Greetings and respect,
Law No. 77 of 1931 and the two regulations issued under it in 1931 and 1932 have
sufficient flexibility to organize the Jewish Community in its present situation legally, and there is no necessity to leave its affairs
to neglect or to treat them with illegal instructions.
The law with its two regulations is based on the consideration of the Iraqi Jews as five groups. It is obvious that the
current situation of the community justifies only one group covering all of Iraq. The decision for that can be taken by regulation if it is considered
a purely legal decision, or by a decision from the Council of Ministers if it is considered a political decision.
If it is decided that the Jewish community is one group, it is naturally necessary, in order to facilitate the execution of the law verbatim, to specify in the
decision the equivalence of this group with one of the specific groups mentioned in the law. There is no doubt that equivalence with the previous Baghdad group
is incorrect, but equivalence with the Basra group in terms of the number of people and the importance of administration represents a realistic equivalence.
In any case, whether in terms of population or importance, the current Iraqi group exceeds the Mosul group or the Diyala group.
The legal basis for this decision is analogy, which is the legal pillar on which jurisprudence can be based
when a vast gap occurs between the text and the reality of the situation for which that text was placed. The condition for the validity of analogy and jurisprudence
is that they aim for and ensure the implementation of the law and do not serve as a pretext for neglecting it. The weightier of two interpretations is the one closest to the law
and requiring the least modification of it.
Therefore, it appears that such a decision, once taken, is alone capable of restoring the legal situation to its proper order, so there would be
an acting president, a general council, and a lay council. The election that took place recently can be considered leading to the election of a lay
council without the need for a new election, and all that remains to return matters to their proper order is the election of a general council
and confining the Ministry's relationship with the community to the existing legal and regulatory texts.

In any case, whether in terms of population or importance, the current group of Iraq exceeds the Mosul group or the Diyala group.
The legal basis for this decision is analogy, i.e., the legitimate pillar upon which legal reasoning (Ijtihad) may be based when a wide gap occurs between the texts and the reality for which that text was established. The condition for the validity of analogy and reasoning is that it aims at and succeeds in implementing the law and does not become a pretext for neglecting it. The preferred choice between two reasonings is the one closest to the law and requiring the least modification of it.
Accordingly, it appears that once such a decision is taken, it alone is sufficient to restore the legal status to its proper course, whereby there would be an Acting President, a General Council, and a Lay Council. The election that recently took place can be considered as leading to the election of a Lay Council without the need for a new election, and all that remains to restore matters to their proper course is the election of a General Council and the limiting of the Ministry's relationship with the community to the existing legal and regulatory texts.

also has the duty that compels us to perform religious rituals for these deceased and bury them in the cemetery designated for us
⟦illegible⟧ constructing graves for each one, and by studying it, we complain with a word that everything in the cemetery is empty houses
and we placed each one separately in the (Alna) cemetery due to the lack of rent and sale, but rather purchasing graves for every poor person from

1 - Regarding providing us with the full names of the husband and wife to enable the issuance of marriage certificates for that.
2 - As for the issuance of birth certificates, we have excused ourselves from doing so due to the lack of special records
regarding the dates of birth of members of our community, and we have not received your reply regarding the first paragraph, so please if
