Days have proven what we expected on the morrow of the issuance of the Denationalization Law a few months ago; thus the problem of the Iraqi Jews exceeded its boundaries, within which its impact on Iraq could have been limited to the narrowest scope. It confused its financial affairs and paralyzed its economy and trade with a paralysis that should not be overlooked or met with silence. We would not have celebrated such news if Mr. Salim Mahmoud were one of the ordinary people who have no share in realizing any value in society, but our interest in this news is due to the fact that Mr. Salim was in the past one of the senior police officers entrusted with implementing the laws and observed procedures, and he occupied important positions in the state apparatus, as an element of the elements of maintaining social safety and public security! And today - after he left the service - he practices the profession of law because he holds an Iraqi law degree that qualifies him for this profession! The person called "Salim Mahmoud" failed in his capacity as a holder of a high degree, and an official who was previously entrusted with the most dangerous positions in the police apparatus. From this aspect emerges the importance of the crime - the crime of smuggling Jews - in which he was recently accused, and for which he was arrested immediately... A "high culture" of the type of culture (Mr. Salim Mahmoud) is of no use: nor is an "official authority" entrusted by the power to people who lack honesty, integrity, and conscience. However, the important thing in the subject itself is that Mr. Salim is like those of his kind; and they hold today responsibility in the most dangerous positions, yet they have not been exposed yet!! I wish I knew how the interests of the people become in the hands of these? And how are laws implemented by these!! The problem in its essence is more complex than we imagine and the matter of general reform is extremely dangerous and cannot be undertaken by dismissing these; and dispensing with those? And this and that in the centers of administration and responsibility! The problem needs a study comprehensive and documented of the general state apparatus; to diagnose the diseases and evils that afflict the state apparatus in general, and after this, the basic plan is put in place to reform the state machine in a new light and in a new style. Otherwise, how similar is tonight to yesterday!! and how true is the famous proverb: "The protector is the thief" From here also we realize the secret in the deterioration of the state machine and the disturbance of public security, and this frightening fluctuation that has accompanied the general conditions in the country for a not short period. Mr. Salim, in this regard, is nothing but a wonderful model for many others who were entrusted with public responsibilities, so they neglected and exceeded and manipulated the destinies of people as they wished! So the rights of people were wasted, and citizens were taken by falsehood; and chaos, grumbling, and complaints spread everywhere! And this would not have happened if the senior officials were keen on holding the wrongdoer accountable for his wrongdoing, and rewarding the benefactor for his goodness; and on applying the general laws in the spirit of justice and fairness! But that was a kind of impossible in this country burdened with its chronic social diseases, and for this reason, selfishness prevailed, and desires dominated; and the employees, their favorites, and their followers hid, "and he who is safe from punishment behaves badly"! The case of Mr. Salim Mahmoud, then, is one of the results produced by the chronic bad general situation, as well as being the most wonderful diagnosis of our moral problems, which destroyed the meanings of virtue, sacrifice, and sincerity to the sacred duty, and we today; in a shaky stage, are most in need of a conscientious culture that polishes the feeling; and refines the souls and develops the national spirit and perceptions.
