To the Committee of the Embassy, Head of the Committee of Iraqi Jews, Baghdad, the Respected
Exposed to your presence:
The petitioner: I have been performing the duties of the Israelite community in Amarah for a long time, and I began the administration
from your respected presidency in the month of 2/1942. I performed the duties, served, and facilitated the travel of the Jews
by airplanes and spent several sums on them. After their departure, those who were
residing in the houses and the school belonging to the community, I repaired and renovated them
and rented them out. Indeed, I received an official letter from the Endowment, stating I must take over all community endowments.
And indeed, we handed them over to the Endowment. After a few months, the Director General of the Sequestrated Property of Jews took over
from the Endowment, and for my sake, he requested an account, expenses, and revenues from me. We provided the complete
account, which was verified, regarding rent versus expenses, and the revenues came out correct.
However, he rejected all expenses and ID fees and others; he only demanded the revenues
from me. Indeed, he filed a lawsuit against me through the Amarah Conciliation Court. During
the trial, I appointed a lawyer named Muhammad al-Diwan in Amarah. The judge took all my
defense and dismissed the lawsuit against the Director; the amount was only sixty dinars.
The lawyer for the Director General appealed the case against me to the Court of Cassation in Baghdad. The Court of Cassation in Baghdad
ruled to overturn it, stating the amount belongs to the state and a judgment must be issued against me for the amount, rejecting all expenses
and only upholding the revenue. It returned again, and the judge in Amarah saw the case and issued a
final decision according to the receipts and lists observed by the Mosaic Jewish community in Amarah. Here there are
remaining endowments of theirs, not just for the head of the community, but half of it is his right. Because the Jewish Endowment persisted,
and the Director's lawyer also appealed the case a second time, the case returned from the Baghdad Court of Cassation stating that
under the law, a judgment must be issued against me. Indeed, the matter is currently in the execution proceedings.
Therefore, we hope for justice from you in investigating the matter which concerns you, along with investigating my request which we presented

We have previously requested in our letter No. 5624 dated 7 / 1 / 1957 an inspection of the buildings
of the shelters belonging to the Jewish Community and an estimation of the costs for their repair to be a basis
for determining their rent allowances; however, we have not received any response regarding the subject. The Presidency
of the Jewish Community requested in its letter No. 80 / 58 dated 17 / 6 / 1958, a copy of which is attached
herewith, the disbursement of the rent allowances due for its aforementioned buildings for the periods shown opposite each of them,
which are -

(666 / 666) Dinars for the due period shown opposite it, due to the collapse of some of its rooms, which led to
the reduction of its utility by one-third. We have previously requested from your excellency to reduce its rent by one-third of
its previous rent in our letter No. 1611 dated 6 / 4 / 1957.
As for the matter of determining the rent of the aforementioned buildings at the rate proposed by the Jewish
Community, we believe that the requested increase percentage is very high, estimated at more than double the previous
rent. Based on this, please take into consideration what was stated in our letter No. 3758 dated 22 / 6 / 58
and kindly inform us.

1 - The Administrative Committee shall establish a clinic with all its requirements including furniture, medical tools, stationery, and so on, and shall
obtain the necessary license from the health departments.
2 - The clinic's staff shall consist of a doctor, a nurse, and a servant.
3 - a - The doctor's working hours at the clinic shall be one full hour daily, except for Saturdays and official holidays
on which the community institutions are closed.
b - The doctor shall be prepared to receive patients at his private clinic outside clinic working hours for free
in emergency cases, provided that these patients are among the community's poor.
c - The doctor shall visit poor patients in their homes if the case requires it, provided that he collects from the Administrative
Committee additional fees for each visit. As for urgent emergency cases, the patient must
visit government first aid centers, as is the case with the rest of the poor from outside the community.
3 - a - The nurse's working hours at the clinic shall be three hours daily, and she must assist the doctor, administer injections, and apply dressings.
b - The nurse must administer injections on official holidays or at the patients' homes if requested by
the doctor.
4 - The servant's working hours shall be five hours daily, and he shall clean the clinic before the doctor arrives.
5 - The clinic doctor shall examine and treat all poor patients from the community.
a - If the patient requires examination by a specialist, the clinic doctor may refer him to the
mentioned specialist after obtaining the approval of the Committee or the specialized official.
b - If the patient needs to enter the hospital in a non-urgent manner, the clinic doctor may
refer him to the hospital after obtaining the approval of the Committee or the specialized official.
c - If the patient needs to enter the hospital in an urgent manner, the doctor may admit him to the
hospital before obtaining the committee's approval, provided that such approval is completed the following day.
6 - The clinic doctor shall write his prescriptions on special papers, and those prescriptions shall be dispensed at the Committee's expense by
a private pharmacist appointed by the Committee.
7 - What you suggested regarding prescribing medication for two days only can be applied to acute diseases such as fever
and diarrhea. However, it is impractical for chronic diseases such as heart disease, high blood pressure, and rheumatism,
where treatment requires several weeks or months.
8 - As for the allowances received by the clinic doctor and the additional examination fees when visiting a patient in his home,
we leave their estimation to Your Excellency, taking into consideration that the doctor must attend daily regardless of the number of patients.
