Further to our verbal conversation, held in your office on the 22nd instant, I beg to offer myself as a candidate for an H.E. David Fund scholarship to pursue my studies in the United Kingdom, and give below the details asked for in the relevant Notification published on the School's notice-board.
I am 21, being born in 1932.
At 16, in 1948, after spending four years at Shamash Secondary School, I passed the London University Matriculation Examination (for June), at which I was the only examinee from Baghdad who obtained a First Division pass. The subjects I offered were:- English, Elementary Mathematics, French, Chemistry, and Electricity and Magnetism.
I passed the Government Secondary School Examination (Science Section) in 1949, obtaining an average of 84%.
In January, 1950, I passed a Supplementary Matriculation Examination in a further four subjects: Classical Arabic, Mechanics and Hydrostatics, Mathematics (More Advanced), and Geometrical and Mechanical Drawing.
In July, 1951, I passed the Intermediate Arts Examination in the following subjects and with the following results:-
Classical Arabic | A
French | A
Pure Mathematics | B
My original intention, after passing the Intermediate, was to proceed to the final B.A. (General) Examination in the same subjects. After due deliberation, however, I found that such a choice of subjects would be definitely out of joint, since it is obvious that Pure Mathematics does not harmonize with French and Classical Arabic. For the sake of a better synthesis, therefore, I decided to jettison the Mathematics subject and instead to prepare for History of Philosophy, a subject which has no
2.
counterpart at the Intermediate. And, as a matter of fact, I am now
half-way through my correspondence studies for the final B.A.(Gen.),
which I was intending to sit in June, 1955, offering Classical Arabic,
French, and History of Philosophy..
It would therefore appear that, should I be accorded a scholarship
to resume my studies in the United Kingdom as from next October, I should
be able (subject, of course, to the approval of the University authorities)
to sit my final B.A.(Gen.) Examination in one academic year, i.e. in
June, 1955, as originally planned; after which, I should be eligible to
proceed to higher degrees in either French or Philosophy.
Should the University authorities refuse to grant me such a
permission, a more time-saving alternative would be to proceed directly
to the B.A. Honours degree in either French or Philosophy, which would
take 2 or 3 years; after which, I should wish to go in for the M.A. and
Ph.D. degrees in the same subject, which would mean an additional 2 years.
I have discussed the above proposals with Mr Pearson, of the
British Council, Baghdad, who agreed that they are feasible and in conformity
with the standing regulations of the University of London. He considers
that the University authorities may well be prepared to approve my sitting
the B.A.(Gen.) in one year, after giving me a test, but that it would be
unavailing to take up this question now. At any rate, this is by no means
a ticklish problem, since, as stated above, I always have the alternative
of proceeding directly to an Honours degree.
For the last five years I have been working in the Engineering
Department of the Khanaqin Oil Company, Limited, Baghdad. My present
designation is In-Charge Progress and Planning; ability at self-expression
in English forms the staple part of this appointment, and for the last five
years I have been working away at improving and perfecting my knowledge of
this language. I need hardly point out that, through my daily contact with
many Britishers during this long period, I have acquired an excellent "feel"
for both the spoken and the written language. I have a genuine interest in
linguistic studies, and should like to mention that, apart from the above
examinations, I completed in January, 1952, an advanced correspondence
course in Effective English fom the Regent Institute, London.
You will no doubt appreciate that my main aim in applying for this
scholarship is to get a chance for pursuing my studies to degrees higher than
the B.A., as it is clear that I can easily obtain the B.A. degree here, on
my own, without involving myself in so many difficulties. Therefore, in
case I am granted a scholarship, I consider it imperative to lay down the
proviso that I should be given a written promise to the effect that, if I
did satisfactory and promising work up to the B.A. Honours, my studies would
be financed for a further 2 or more years up to the Ph. D. degree. I hope that
you will have no objection to this, since, in all probability, the whole
scheme would be completed within four years.

Iraqi Nationality No 1687 dated 27-4-1952, whilst my father, Mr Jacob
