On this occasion, I would like to point out to you that near the old gate of Mir Elias Hospital there is a courtyard that was the residence of the late Mir Elias, with a very large garden. This house, after spending on it the equivalent of two years’ rent for any rented house, could be an ideal hospital sufficient for this community in the current circumstances in general. I am prepared to explain this idea to the engineer and expert of the Putin Hospital for this purpose. The idea stated in the above paragraph has the advantage of stability for the hospital’s tools, machines, etc., so that they do not have to be moved repeatedly from one house to another, which these precious tools cannot bear. On this occasion, I present to you a report of my work in Mir Elias Hospital for the years from 1934 to 1944, in accordance with the report issued in 1944, for the benefit of everyone to know how this hospital was formed and the efforts and the way in which the community became the full owner of the hospital in all aspects. I hope that all members of your esteemed committee will read this report. I am also prepared to explain to any lawyer or experienced person that the floor attached to the hospital buildings is not included within the hospital. Instructions on how to conduct the affairs of the community
The following instructions are to be followed regarding the employees of the community
1 - The secretary of the community shall be linked to the secretary of the committee in terms of personal matters, administration, and correspondence.
2 - The accounting department shall be linked to the secretary of the administrative committee and shall receive orders issued to it from the administrative committee through its secretary.
3 - The clerk Sassoon Owaidya shall be linked to the secretary of the community and the accountant, each according to his position, and he must maintain the records belonging to the committee and type the correspondence on the typewriter related to the committee.
4 - All money received by the community shall be deposited into the bank immediately upon receipt, and the accountant is responsible for keeping it. No employee is allowed to keep any amount belonging to the community.
5 - No repairs of any kind may be carried out on the community's properties except after submitting the necessary inspection and estimating the value of the repairs by experts, and presenting it to the committee for approval.
6 - All papers, communications, and records related to financial matters in the possession of the community secretary shall be deposited with the accountant and the clerk, who are responsible for them, and they shall submit what is required to the committee secretary for presentation to the administrative committee.
7 - No employee is allowed to use the car for private business, and he must come to the department in other cars, similar to government employees.
8 - The accountant must sign the papers of the poor who need to be sent to a doctor and present them to the committee secretary for signature as well, and to verify the identity of the patient.
9 - Every employee is prohibited from keeping any amount belonging to <del>⟦illegible⟧</del> the community's revenues, and he must hand it over immediately to the accountant, who shall issue the necessary receipt upon receiving it.
These instructions shall be applied with complete accuracy.

According to the Regulations governing Minimum Enterance Requirements of london University : -
" A person who holds a full practising professional qualification obtained by examination may apply to the Secretary to the University Entrance and School Examinations Council for his qualification to be considered as satisfying minimum entrance require-
ments .
In order to be considered under this regulation the applicant must show that he holds ( by examination ) a qualification which is either a necessary qualification for the practice of a recognised profession , or one of the qualifications which would normally be accepted for a public appointment in the field of that profession . In considering an application account may be taken of the general education and age of the applicant . The applicant may be summoned for interview , and may be required to pass in additional subjects at the Examination for the General Certificate of Education or an equivalent examination " .
The Northen Universities are prepared to accept the Iraq Baccalaureate as qualifying for Minimum Entrance Requirements , provided that the candidate is recommended by the Iraq Ministry of Education . They would , therefore , obviously be prepared to consider acceptance of the Engineering College Diploma . In either case they would wish to satisfy themselves as to the adequacy of the candidates ' knowledge of English .

Dear Mr. Obadia,
I hope this letter will find you well and happy.
In the first place, I wish to apologize for not writing to you
any earlier, as I was too busy in getting settled, which is the biggest
difficulty a new-comer faces in such a city as London. I also have
been preparing for an entrance examination which took practically all
my time.
On the next day of my arrival to London I contacted the Faraday
House of Engineering where I had been accepted, but I found out that
the said Institute does not grant any degree or qualification, as it
does not belong to the University of London, which is actually the
Ministry of Education here. The only thing this Institute could give
was an opportunity for paid practical training, i.e. they were prepared
to fix me with a company and to pay me about £3 a week, as they do to <del>the</del>
their graduates and after serving for one year or two, I could join the
Civil Engineers Association. However, as the Home Office does not allow
those who land as students to get employment, whether paid or unpaid,
my application for this institute was immediately rejected.
Then I tried to join some Colleges belonging to the University of
London, but I was not accepted as a Post Graduate or as an advanced
student, as our certificate is not recognised by them, and in case I
wanted to get the B.Sc. Degree, I had to start all over again from the
first year. I tried very hard with them, but I was told there was no
hope, as regulations here are above everything. I went to Manchester
Glasgow Liverpool, Nottingham, and to many other cities with a hope to
be accepted at least in the B.Sc. Class, but still it was of no use.
Those were really the hardest days I had in my life, and I was
completely lost not knowing what to do, as I found not a single plan
to work out. The Home Office sent after me to know whether I had joined
a college or not. Then I decided to join the Physics Dept. where I was
given two years exemtion, provided I pass a special entrance exam to be
set for me. The examination was on 23rd, 24th and 25th this month, and
I did quite well, I still have a practical exam to pass, which will
take place in December. The final results will be given early in Jan-
uary, and I am going to keep you informed.
Our studies start from 9.30 A.M. to 5.30 P.M., and I am enclosing
here-with an attendance certificate which I presented to the Embassy.
Life in London is much more expensive than it is in Baghdad. It is
rainy and cloudy most of the time.
I am sending you by separate mail a book called Intermediate Pure
Mathematics, published in February, 1953, to cover Trigonometry, Algebra,
Co-ordinate Geometry and Calculus in compliance with the requirements of
the G.C.E. Advanced Level and the Intermediate Examination of the Unive-
rsity of London. This book is being widely used in England by most of
the universities.
I am sure everything is quite in order with the School with your kind
efforts, and I firmly believe that the students are doing well the year,
specially those of the Fourth. Please explain to them that the G.C.E. is
very essential for those who wish to continue their studies in England.

Statement to the Honorable Members of the Community
In view of the Presidency of the Community nominating male and female students to complete their higher studies in England at the expense of
the endowment of the late Hayim Hakham Heskel, those wishing to participate in this matter are requested to submit their applications
to the Presidency of the Jewish Community, stating their qualifications, the certificates they hold, the subject they prefer
to specialize in, and all other information that will help the committee consider the matter, provided that these applications reach
the Presidency of the Community before one o'clock in the afternoon on Wednesday, 20 / 1 / 1954, noting
that applications received after that will be ignored. As for those who have previously submitted such applications, there is no need
for them to submit other applications if their previous applications include the required information.

Further to our letter No. C/52/811 dated 7/9/1952;
The Administrative Committee - which is acting in place of the Lay Council as stated in Ministerial Order No. 1144
dated 11/24/1953 - decided in its session held on 12/13/1953 that the signing of
checks and financial transactions related to the Ezra Menachem Daniel Endowments shall be performed by both its President, Mr. Farid Daoud Samra,
and its Vice President, Mr. Frank Yameen; and in the absence of one of them, the member Mr. Menashi Ibrahim
Kashi shall take his place.
Therefore, we list below a copy of the signatures of the Committee President, Mr. Farid Daoud Samra, the Vice President, Mr.
Frank Yameen, and the member Mr. Menashi Ibrahim Kashi for the purpose of reliance upon them; we also list a copy of the seal
used in these financial transactions.
