new formation that does not exist at all in the community law and its regulation, and it is a creation not based on a
constitutional or legal source, and a change and replacement of legal provisions currently in force.
4 - A law may not be amended or modified except by a law, as stipulated in Article 114 of the Iraqi Basic Law,
whereas the instructions mentioned above introduced new provisions that nullify the law which is still in
force ⟦line⟧.
5 - Article 72 of the Iraqi Basic Law stipulated the formation of sectarian spiritual councils, including
the Mosaic sectarian councils, and stipulated their establishment by a special law, and the special law was indeed issued. Therefore, issuing
instructions that violate the special law implicitly includes the abolition of these councils provided for in the Basic Law and the creation
of the Administrative Council for Iraqi Jews, which is outside the scope of the law under which only
ministerial instructions are issued for the purpose of applying its provisions. Likewise, Article 112 of the Iraqi Basic Law explicitly
stipulates how to manage the community's funds, and this shall be according to a law, and this is one of the rights of the community, and
the community law and the regulation issued under it stipulated how to manage these funds, while the instructions introduced new
formations (forming an administrative committee with a statement on how to elect this committee) that do not agree with the provisions of the community law nor
its regulation issued under the law and are not based on any other legal source ⟦line⟧.

First - The Ministry of Social Affairs contacted us regarding the expiration of the warning addressed to the leadership of the community and began to insist on
the answer. After obtaining the approval of the committee secretary, I went to the Ministry and contacted the accountant and the supervisor, and an arrangement was made between us
as follow⟦line⟧s: -
1 - If the committee supports the contract and the leased property is handed over, the Ministry will grant us fifteen days until the receipt
of the leased property by the⟦line⟧m.
2 - Upon cancellation of the contract, inform me so that I can notify the Ministry of the ways it deems appropriate to settle the matter.
Second - The Director of Affairs requested to present the situation and the agreement to His Excellency the Director General; I did not agree and the situation was not presented to the Director General.
One of the Israeli prisoners of Iraqi nationality contacted me by telephone regarding their assistance and requested the payment of an amount to them
in prison annually in the amount of three dinars and a kilo of cigarettes (there are four detainees). Also, the deportation police commissioner
asked me to help them with this request.

Taura neighborhood for an annual rent of one thousand one hundred Dinars paid to you in cash. It was stipulated in the third
paragraph of the lease agreement that you would build toilets for women and men and rebuild the demolished
outer wall of the building and perform other cleanings required for the building and complete them before
handover. Despite the long period passed since the contract was signed by us, we warn you of the necessity to implement what is mentioned
above within a period of one month from the date of your notification of this warning and the delivery of the house after completing all
repairs agreed upon in the contract; otherwise, we will be forced to meet this on our part and spend all that is
necessary for that in terms of expenses and charge them to you while holding you responsible for all resulting damages. Peace.

This Presidency regrets to inform your respected Directorate General that the Administrative Committee of this community, in its session held
on 21 / 12 / 1953, decided to consider the lease contract for building No. 59 / 137 located in the Taura district, signed by
the former Vice President of the Lay Council, Lawyer Aboudi Seity, and your respected Directorate General, as null and void, based on
the ruling issued by the Bureau of Legal Codification considering the Jewish Community councils dissolved and illegitimate, pursuant to the
Ministerial Order No. 1746 dated 31 / 10 / 1953, a copy of which was notified to the Honorable Ministry of Social Affairs, which
renders the aforementioned contract illegal.
Since the previous community presidency had received 990/000 Dinars (nine hundred and ninety Dinars) as net
rent, according to its letter No. T / 3189 / 53 dated 6 / 10 / 1953 addressed to your respected Directorate General,
and the amount of 110/000 Dinars (one hundred and ten Dinars) was deducted by the Central Treasury Directorate as property tax
calculated at ten percent according to its receipt No. 73 dated 5 / 10 / 1953, we therefore attach herewith the check No.
dated in the amount of 990/000 Dinars for the net rent received from your respected Directorate General; please
acknowledge receipt.

and managing the refreshments bar and transport and others, all for wages which they kept stalling my client on and did not pay him under the pretext of saving his money
and paying it to him at his time of need until they dismissed him on 14 / 4 / 57. Whereas the two defendants, in addition to not paying the wages for the
aforementioned tasks and wages for additional work on holidays, feasts, and rest days, have refrained from paying the guarding wages for the
last month amounting to fifteen dinars. Therefore, I request they be brought to trial and a judgment be issued compelling them to pay the salary of the
last month amounting to (15) dinars out of the total I have against them <del>⟦illegible⟧</del> ⟦the entitlement⟧ regarding the claim for the wages of the tasks and aforementioned efforts
