In the general building there is a café, but a secret café, and from this, when the police applied Regulation No. 33 for the year 1948 and closed all the existing cafés in the general building after the health departments confirmed the necessity of closing them in application of this regulation, the owners of these cafés were able by one way or another to bring out their tools from inside these cafés and placed them on both sides of the road along its length for the patrons of the café to sit on, and tea, lemon juice, and types of refreshments are served to them, which are placed in some houses whose owners' names we can provide to the specialized departments based on the precise information that reached us from one of our honorable readers. Also, the regulation prohibited the opening of restaurants that serve food to the patrons of the nightclub, but despite this, we see that restaurants in their healthy form that meet the conditions are strictly prohibited according to the regulation, while the mobile restaurants that were placed on tables in filthy shops and in the paths of the building were not subject to this prohibition. As for (opium) and (hashish), speak without hesitation, as the ease of obtaining them in this place is more than anyone imagines. All this exists despite the strict supervision?! And the intensifications and restrictions, and the reality in what was happening before these restrictions and intensifications were imposed!! ⟦...⟧ If the person entering this place observed what he encounters in his way, he would see wonders. This place, despite what it is, and despite that we and all of Iraq and Baghdad especially are with us demanding its removal from its location for its health and moral condition away from sight and not far from the government's supervision with its various health, security and administrative authorities, then despite that we demand the necessity of removing it, we cannot remain silent about what it is It blocks the roads for passers-by and helps the lurking for the observers and hinders traffic and helps in increasing the crowd, and monitoring the existing shops with strict supervision, especially the shops of selling refreshments, which naturally are subject to the prohibition decision, and which have begun to sell alcohol publicly after mixing it with (siphon) instead of water And ordering the impermissibility of opening mobile restaurants after applying the regulation on fixed restaurants and closing the shops that were taken as quasi-restaurants at the present time, and monitoring the elevated houses where gambling is practiced, especially the house mentioned at the beginning of our letter, and that the teenagers and children in the general building should be taken into account from now on, and to prevent the entry of tea into the houses after it was prohibited in public cafés, for each of these houses has become a secret café where the dancing of (Shammareen) is practiced to the rhythms of the (Donbak), in addition to serving tea to entice customers to sit in these secret cafés. Now, because those who frequent it are from the poor class that forms the majority of the Iraqi people, and since this majority is accustomed to frequenting this place it is necessary to impose the strictest health supervision on the prostitutes in it, as it is noted that the most widespread diseases in Iraq and the most dangerous and deadly and most widespread is syphilis, and we can state with certainty that we may find five percent of the prostitutes found in this place free of diseases. As for the rest, as stated by His Excellency the Director General of Health they are inexhaustible sources of disease. Just as if those in charge observed the issue of boys and teenagers frequenting this place, they would be appalled by their number. Also, the mentioned regulation prohibits the presence of children of both sexes in the building at a time when we find dozens of children ⟦...⟧ of girls and boys. We also request that the guard consisting of police officers in the general building be rotational changed every week or every 3 days, not permanent to prevent the service from returning to its old habits?! And despite what we write, we advise to clarify that the police are performing their duties to the fullest, but what happens happens from some individuals who have ties to the past era, and whom His Excellency the Deputy Director General of Police is now working to clean the police corps of them, and they are known. We also hope the health departments carry out a wide-scale campaign and set a specific day for the examination, its timing being secret, where all the building's exits are monitored and the Director General of Health himself attends and performs the examination on all the residents of the general building including the procuresses to verify their safety from communicable diseases and to know the number of prostitutes present in the building without registration in the general register, as the number of prostitutes in the general building, as we have learned, is not proportional to the number in the mentioned register. A complaint from Nasiriyah In a letter from Nasiriyah, the sender complains about the large number of liquor shops and points out that a Jew opened three liquor stores with one license (?!) National Hatred, and National Pride Which is more guaranteed to restore Arab dignity? The call for "national pride" arose in Iraq before other Arab countries, and that was more than ten years ago, and we do not want today in our article to criticize the proponents of this principle and its advocates, for we know they are driven by good intentions and a love of service for the sake of the national interest. But we intended to discuss their views in a purely scientific discussion and to convince them of the errors their viewpoint entails. In our discussion of the idea of "national pride," we do not fail to always take pride in our belief that they were extracted from the ancient Arab character and the inherited Arab tendency. Like the Jews or a grandson like the English, duty and historical evolution necessitate that we raise our new generation on national hatred, not national pride. Now they are between two things: either they drop their citizenship and it becomes mandatory for them to leave Iraq with no return, or they stay as they are, and this is what they do not accept due to the establishment of the alleged Israel. If they abandon the revocation of their citizenship, the law might be repealed after a while and they do not know when, and that may be followed by ⟦line⟧ some obstacles for nations that prevented them from going to Palestine; therefore, they resorted to requesting the revocation of their citizenships himself. As for how that happens, the Jews, with the diabolical ideas they possess, have found a way that would never occur to any devil at all, which is that once his citizenship is revoked, another one of them files a lawsuit against him claiming debts of money, and thus they have been able, these cursed ones, to know the way by which they remain in Iraq despite the revocation of their citizenships from them. It is known that civil lawsuits require notification, which requires days and nights that may be long in duration. They also require the appointment of a day for the hearing, and medical reports may delay that in requests for postponement, then what follows of objection and then other stages of trials as is commonly followed. Such cases require months, even years. How many civil lawsuits have passed years and are still in their early stages. The Jews want to be left to go and come; if they find a place in Israel, as they hope, they stay in it, and if they do not find it as they want, they return from it. Therefore, they will not leave any means without resorting to it to stay and escape, and to revoke their citizenship and keep their citizenships at the same time. They know how that happens, and we do not know what they are plotting and what they have done now for this despicable, despicable, exposed Zionist purpose, but we now have caught them in this trick, and it alone is sufficient for the extent of what these demons can do. The filing of lawsuits by some against others on this wide scale has caught our attention because these lawsuits were not genuine; if they were genuine, they would not, firstly, be in this large number and limited to those whose citizenship is revoked, to those whose citizenship was revoked. Furthermore, the lawsuits are filed against those whose citizenship has been revoked from the Jews only; we did not find a Christian or a Muslim who filed such lawsuits, and if something like that happened, it is a rare, natural, and simple thing, as is the case in every matter that occurs by chance. Therefore, we call upon the government to be strict in taking measures and use the most precise precautions in preventing these apostate Jews from remaining in the country because their presence is a danger to the country due to the confusion, turmoil, and corruption they carry in it, and the intrigue and malice they plot. Newspaper: Al-Ruwwad Number: 2809 Date: April 22, 1954 Private and Foreign Education in Iraq New Draft Regulation for Private and Foreign Schools The Ministry of Education has allocated in the general budget for the current year sufficient amounts for private and foreign education in Iraq. The esteemed professor Awni Bakr Sidqi, Director of Private Education at the Ministry of Education, says that it is the Ministry's plan to encourage and expand private education, and therefore it pays substantial amounts to private schools as annual grants. Were it not for the current financial constraints, it would not have stopped increasing those grants, which exceed seventeen thousand dinars - at the present time - . A draft of a special regulation for private and foreign schools has been prepared and will soon be submitted for approval. The Directorate of Private and Foreign Education oversees more than 200 private and foreign schools, to implement the provisions of the Public Education Law No. 57 of 1940. Teachers for Primary Schools At the beginning of this academic year, efforts were made to appoint male and female teachers for primary and secondary schools for the purpose of teaching Arabic language and social studies, and it encountered immense difficulties in this field, as the number of those whose academic credentials qualify them and who were not employed in public schools is very small, in addition to the weak financial status of most private schools. Raising the Standard of Private Schools Furthermore, the Ministry of Education does not hesitate to seize every opportunity to raise the level of private schools by providing them with competent teachers, inspecting them, and auditing their staff lists with the aim of introducing new elements for teaching in them instead of some male or female teachers whose academic capacity does not qualify them for teaching. The Fleeing Jews and the Revocation of Their Citizenship The Iraqi Commission in Damascus announced the following: Article (2) of the Supplement Law to the Decree for the Revocation of Iraqi Citizenship No. (62) of 1933, No. (1) for the year 1950, stipulates the loss of Iraqi citizenship for the Iraqi Jew who has previously left Iraq illegally if he does not return to it within a period of two months from the date of the enforcement of the aforementioned law. Newspaper: Mada al-Wahab Number: 180 Date: 10/⟦...⟧ Instructions of the Foreign Exchange Control Regarding the revocation of Iraqi citizenship from Jews The Foreign Exchange Control has circulated a notice to all banks regarding the revocation of Iraqi citizenship from Jews, which included the following instructions: 1 - Jews whose citizenship has been revoked by law are permitted to take with them travelers' checks, transfers, or checks made out to them to countries of non-rare currencies - except Palestine - in amounts equivalent to the following sums in soft currencies: a - Twenty dinars for a Jew aged ten years and under. b - Thirty dinars for those over ten years and under twenty years old. c - Fifty dinars for those aged twenty years and above. 2 - Jews whose Iraqi citizenship is revoked may take with them banknotes in foreign currencies - except rare currencies and the Palestinian pound - equivalent to fifteen Iraqi dinars, provided that the banknotes do not exceed that these individuals are considered residents in Iraq. The Foreign Exchange Control Department has authorized all banks licensed to deal in foreign exchange to certify on its behalf the special forms in this regard, provided that the licensees who carry out the transfer must stamp and endorse the laissez-passer or the document carried by the Jewish traveler whose Iraqi citizenship has been revoked with the amount of the transfer granted by them under the powers granted by this circular, and that no other licensee may carry out any other transfer for the same person whose laissez-passer or travel document has been stamped by another licensee. It has obliged the licensees who will practice these operations to provide it every two weeks with independent schedules including all the forms certified under this circular, containing the form number, the amount of the foreign transfer, the name of the traveler, and the number of his laissez-passer, passport, document, or residency book.
