Mandatory Reasons
Whereas the Inter-Governmental Maritime Consultative Organization, concluded in Geneva
on March 6, 1948, is one of the specialized agencies of the United Nations in the field of maritime transport
and maritime navigation, and in order to achieve international cooperation in technical matters and the safety of navigation
international maritime affairs, and participation in organized international efforts in this field, and to benefit
at the same time from the services it provides, the Government of the Republic of Iraq has decided
to join the aforementioned convention, without this accession being considered a recognition of Israel,
nor shall it be a reason for establishing relations with it of any kind required by this convention.
And for the purpose of ratifying the aforementioned convention and putting it into effect, this law was enacted.

Article 1 - The phrase: (And the Land Registry Department shall register the real estate in the name of the High Committee) mentioned at the end of paragraph (c) of Article 3 of the law shall be deleted and replaced by the following phrase: -
((And the competent Real Estate Registration Department shall register the real estate whose sale was canceled, whether it was land or an orchard, as pure state-owned (Amiri Sirf), without fee)). | Article 2 - Registrations previously made in the name of the ((High Committee)) shall be corrected in accordance with what was stated in Article 1 of this law.
Article 3 - This law shall be published in the Official Gazette and the Ministers shall implement its provisions.

Explanatory Note
Paragraph (c) of Article 3 of the Law on the Sale of Real Estate, Machines and Engines Delivered to the High Committee from the Agricultural Bank No. (204) of 1964 requires registering the real estate in the name of the aforementioned Committee if it is decided to cancel its sale in accordance with its provisions.
And whereas the lands and orchards whose sale is decided to be canceled under this law are among the Agrarian Reform lands and orchards provided for in Articles 1 and 17 of the Agrarian Reform Law No. (117) of 1970 and are subject to unified provisions under the law in distribution and disposal to farmers or for public benefit, and in line with the general principle adopted by the aforementioned law in unifying the registration of the category of agricultural lands belonging to the state as the category of (Pure State-Owned/Amiri Sirf), it was necessary to amend Law No. (204) of 1964 in a manner consistent with the Agrarian Reform Law in this respect.
Therefore, this law has been enacted.

Based on the authority vested in us under paragraph (4) of Article Sixty-Three of the Income Tax Law No. (95) of 1959, as amended, we have decided the following: -
1 - The amounts granted to officials and employees shown below are not subject to income tax and are not covered by the provisions of paragraph (5) of Article Two of the Income Tax Law No. (95) of 1959, as amended.

B - Lump-sum transportation allowances.

Based on the provisions of paragraph (1) of Article Two of the Pension Fund Law for Officials and Employees in Semi-Official Departments and Institutions No. 49 of 1967, as amended, and in accordance with Article Thirty-Six of Instructions No. 68 of 1973 issued by the Supreme Agricultural Council, we have decided to include the officials and employees of the departments of the Ministry of Agriculture and Agrarian Reform under the provisions of the mentioned law, effective from 31-7-1973, except for workers and employees with daily or monthly lump-sum wages or those covered by the Labor Law or the Workers' Pension and Social Security Law.

First - Based on the request of the Ministry of Labor and Social Affairs and based on paragraph (B) of Article (137) of the Criminal Procedure Code No. (23) of 1971, we have decided to grant Mr. Samir Hamoudi Al-Sheikli, Director of the Detention Center in Baghdad, penal authority based on paragraph (A) of Article (52) of the Prisons Administration Law No. (151) of 1969, to be exercised within the limits of his position as of the date of this decision.
Second - The aforementioned person shall retain the above authority as long as his job title does not change, based on paragraph (2) of the Revolutionary Command Council Decision No. (444) dated 27-9-1969.

Determined to continue the application of the provisions stipulated in the Treaty of Friendship and Cooperation
between the Iraqi Republic and the Union of Soviet Socialist Republics ratified by Law
No. (43) of 1972, especially what was stated in its preamble and Articles 1 and 6 regarding the strengthening
of the existing relations of friendship and mutual trust between them and the continuous development of comprehensive cooperation in
various fields and the expansion of cooperation and direct links between government institutions in their two countries,
we have reached the conclusion of a treaty for judicial and legal cooperation between the two republics, which was signed
in Moscow on 22-6-1973 by the representatives of the governments of the two countries, and for the purpose of ratifying this
treaty to put it into effect.

2 - The National Center for Engineering and Architectural Consultancy is authorized for the purposes of the aforementioned project the following powers:-
a - Contracting with Iraqi or foreign natural and legal persons under the terms and method it deems appropriate.
b - Employing Iraqi and foreign experts, specialists, and technicians with the salaries, terms, and durations determined by the Center.
c - Sending employees and non-employee technicians outside Iraq and granting them allowances in accordance with the rules established in the Travel and Assignment Allowances Regulation No. (1) of 1973.
3 - This resolution shall be effective from the date of its publication in the Official Gazette, and the ministers shall implement its provisions.

1 - Authorizing the Minister of Higher Education and Scientific Research the power to determine the duration of study, certificates, and admission requirements for the courses decided to be opened in the College of Engineering at the University of Baghdad, as an exception to the provisions of Article Eleven of the Higher Education and Scientific Research Law No. (132) of 1970. For the purpose of qualifying graduates of the colleges of science and the departments of physics and geology and preparing them as engineers.
2 - Whoever is appointed as an assistant to the dean for course affairs from among the faculty members shall be granted a lump sum fee of (-/70) dinars per month, provided that his working hours are in the evening and in accordance with the course hours, as an exception to the provisions of the State Officials and Employees Allowances Law No. (93) of 1967.
3 - The allowances received by faculty members in the College of Engineering at the University of Baghdad who will work in the courses are excluded from the provisions of the State Officials and Employees Allowances Law.
4 - Postponing the compulsory service for those accepted into the courses referred to in (1) above for the period specified for the course.
5 - The provisions of paragraph (3) of this decision shall apply to faculty members and other lecturers who will work in similar courses decided to be opened in the College of Technological Engineering at the University of Baghdad.
6 - The competent ministers shall implement this decision.

Article One - The text of paragraph (a) of Article Two of the decision is canceled and replaced by the following text:
a - Whoever holds an intermediate school certificate or above, his salary shall be determined according to
the provisions of the Civil Service Law on the basis of calculating his period of service with the nationalized company plus four years for the purpose of determining the salary and increment, if he has no service or practice outside the company, or if his service or practice outside the company is less than four years. As for those who had service with the state or professional practice outside the company according to the Civil Service Law for more than four years, their salary shall be determined on the basis of calculating their period of service with the nationalized company plus their service and practice outside the company, provided that the provisions of paragraph (4) of Article Ten of the amended Civil Service Law are taken into account in calculating this addition.
Article Two - This decision shall be effective from the date of its publication in the Official Gazette and the ministers shall implement its provisions.

(24) Haliwat (84) Al-Baka and Al-Ajra (85) Khirbat Al-Sultaniyat and part of district (29) Al-Shirqat Island, and the dividing line between the governorates of Nineveh and Baghdad in the area shall be as follows: -
The boundary begins from the meeting point of the eastern boundary of district (24) Haliwat with the boundaries of Baghdad Governorate and continues with the eastern and northern external boundaries of the mentioned district until it meets the northern boundaries of district (85) Khirbat Al-Sultaniyat, then the northern and western boundaries of district (84) Al-Baka and Al-Ajra until the boundaries of this district meet Wadi Al-Tharthar in its southern part, and from this point the boundary moves south following Wadi Al-Tharthar until it reaches the Tharthar Bridge located at the meeting point of the governorates of Baghdad and Anbar, leaving the southeastern part of district (29) Al-Shirqat Island within Baghdad Governorate.

Revolutionary Command Council
Based on the provisions of paragraph (a) of Article Forty-two of the Interim Constitution and paragraph (d) of Article
Forty-three thereof, and based on the approval of the President of the Republic to the proposal of the Minister of Communications.
The Revolutionary Command Council decided in its session held on 11-9-1973.
To issue the following law:-

Law
Ratification of the Protocol amending the Warsaw Convention
for the Unification of Certain Rules Relating to International Carriage by Air
Article One - This law ratifies the Protocol
signed at The Hague on 28/September of the year 1955 amending
the Convention for the Unification of Certain Rules Relating to International Carriage by Air signed
in Warsaw on 12/October 1929.
Article Two - The accession of the Republic of Iraq
to the Convention ratified by this law does not in any way
imply recognition of Israel, nor does it lead to the entry of
the Republic of Iraq into dealings with it as included in this
Convention.
Article Three - This law shall be published in the Official
Gazette and the Ministers shall be responsible for its implementation.
