His Excellency the Chairman of the Administrative Committee of the Jewish Community, the Respected
After greetings:
The tenant of this khan had rented it for a very low amount considering its location
in Al-Ma'adid Alley, and therefore we do not know how the agreement was reached to carry out repairs
for the owner of this khan, and by what means your respected committee accepted an expenditure amount
of 99 Dinars, including what authorized him to spend more than this amount. Given the custom
current with us, we first obtain approval to carry out repairs, then we keep
the approval paper until the completion of the repairs, then we pay the price to the contractor
after he signs for the receipt of the amount on the same approval paper, and we keep it with us
in the file; this is the current custom I have.
Therefore, I suggest to your Excellency not to pay him anything because he did not perform
the repairs, and perhaps he only spent thirty and said I spent two hundred
and fifty, and in this matter there is an injustice to others.
For this reason, I do not agree to give him any increase.
