To the noble and honorable Ali Al-Qudayh and his respected companions,
After peace be upon you and prayers for your success and good fortune, your letter arrived in which
you ask about the ruling on buying and selling the belongings of Jews at the present time, and I have noted its contents.
We have been (asked) about this before and we answered to the effect that if buying and selling
their belongings assists them in joining their government, and if their joining it leads to strengthening it against
Islam and Muslims, then it is apparently not permissible.
Peace be upon you, and the mercy of God and His blessings.

An Important Proposal
Regarding the Printing of New Banknotes
Muhammad Rizq Allah Augustine
I repeat my proposal today, which is for the government
to print a new edition of Iraqi banknotes
(under the current currency law
but in a form that differs in terms of designs
and colors of the notes and with a new date of
issue) and to set a period for replacing all old
notes with new notes, and all old banknotes
will be void if they are not replaced
during the specified period. There is no innovation in this
nor any cost. Provided that the replacement takes place
inside Iraq, of course (it is sufficient for the
replacement process to last a few days only if
replacement centers are opened in all centers of
provinces, districts, and sub-districts). During
the replacement period, vigilance is doubled so that
dinars do not enter Iraq from outside.
The purpose of my proposal is to void
the dinars that were smuggled out of Iraq.
I believe that about 15 million dinars have
been smuggled to Tel Aviv or other centers
working for its benefit, so these dinars will be voided
and their value will become a net profit for the treasury, and the state
has the right to confiscate what leaves its country
by illegal means, especially if it is sent to
an enemy country that is still in a state of war with it
and for its benefit. And if we assume that the Jews
are able to return these millions to Iraq
with the intention of replacing them, even by this an
important goal would have been achieved, which is the return of the millions
to the country, and it may not be easy to take them out
by smuggling a second time. As for the
dinars located outside Iraq in a
legitimate manner, such as the dinars that may be with
the money changers of Beirut or Damascus, which may have
remained in the pockets of travelers who compensate for them there,
this will be looked into during the replacement process,
as it is announced outside Iraq that whoever has
banknotes outside Iraq must inform
the nearest Iraqi consulate in writing of the amount
in their possession, providing a list of the numbers of
the notes in their possession and regarding the manner
and legitimacy of their possession, and they will replace what they have
after conviction is obtained of the legitimacy of possession
and in reasonable - small - quantities, of course.
When the government resorts to such
a measure and such firmness, the enemies
and thieves will stop smuggling dinars again,
as the government can repeat this process
from time to time whenever it sees a need for it.
There is another benefit in this exchange,
which is: that a large quantity of banknotes
from various dates, from the first day of the currency's
issuance until today, has been damaged. Damaged by fire,
drowning, tearing, loss, etc..
And when the currency edition is replaced, the government
will know the extent of that, and its value will be a net profit
for it, so it issues a replacement for it, and the amount
of that may reach about half a million dinars
which the government does not benefit from today. And in the process of
replacement, a benefit is reaped in terms of eliminating the
possibility of counterfeiting as well.

In a previous issue of this newspaper, we wrote a frank word about an incident that occupied Iraqi public opinion for two weeks, which is the case of Saleh Al-Jabi and the 3,000 dinars. We summarized the subject and said at the time that the case is before the courts and that the fair and impartial Iraqi judiciary will have its say. The Tricks of the Jews
In Raising and Lowering Market Prices!
It has come to our attention that the Jews in Palestine
have driven the Arabs from their homes, tortured
them, and violated every sanctity; as for in Iraq,
the Jews still refuse even to submit to what
the law has obligated them regarding the renunciation of citizenship
for those of them wishing to leave Iraq! Rather, they
continue to tamper with Iraq's economic and social
life until the time for their escape comes, after
they settle their affairs and smuggle out what they have sucked
from the blood of this people and what they have hoarded of
their wealth! What a great difference between a nation facing
its self-defense and these gangs
and their methods of overcoming us! We did not excel
at attacking to save Palestine, and then it appeared that we
do not excel even at defending against the Jews!
The Jews in Iraq have found among
some of the citizens those who extend help to them
by demanding that they be granted import and
export licenses. This negligence continued, and
these Jews are still granted these licenses under
pressure from their agents and those who benefit from them, despite what
has become clear—that every commodity in the hands of the Jews in
Iraq is only used as a tool for their economic
war. At times, the Jews rush to sell
goods at prices lower than their cost.
This drop leads to the disruption of the market,
and loyal citizens, in turn, hesitate to
proceed with importing until the offered goods
become scarce and demand increases gradually. Then,
the Jews suddenly refrain from selling, and the
market prices rise to an unreasonable height, intensifying
the confusion in the market. Thus, they tamper
with the life of Iraq, and this people becomes like
a ball being kicked around by their feet!
The disruption in economic life leads
to social unrest, deteriorating conditions,
increased resentment, and exposes the country to
dangers! Despite this, we remain stagnant,
neither advancing nor retreating, neither taking precautions nor planning!
The matter is in the hands of the government, and the government
must pay attention to this dangerous aspect and estimate
the consequences of leniency, or rather negligence, in its regard toward
the Jews!
First, it is essential to restrict import
and export to loyal citizens. How often
have we repeated this demand without finding sufficient attention to it?
To ensure this, one of two things must happen: either
the import and export committees are organized in a way
that includes representatives from all Chambers of Commerce in Iraq,
or these committees must be
limited to officials who must be explicitly
instructed to follow such a policy
and ignore the mediation of any influential person
calling for letting the Jews dominate importing
or exporting!
Second: The government must be keen
on continuing to regulate import and export
during this transition phase, and in a more precise manner than
the case was before. Any measure
that leads to the neglect of this regulation increases market
confusion and worsens the conditions. Rather, the
government must monitor price developments in the market;
whenever it notices a shortage or scarcity in any commodity,
it should increase the import licenses for it by a
reasonable amount, leading the Jews to fear the consequences
of the temporary monopoly they have begun to resort
to from time to time, until the day comes
when the Jews' control over
importing and exporting together has left
their hands. Only then may the government
think of another method, although we always
prefer economic guidance and organization over
unrestraint.
Third: It is necessary to compel banks
to reduce the percentage taken on account of
open credits for imports. To our knowledge,
this percentage has reached forty percent,
and there is no justification for this amount except under the influence of fear
of the Jews' tricks in the market, to the point of
selling goods for less than the cost price. If
the government resorts to restricting imports
to loyal citizens, none of whom
think of such tricks to harm the people,
the risk would vanish, and it would be possible to reduce the percentage
paid on account of credits to twenty
percent, for example.
Finally, it is necessary to facilitate lending
to citizen merchants who today find
enormous difficulty in commercial work given
the Jewish blockade imposed in Iraq,
as the Jews have actually resorted to freezing the money
of citizens deposited with them; they do not pay
their debts easily, while they do not give
a debtor any time to pay what he owes them! It is
therefore necessary to facilitate the transactions of discounting financial papers
and mortgages that loyal citizens
are forced into, and other
transactions specific to non-Jews.
Will the government think about this and other
vital Iraqi affairs, or will it leave the rope
loose for the Jews, until Iraq finds
itself in a state of economic and
social chaos?

They attack the government with profane words and mock police representatives
We must put an end to this recklessness by imposing the harshest penalties on them
The Al-Waziriyah assistant police station was informed that there is a house
in its area inhabited by immoral people from
the Jews, and that the house is prepared to receive friends,
friends of friends, and female friends of female friends.
These people, upon arriving at this house, kill
their time playing cards (gambling) and having (innocent)
and (not-so-innocent) fun, knowing that most of the
friends are Muslims and the female friends are

they found him insistent on his request regarding the necessity of ceasing
the disturbance of the neighborhood residents and resorting to quiet,
they began (insulting) the government and uttering
inappropriate words against this Kingdom
and its government, a matter which forced the police
assistant to bring them, their families, and their maternal uncle,
who participated with them in directing these words
toward the government in the presence of police representatives,
to the station, filing a lawsuit against them and requesting
their referral to the courts under Article 13 of
Chapter Twelve of the Baghdad Penal Code. The
investigating judge agreed to refer them to the courts
under the mentioned articles. Usually, the completion
of referring cases to the courts under
these articles depends on the approval of the Ministry of Justice.
The Ministry of Justice has been written to in this regard,
and the case is still awaiting the Ministry's approval
for its referral to the courts. We expect His Excellency
the Minister of Justice to pay attention to such a case,
which, if it indicates anything, indicates the extent of
Jewish recklessness and their defiance of the laws,
the government, and its representatives. We hope that the
courts will take the harshest measures and impose the strictest
penalties on them so that this may be a deterrent to others.

case.

Mandali Assistantship and Jewish Smuggling
From Mandali news, on the night of
3/29/950, the Police Assistantship
seized a Lorry in the lands of
Dijla coming from Baghdad with
three Jewish persons in it: Victor Ezra
Shami, Hezekiel Isaac, and Joseph
Israel, along with the smugglers Mahmoud Ghulam,
Ashour Hassan, and Kadhim Aziz. When they were brought
to the District Governor in his capacity as Criminal Judge, the
smugglers were ordered to provide a cash bond of (500)
dinars or face imprisonment for three years.
They were taken to Baqubah prison, while the Jews
were detained pending their transfer to court
and the revocation of their citizenship. Note that
the Assistantship has completely closed the borders to
Zionist escapees with
intense surveillance. This is no surprise, as the Assistant
(Ahmed Sab' Al-Nasiri), who manages this
department, was one of those who volunteered to go to
Palestine and his request was granted, and today he is the Assistant
of Mandali. May God bless his efforts.

One of the merchants in Khan Al-Rumah
Al-Kabir wrote to us saying: The Jews are fleeing daily
stealthily from Iraq to Tel Aviv, leaving
behind their debts. Then finally came the issue of
revoking their citizenship, and this is being utilized
by some of them.
The merchant suggests that the government
should publish from time to time a list of the names of those
who applied to have their citizenship revoked and those
whose citizenship was revoked because of their flight
so that public opinion may be informed, and so that
national creditors may benefit before they are surprised
by their departure. We hope that the government will consider
taking the necessary measures to protect the rights
of the people from the Jews in this matter
specifically!

An eyewitness tells it to Al-Yaqaza readers
The bomb is of the Mills type . .

* I was told that a bomb exploded yesterday
evening on Abu Nuwas Street in the Al-Baida
Casino. I said this is not the first bomb
exploded by the Jews in Baghdad "the capital
of Al-Rashid, and the minaret of ancient glory". Have
the sleepers awakened !
* The residents of the Al-Orafaliya area were
terrified at nine o'clock on Saturday evening
(yesterday) by the sound of a massive explosion, after which
they rushed to the scene of the incident. One of Al-Yaqaza's
friends recounted his observations as he saw them
with his own eyes, saying:
The Scene of the Incident
The explosion occurred in the side street
connecting Abu Nuwas Street and Al-Sa'adoon
Street. It left a hole in the ground
three centimeters deep and at a distance of six
feet from the wall of the Al-Baida Casino. The
asphalt was scattered around the hole, and the car
of Mr. Abdul Rahman Shweish, numbered 1146 Baghdad,
was hit by shrapnel from the projectile, breaking
the lamp, window, and door on its right side.

was (25) feet, and it resulted in a power
outage in the house adjacent to the explosion
site, belonging to a person named "Hayawi".

Now, it seems that Israel has reached in its study what guarantees the immigrant Jews from Iraq what they want from Israel, or that Israel has become in need of the strong arms of Jewish youth to ward off the danger looming over it, which must descend upon it at some hour. Therefore, we saw that those crowding the government offices for migration and renouncing citizenship are the youth and the youth only.
Israel is not in need of the elderly, the needy, and the weak among the world's Jews, but rather it needs those who will supply Palestine with their money and blood. It does not accept for itself to adopt burdens that are heavy on it, but at the same time, it wants to keep these elderly Jews, whom it does not want to keep itself, as a burden on other people, sucking blood and wreaking havoc on earth, and it wants them to be observers and eyes for it on the nations and peoples
surrounding Israel and a fifth column promoting its corruption and sowing discord among nations hostile to it. Otherwise, why is it that among those who want to migrate there are no elderly or weak individuals? After what the Jews intend for the Arabs and what Israel intends for the surrounding peoples has become clear, after all or part of this, one must be vigilant and take precaution regarding the matter of the Jews. Al-Jumhur al-Qurra newspaper published in its issue number 329 an article about the suspension of Edouard Abboudi Bank. It opened the subject by asking where the bank's money went? It concluded by asking officials to conduct an investigation, but it did not mention what happened before the suspension until now, as it mentioned the subject in general. Now I would like to mention it in detail, delving deep into the research, mentioning everything I know, aiming for the interest of the group and casting private interest aside in service to the citizens and creditors.
The mentioned bank stopped just as colleagues before or after it stopped for a purpose known to all, which is to disrupt the economic and commercial situation in Iraq, responding to Israel's call and performing what was requested of them in the best possible way ⟦...⟧
Those with weak morals and weak patriotism among the sons of this country are the cornerstone and the direct cause of doubling the betrayal of the Jews in encouraging this bank to stop payments. I must know that these are his partners and friends who rely on him. Therefore, we found them, when we wanted to file a lawsuit against the bank, began pleading with us at times and threatening us at others, promising us false, deceptive, and trivial appointments. They were defending this criminal. But one of us asked one of them to give him half of what he had at the bank and the rest he would give to him, but the bank's mediator only turned his back and walked away.
The camouflage of these mediators and their rumors was supported by the bank's lawyer, and the writing of one of the local newspapers about (the non-suspension of Edouard Abboudi Bank) had a great impact on public opinion, including even the officials, among them - unfortunately - His Excellency the responsible judge to whom we went and asked him to order the seizure of the bank. He only refused our request, making excuses or relying on what the newspaper mentioned and the camouflage of the lawyer (the bank's lawyer). The judge's answer to us was that this bank had not stopped, but the judge was surprised the next day by a statement issued by the Ministry of Finance announcing the suspension of this bank from payment. At that point, the judge ordered the seizure and the taking of the necessary measures for that.
And now... after the failure of the attempt by the bank's friends and partners to deceive us, the agent of the bank owner (Abu Jamil) began to perform some acts contrary to the law, assisted by his lawyer, friends, and partners. I say this agent began performing acts contrary to the law by conspiring with some creditors, claiming to them that he would give them half of their debts now and give them the rest after a short period if they could satisfy the other creditors by taking ten percent 10% of what they have at the bank.
So these mediators (the conspiring creditors) carried out a large propaganda campaign intended to deceive us. With this propaganda, they were casting the public interest aside, prioritizing their personal interest above everything!
So all of them began to mislead the poor creditors and ask us to agree to another 10% and divide by 12 percent, promising the rest if we wait for a period of two months or less, as they will transfer funds (cash) to the bank owner from America, and that the bank did not go bankrupt and still owns a lot of money. They were telling us this in order for us to lift the seizure on the bank. What is funny and unfortunate is that one of these conspiring creditors told us about the presence of a lot of money in the bank, but I do not know how he forgot—and I believe he pretended to forget—because two days before the bank stopped, he asked it (the bank) to give him an amount of money not equal to one-fifth of what he owns in the bank, but the bank refused and did not give him a single fils..!!
What is even more distressing, or rather more calamitous and bitter than all this, is that among those who play the role of mediator and service to the bank are Muslims and pilgrims to the Sacred House of God!! But I do not know how they cast aside the service of God and the homeland and preferred their conscience for the sake of serving the criminal Jews, the enemies of the homeland and religion.
Therefore, I direct my call and speech to my fellow creditors, just as I direct it at the same time to all our merchants and money owners, to put the public interest above everything, especially in such a difficult time that the enemies of the homeland have begun to exploit to launch their economic attack to disrupt the financial situation in the country, relying on the support of some who lack conscience and have weak morals, persisting in their error, harboring their conscience, worshippers of dirhams and traitors to the country. My fellow creditors should denounce such conspiracies, and it is hoped that officials will strike at the hands of these traitors and hasten to conduct the investigation and punish the negligent with the severest punishment to be an example to others like them, traitors to the country and its enemies.
Finally, I say to the creditors not to believe everything the bank's lawyer says because with this talk he is deceiving them, so let them remain united ⟦regarding⟧ the bankruptcy of this bank, and peace be upon those who follow guidance.

registration centers were opened because of this
crowding in the areas of Al-Tayaran, Abu Sifein, Al-Qishla, Taht
Al-Takiya, Al-Bataween, and Karrada. Yesterday
(137) people were registered, including elderly,
youth, and women. It was noted that most of them
are unemployed school graduates and dismissed
employees. It was also noted that the wealthy
and middle-class have not come forward to register.
Despite registering this number, the
crowding was intense at the end of the official time
for registrants yesterday. Meir Tweig Synagogue will remain
the general center for registration, meaning that the branches
where individuals wishing to renounce
their citizenship are registered will bring them to sign
their special forms before the committee
which has set its headquarters in Meir Synagogue.
A special schedule has been set for registration in
the recently opened branches to conduct
registration in the centers sequentially; registration is
completed in one center, and on the
following day in the other center, and so on.

Readers recall that both Second Lieutenant

on Abu Nuwas Street last Saturday.

immediately after the incident; they are Yaqoub Ezra,

A Jew Fires a Shot
in Al-Saadoun Street as a Provocation

last Monday, the Al-Bataween Police Station
received a report of a shooting incident
in Al-Saadoun Street. Mr. Hussein Ali, the station

to the scene to investigate,

standing in front of the Orphali building holding

He also found two students who stated

Based on the testimony of the two students, the suspect
was arrested and identified; he was sitting
in Fadhil Al-Kurdi's cafe accompanied by two individuals,
Naji Ezra and Naji Shaul, who were
also arrested, and they were all detained by order
of the investigating judge.
It appears from the circumstances of the incident that the intent
behind committing it was provocation. Pending
the results of the investigation, we refrain from reporting
the information we have.

completely closed the borders in the face of the Zionist escapees,
and has also prohibited the operation of "rafts"
on the Diyala River, which used to facilitate crossing
between the districts of Kifri and Khanaqin. It is no wonder
that Mr. "Abdul Hamid" is one of the vigilant police
officers who are pointed to with fingers of praise
and who stay awake to maintain security
