Article 1 - The phrase: (And the Land Registry Department shall register the real estate in the name of the High Committee) mentioned at the end of paragraph (c) of Article 3 of the law shall be deleted and replaced by the following phrase: -
((And the competent Real Estate Registration Department shall register the real estate whose sale was canceled, whether it was land or an orchard, as pure state-owned (Amiri Sirf), without fee)). | Article 2 - Registrations previously made in the name of the ((High Committee)) shall be corrected in accordance with what was stated in Article 1 of this law.
Article 3 - This law shall be published in the Official Gazette and the Ministers shall implement its provisions.

Explanatory Note
Paragraph (c) of Article 3 of the Law on the Sale of Real Estate, Machines and Engines Delivered to the High Committee from the Agricultural Bank No. (204) of 1964 requires registering the real estate in the name of the aforementioned Committee if it is decided to cancel its sale in accordance with its provisions.
And whereas the lands and orchards whose sale is decided to be canceled under this law are among the Agrarian Reform lands and orchards provided for in Articles 1 and 17 of the Agrarian Reform Law No. (117) of 1970 and are subject to unified provisions under the law in distribution and disposal to farmers or for public benefit, and in line with the general principle adopted by the aforementioned law in unifying the registration of the category of agricultural lands belonging to the state as the category of (Pure State-Owned/Amiri Sirf), it was necessary to amend Law No. (204) of 1964 in a manner consistent with the Agrarian Reform Law in this respect.
Therefore, this law has been enacted.

Mandatory Reasons
Whereas the Inter-Governmental Maritime Consultative Organization, concluded in Geneva
on March 6, 1948, is one of the specialized agencies of the United Nations in the field of maritime transport
and maritime navigation, and in order to achieve international cooperation in technical matters and the safety of navigation
international maritime affairs, and participation in organized international efforts in this field, and to benefit
at the same time from the services it provides, the Government of the Republic of Iraq has decided
to join the aforementioned convention, without this accession being considered a recognition of Israel,
nor shall it be a reason for establishing relations with it of any kind required by this convention.
And for the purpose of ratifying the aforementioned convention and putting it into effect, this law was enacted.

Issued by the Minister of Agriculture and Agrarian Reform
Based on the authority granted to us by the text of Article Six
of the Pastures and Their Protection Law No. 106 of 1965.
We have decided to prohibit the cutting of trees and shrubs in the
natural pasture lands mentioned below, effective from the date of publication
of this statement in the Official Gazette. Violators shall be punished in accordance with
the provisions of Article Ten of the aforementioned law.

D - The worker shall be paid his wages for the period of his annual leave upon being granted it. However, upon the termination of the worker's employment for any legal reason, he shall be paid the wages for the days of annual leave he did not enjoy, based on the wage he was receiving at the time of termination.
E - Accumulation of annual leaves for workers is not permitted except within the limits set forth in this law.
F - Any agreement intended to waive the right to the minimum annual leave for the worker, or to forfeit it in exchange for compensation or for any other reason, shall be null and void.
Article Two - The text of Article (75) of the law shall be considered its first paragraph under item (A). A new paragraph under item (B) is added to it with the following text:
B - Periods used for sick leave, maternity leave, or injuries according to the provisions of the law shall be considered part of the service.
Article Three - A - The wages for leaves accumulated by the worker before this amendment takes effect shall be considered a debt owed by the administration or the employer, to be paid to him upon termination of his employment for any legal reason. However, the worker may use his accumulated leaves mentioned in this article for cultural and training courses.
B - This article (Article Three of the amendment) is considered an independent and transitional article.
Article Four - This law shall be effective from the date of its publication in the Official Gazette. The ministers are responsible for implementing its provisions.

Explanatory Statement
The Revolution of July 17 announced, upon issuing Labor Law No. (151) of 1970, that it considers all the rights and gains established for workers in this law as - in the eyes of the Revolution - no more than the minimum of what it aspires to achieve.
And since the International Labour Conference, in its fifty-fourth session, approved Convention (132) regarding paid annual leave, and the methods of enjoying it according to the latest humanitarian and scientific concepts and methods.
And in line with the social policy committed to by the Revolution, aimed at developing labor legislation in the Iraqi Republic in a direction that always makes it at the forefront of international labor legislation.
Therefore, the Revolutionary Command Council, in its session held on 7-29-1973, approved the ratification of the aforementioned International Labour Convention No. (132), and the amendment of the provisions of the Labor Law in a manner that makes it consistent with the provisions of the said convention.
To achieve this purpose, this law was enacted.

(( 5 - a - Local administrations in the governorates for the purpose of establishing charitable, health, and educational institutions, schools, dormitories, headquarters, police stations, and sub-department buildings - except for buildings and departments of the Ministry of Works and Housing - and courts, state houses, clinics, and other facilities in the governorates maintained by the General Directorate of Works.

Explanatory Statement
In order to benefit from the loans and technical expertise provided by the International Bank for Reconstruction and Development to member states in the aforementioned bank, and in order to reduce the costs of storing, marketing, shipping, and unloading grain in various parts of the Iraqi Republic, the Planning Council has approved the conclusion of a loan agreement to finance the grain silos project in Iraq with the World Bank and authorized the Ministry of Planning to take the legal measures to ratify the aforementioned agreement.
In order to ratify this agreement to ensure its implementation, this law was enacted.
